Notice is hereby given that the date of the Board/Administrator Retreat of the Board of Trustees for Uinta County School District Number One, State of Wyoming, is changed from Tuesday, July 26, 2022 to Monday, August 1, 2022 at 6:00 p.m. in the ESC Boardroom, 537 Tenth Street, Evanston, Wyoming.   

The purpose for the board retreat is to discuss departmental work plans, relational trust, and personnel matters.

Notice is also given that official minutes of each regular meetings of such Board, including a record of all official acts and of all warrants issued are available for inspection by any citizen at the Office of the Clerk of said District at 537 Tenth Street, Evanston, Wyoming, during the regular office hours of 7:30 a.m. to 4:30 p.m., Monday through Friday.

First Regular Meeting

July 5th, 2022

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of July was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.  Tib Ottley was excused.

Staff members present at the start of the meeting were:   City Attorney, Dennis Boal; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Chief, Mike Vranish; Director of Engineering and Planning, Dean Barker;  Public Works Director, Gordon Robinson; Community  Development Director, Rocco O’Neill and  Director of Parks and Recreation, Scott Ehlers.

Council

Mayor Williams and the Council members each commented on how great the 4th of July celebration was.  Everyone expressed gratitude to the Parks and Recreation Department for the Fresh Air, Freedom and Fun Event, Porter’s Fireworks for the amazing fireworks display and the Fire Department for keeping everyone safe.  Mayor Williams commented on how many attendees were from out of town.  Council member Sellers mentioned that it was great to be able to fish at Sulphur Creek.  Council member Welling mentioned that a long-time resident of Evanston, Gene Hutchings had passed away, sending condolences and prayers to his family. 

Public Hearing/Liquor License   

A public hearing was conducted by City Attorney, Dennis Boal to solicit public comment regarding the application for a Restaurant Liquor License for Martin Food Group, LLC, dba:  Martinelli’s Café & Dinner Club for the building located at 123 10th Street, Evanston, Uinta County, Wyoming.  There was discussion about the Liquor License Application not being complete and the applicant being unable to correct currently due to health reasons.

Council member Perkes moved, Council member Sellers seconded, to approve the Restaurant Liquor License for Martin Food Group, LLC, dba:  Martinelli’s Café & Dinner Club for the building located at 123 10th Street, Evanston, Uinta County, Wyoming.

Public Comments

Harriet Beck of Soroptimist Evanston invited the Mayor and Council to the 10th Year Anniversary Celebration on Tuesday, July 12th, 2022, at the Depot.  She also expressed appreciation to Mayor Williams for recognizing the Club’s events throughout the year.

The Uinta County Commissioners met in regular session on July 5, 2022 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present. Also present: Amanda Hutchinson, County Clerk; and Loretta Howieson, Attorney.

Agenda

Motion Anderson, second Hatch to approve the agenda amended to include Kendra Safford with a grant agreement, and Clay Baird with Fort Bridger Airport grant reimbursement requests.  3 yes votes, passed.

Polling Places

Amanda Hutchinson, County Clerk designated the following Polling Places for the upcoming 2022 elections: Machine Shop and Roundhouse in Evanston, Bear River Town Hall, Lyman Town Hall, and Mountain View Senior Center.

Juvenile Services Board Grant

Motion Hatch, second Anderson to approve a grant agreement with Department of Family Services for $66,494 for the Community Juvenile Services Board (CJSB) through June 30, 2024 as requested by Gus Bloomfield, Youth Services Coordinator.  3 yes votes, passed. 

Equipment Lease

Motion Hatch, second Anderson to sign a two-year lease agreement with Caterpillar Financial Services Corp. for a 2020 Caterpillar Model 730 Articulated Truck for $395,400.00 as presented by Carl Lembke, Wyoming Machinery.  3 yes votes, passed.

Prevention Grant

Motion Anderson, second Hatch to approve a grant agreement between the Wyoming Dept. of Health and Uinta County for $312,687 to provide funding for activities to prevent substance, alcohol and tobacco use, misuse, or abuse through June 30, 2024 as presented by Kendra Safford, Prevention Specialist.  3 yes votes, passed.

Fort Bridger Airport

Motion Hatch, second Anderson designating Chairman South as the authorized authority to electronically sign a grant agreement with the Federal Aviation Administration (FAA) for apron reconstruction at the Fort Bridger Airport as requested by Clay Baird, Public Works Director.  3 yes votes, passed.

Motion Hatch, second Anderson to agree to the transfer of $41,145 of entitlement funds for Fiscal Year 2022 from the Fort Bridger Airport to the Kemmerer Municipal Airport as requested by Baird.  3 yes votes, passed.

Motion Anderson, second Hatch approving AIP-14 grant reimbursement #1 request for $20,000 for the new fuel station at the Fort Bridger Airport as requested by Baird.  3 yes voted, passed.

Motion Hatch, second Anderson approving an AIP15 grant reimbursement request for $8,364 for the FB Airport fuel station, an AFB006X NAVAID grant reimbursement request for $4,327.29, and to authorize Chairman South to sign the AIP15 grant closeout when it becomes available as requested by Baird.  3 yes votes, passed.

Tax Roll Corrections

Invitation to submit proposal

Uinta County is seeking proposals for installation of chain link fencing and gates at the Uinta County Jail located at 77 County Road 109. There will be a mandatory on on site tour of the project on 07/27/2022 at 10:00am.
