PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion Energy or the Company) to pass on a wholesale commodity cost increase of $0.82013 per dekatherm (Dth), effective for usage on and after March 1, 2023. The Company’s proposal results in a monthly increase of $6.15 or 6.89% before taxes, for a typical residential customer using a monthly average of 7.5 Dth. The proposed change is due to a small decrease in the forecasted wholesale commodity price of natural gas and a larger increase in the Commodity Balancing Account amortization rate. Increased natural gas fueled electricity generation demand and lower storage levels in the Pacific states caused higher than projected natural gas demand and prices during December 2022, leading to an increased under-collection in the CBA

Commission Rule Chapter 3, Section 26 allows a utility to pass on to its customers known or projected commodity cost increases or decreases on a dollar for dollar basis, subject to public notice, opportunity for hearing and refund.

The East Painter Facility is located in Sections 5 and 6, Township 15 North, Range 119 West, Uinta County, Wyoming (approximately 6 miles northeast of Evanston in Uinta County, Wyoming).  The facility is involved in processing a mixed wellstream fluid from producing wells in the Painter Reservoir field.

The Division’s Operating Permit contact is Melissa Meares, Operating Permit Program Manager, Division of Air Quality, Department of Environmental Quality, 200 West 17th Street, Cheyenne, Wyoming 82002 at (307) 777-3784.  Interested parties may examine the draft permit, permit application, and statement of basis for the permit at the Division’s Cheyenne office or the Division’s Lander Field Office located at 510 Meadowview Drive, Lander, Wyoming, (307) 332-6755.  These documents are also available online at the Division’s website (https://openair.wyo.gov), utilizing facility ID F000192 and permit number P0035122 under permits.  In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.

The Uinta County Commissioners met in regular session on May 16, 2023 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present.   Also present:  Loretta Kallas, Attorney; and Amanda Hutchinson, County Clerk.

Agenda

Motion Hatch, second South to approve the agenda amended to include Jeff Breininger with airport hangar rental increase letters, Fairgrounds power contract and an FAA agreement and McKinna Julian with an operating plan.  3 yes votes, passed.

Scholarship Awards

There were no applications, no scholarships will be awarded.

Letter of Intent Amendment

Motion South, second Hatch to ratify an amendment to the exploratory Letter of Intent with Blackstone extending the completion date to September 30, 2023, Chairman Anderson noted that contents of the amendment to the letter of intent are confidential at this time as requested by Loretta Kallas, Attorney.  3 yes votes, passed.

Bridger Valley Museum Board

Motion Hatch, second South to appoint Nikki Walker and Clair Walker to 3-year terms on the Bridger Valley Heritage Museum Board.  3 yes votes, passed.

Adult Court Supervised Treatment Program

Motion Hatch, second South to authorize the Adult Court Supervised Treatment Program Grant Agreement for up to $212,902.19 with a 25% county match for a period from July 1, 2023 through June 30, 2024 as requested by Aaron Hutchinson, Drug Court Deputy.  3 yes votes, passed.

Drug Court Treatment Provider Contract

Motion South, second Hatch to approve a contract with High Country Behavioral Health for $491.72 per client up to $123,913.44 to provide counseling services for the Uinta County Court Supervised Treatment Program (Drug Court) through June 30, 2024 as presented by Deputy Hutchinson.  3 yes votes, passed.

Sawyer Commercial Subdivision Vacation

Motion Hatch, second South to approve Resolution 23-12 authorizing the vacation of the Sawyer Commercial Subdivision located in the NE1/4 NW1/4 of Section 34, T15N R115W as requested by Kent Williams, Planner.  3 yes votes, passed.

Cuin Subdivision Vacation

Motion South, second Hatch to approve Resolution 23-13 authorizing the vacation of the Cuin Subdivision located in Lot 1 Section 31, T14N R115W as requested by Kent Williams, Planner.  3 yes votes, passed.

Annual Operating Plan

McKinna Julian informed the commissioners of a new Annual Operating Plan with the University of Wyoming Extension.  The plan will be presented in a future meeting for commissioner approval after review by the County Attorney.  No action was taken.

Rocky Mountain Power Agreement

Motion Hatch, second South to authorize a new General Service Contract with Rocky Mountain Power for improvements to electric service at the rodeo grounds for $48,059.00.  The previous contract did not include the cost of increasing the transformer size as requested by Jeff Breininger, Maintenance.  3 yes votes, passed.

Breininger also updated the commissioners on the progress at the rodeo grounds stating that things are progressing as planned and are on target for the specified completion date.

Fort Bridger Airport Hangar Lease Rates

Motion Hatch, second South to authorize Chairman Anderson to sign letters notifying Lessee’s of an increase to the lease rates for hangar leases at the Fort Bridger Airport as requested by Breininger.  3 yes votes, passed.

Courthouse Parking Lot

Motion South, second Hatch to approve to form but not to execute an amended contract with SCI, Inc. for construction of the courthouse parking lot pending proof of required documents as requested by Todd Hurd, Forsgren Associates.  3 yes votes, passed.
