The Uinta County Commissioners met in regular session on June 7, 2022 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present. Also present: Amanda Hutchinson, County Clerk; and Doug Matthews, Sheriff.

Agenda

Motion Hatch, second Anderson to approve the agenda amended to include Aaron Hutchinson with a contract, McKenna Brinton with a contract, and to remove the Parking Structure topic.  3 yes votes, passed.

Airport Hangar Lease

Motion Anderson, second Hatch to approve a lease for Fort Bridger Airport Hangar #6 with CLB Trucking for $336.00 per quarter.  3 yes votes, passed.

Maternal and Child Health MOU

Motion Hatch, second Anderson to approve a MOU with the Wyoming Department of Health MCH Division for up to $198,200 to assist the county in providing maternal and child health services as presented by Callie Perkins, Public Health Nurse.  3 yes votes, passed.

Public Health Officer

Motion Anderson, second Hatch to approve an agreement with the Wyoming Department of Health for $9,600 setting forth the terms and conditions to ensure the appointed County Health Officer (CHO) provides support to Public Health in relation to public health preparedness and response from July 1, 2022 to June 30, 2023 as requested by Perkins.  3 yes votes, passed.

Mitigation Resolution

Motion Anderson, second Hatch to approve Resolution 22-13 adopting the Wyoming Region 4 Regional Hazard Mitigation Plan as requested by Josh Rasnake, Emergency Management.  3 yes votes, passed.

Mosquito Management Grant

Motion Hatch, second Anderson to approve a grant with the Wyoming Dept. of Agriculture for $50,000.00 for mosquito abatement as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Division of Criminal Investigation (DCI) Contract

Motion Hatch, second Anderson to approve a contract with DCI to provide grant funds of $24,924.84 to prevent, prepare, and respond to the Coronavirus Pandemic as presented by Doug Matthews, Sheriff.  3 yes votes, passed.

Adult Court Supervised Treatment Program

Motion Anderson, second Hatch to authorize the Adult Court Supervised Treatment Program Grant Agreement for up to $202,410.81 with a 25% county match for a period from July 1, 2022 through June 30, 2023 as requested by Deputy Aaron Hutchinson, Drug Court Deputy.  3 yes votes, passed.

 University of Wyoming MOU

Motion Anderson, second Hatch to approve, pending legal review, an MOU with the University of Wyoming outlining the responsibilities of both parties to support the Extension program in Uinta County as requested by McKenna Brinton, 4-H Educator.  3 yes votes, passed.

EVANSTON CITY COUNCIL

First Regular Meeting

June 7th, 2022

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded and streamed live.

Council member Welling led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.  

Staff members present at the start of the meeting were:   City Attorney, Dennis Boal; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Chief, Mike Vranish; ; Director of Engineering and Planning, Dean Barker;  Public Works Director, Gordon Robinson; and Community  Development Director, Rocco O’Neill; Information Technology Coordinator, Preston Sheets and Parks and Recreation Manager, Kim Larson.  Director of Parks and Recreation, Scott Ehlers was excused.

Council Comments

Council member Perkes commented that he was pleased to see the speed limit signs on 6th Street.

Council member Sellers mentioned that with the addition of the speed limit sign he had noticed a difference on Aspen Grove Drive.

RESOLUTION AUTHORIZING THE CITY OF EVANSTON, WYOMING TO ENTER INTO A OPERATING AGREEMENT WITH THE EVANSTON PARKS AND RECREATION DISTRICT FOR THE OPERATION, MANAGEMENT AND REGULATION OF RECREATION WITHIN THE CITY OF EVANSTON.    

The motion passed unanimously with 7 yes votes:  Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling.                                                 

Resolution 22-40

A RESOLUTION OF THE CITY OF EVANSTON, WYOMING RATIFYING THE EXECUTION OF AMENDMENT ONE TO   GRANT AGREEMENT WITH THE WYOMING BUSINESS COUNCIL TO OBTAIN A BUSINESS READY GRANT FOR THE CONSTRUCTION OF A LIGHT MANUFACTURING FACILITY FOR THE AVALON DEVELOPMENT PROJECT.   

The motion passed unanimously with 7 yes votes:  Williams, Lynch, Ottley, Perkes, Welling, Sellers, M. Welling.

Department Comments

Police Chief, Mike Vranish expressed appreciation to Public Works Director, Gordon Robinson for implementing the electronic traffic signs.

The governing body of the City of Evanston will hold a public hearing to receive public comments on the proposed budget for the fiscal year 2022-2023. The proposed budget consists of revenue, expenditures, and setting fees for city services. This meeting will begin at 5:30 pm on June 21, 2022, in the Council Chambers at City Hall, 1200 Main Street, Evanston, Wyoming.    

After the public hearing, a proposed resolution to approve the annual budget for fiscal year 2022-2023 will be presented to the governing body of the City of Evanston for approval.

Citizens interested are welcome to attend and participate in this budget hearing.

The Special Education Services Department of Uinta County School District Number One will be destroying special education records by shredding them for those students who have gained inactive special education status by December 2014. These files would include students who have attained a diploma, received a certificate of attendance, were dismissed from special services, or have exited the district before December 2014.

Anyone wishing to obtain these confidential records must call Uinta County School District #1 Special Education Services at 307-789-7571 by July 21,2022.
