WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and

WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of July 11, 2024 being the total sum of $363,987.52, plus interest, costs expended, late charges, and attorneys’ fees accruing thereafter through the date of sale;

WHEREAS, the property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid;

WHEREAS, if the foreclosure sale is set aside for any reason, the Purchaser at the sale shall be entitled only to a return of his/her/its money paid.  The Purchaser shall have no further recourse against the Mortgagee, Mortgagor, Servicer or their attorneys;

NOTICE AND ORDER SETTING PUBLIC HEARING

  1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) request for Deferred Accounting Order to record a regulatory asset associated with incremental costs related to third- party liability in excess of $10 million dollars. The public hearing is set to commence on Monday, August 12, 2024, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
  2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. WYO. STAT. §§ 37-l- 101(a)(vi)(C) and 37-2-112.
  3. On December 18, 2023, RMP filed its Application requesting the Commission issue a Deferred Accounting Order to record and defer a regulatory asset associated with incremental costs from increased premiums for third-party liability insurance, specifically wildfires. The deferral is for possible future recovery of costs.

  5. Wyoming Industrial Energy Consumers (WIEC) petitioned to intervene in this matter, which the Commission granted by Order issued on December 21, 2023. Wyoming Office of Consumer Advocate is also a party under the provisions of Wyoming Statute §37-2-402(a).

First Regular Meeting

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of July was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman.  Council member Tim Lynch was excused. 

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Clerk, Diane Harris; Police Chief, Mike Vranish; City Treasurer, Trudy Lym; Director of Parks and Recreation, Kim Larson; City Engineer, Damon Newsome; Public Works Director, Gordon Robinson; Community Development Director, Rocco O’Neill and Information Technology Coordinator, Preston Sheets.   A group of interested citizens was also present.

The Uinta County Commissioners met in regular session on July 2, 2024 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present. Also present: Terry Brimhall, Treasurer; Andy Kopp, Sheriff; and Loretta Kallas, Attorney.

Agenda

Motion Hatch, second South to approve the agenda amended to include Jeff Breininger with a request for chairs, and Sheriff Kopp with a contract amendment.  3 yes votes, passed.

Wyoming Business Council Lease Agreement

Motion Hatch, second South to approve a lease agreement with the Wyoming Business Council for 160 square feet of office space located in the County Extension Building for $2,400 per year through June 30, 2026.  3 yes votes, passed.

Service Missionary MOU

Motion South. second Hatch to approve a Memorandum of Understanding (MOU) with The Church of Jesus Christ of Latter-Day Saints for missionaries to volunteer their time without compensation in exchange for service opportunities assisting Uinta County departments.  3 yes votes, passed.

Investment Resolutions

Motion Hatch, second South to approve Resolution 24-21 authorizing the County Treasurer or an authorized Deputy to invest county funds as presented by Terry Brimhall, Treasurer.  3 yes votes, passed. 

Motion South, second Hatch to approve Resolution 24-22 approving the named legal depositories and investment firms for Uinta County as requested by Brimhall.  3 yes votes, passed.

Fort Bridger Mobile Home I&S District

Several residents of the Fort Bridger Mobile Home I&S Special District addressed the commissioners with complaints about receiving bills from the Board, maintenance problems, etc., and requested the special district be dissolved.  A board member issued a rebuttal statement.  Loretta Kallas, County Attorney informed the residents that their complaints are a civil matter and explained to them the procedure for special district dissolution.

Fairground Equipment Usage

Motion Hatch, second South to allow Boy Scout Troop 911 to use the following fairground equipment: grill, chairs, and tables for Airport Days on August 24, 2024 as requested by Jeff Breininger.  3 yes votes, passed.

KEMMERER POWER STATION UNIT 1 PROJECT

US SFR Owner, LLC (USO) a subsidiary of TerraPower, LLC, is developing the Kemmerer Power Station Unit 1 (Kemmerer Unit 1) Project which will be located on approximately 290 acres in Lincoln County, Wyoming. Kemmerer Unit 1 is based on TerraPower’s Natrium™ reactor, a TerraPower and GE-Hitachi technology. Kemmerer Unit 1 will be an 840 megawatt thermal pool-type sodium-cooled fast neutron spectrum reactor that contains a molten salt energy storage system which enables the plant to vary its supply of electrical energy to the grid, up to 500 megawatts electric net, while maintaining constant reactor power. The energy storage capability allows the plant to integrate with grids that have a high penetration of renewable resources.

The Project will be located approximately 3 miles south of the city limit of Kemmerer, and a short distance southeast of the Naughton Power Plant. The Project will include two overhead 230-kilovolt transmission lines and a water supply pipeline that would be approximately 6 miles long and connect Kemmerer Unit 1 to existing Naughton Power Plant infrastructure. Kemmerer Unit 1 and associated transmission lines and water supply pipeline would be located entirely on private land. The Project site will be accessed via an intersection with US Highway 189.

Notice is hereby given that three public open houses will be held to obtain comment on the Project. Each information meeting will commence with a presentation by the Kemmerer Unit 1 team. The first will be held on July 16, 2024, from 5:30 PM to 7:00 PM in the Holiday Inn, 1675 Sunset Drive, Rock Springs, Wyoming 82901. The second will be held on July 17, 2024, from 5:30 PM to 7:00 PM in The Roundhouse, 1500 Main Street, Evanston, Wyoming 82930.
