Sealed Bids will be received by the City of Evanston at 1200 Main Street, Evanston WY  82930 until 2:00 PM on March 23, 2023 for the Evanston Roundhouse Roof Sections 1 & 2.

Bids will be opened and publicly read at the above hour and date in the City Hall Conference Room.

Scope of work includes the following: Removal of the existing roof gravel and to mechanically spud the flood coat from the surface of the built-up roof (BUR) membrane on Roundhouse Sections 1 & 2. New HD poly-iso coverboard is to be fully adhered to BUR membrane and then a fully adhered 80 mil single ply membrane is to be installed. All associated flashing and counterflashing to be reused or replaced. The whole roof will receive roughly 32,000 square feet of new cover board and single ply roofing.

A Prebid conference will be held at the project site, in the Roundhouse, Portland Rose Room, 1500 Main Street, Evanston, Wyoming 82930 at 2:00PM on March 9, 2023.  This Prebid conference will be held in conjunction with the Evanston City Hall Roof Replacement Prebid conference.  A tour of both project sites will follow the Prebid conference.  Attendance is highly recommended. 

Electronic bid documents may be obtained from the office of the Architect at no charge.  Hard copies of the bid documents may be obtained from the office of the Architect for a nonrefundable charge of $300.00.  

Bids will be received on a lump sum basis.

Bidders shall be qualified to do business and licensed in accordance with all applicable laws of the state and local governments where the Project is located.

All bids must be on the forms furnished; all blank spaces filled in and signed with the name and address of the Bidder.  No disqualified bids will be read.

Bids shall be in accordance with the Bid Documents.

Your offer will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.

INVITATION FOR BID

Sealed proposals will be received for the Reconstruct Taxiway A and SE Apron project, addressed to the Uinta County, Attention: Fort Bridger Airport – Taxiway A/SE Apron project, 225 9th Street, Evanston, WY 82933 until 3:00 pm local time on March 28, 2023, and then will be publicly opened and read. Bids received after the time fixed for the opening will not be considered. Bidders are advised to research delivery methods thoroughly if not hand-delivering bids.

Work includes removal of asphalt pavement and aggregate base, subgrade preparation with separation geotextile; crushed aggregate base course placement, bituminous surfacing; and striping. Additionally, two lighted airfield sign panels will be replaced.

This project includes Federal funds and is subject to the wage provisions of the Federal Davis-Bacon, Wyoming Department of Workforce Services, and related acts.

Each bidder shall furnish the Statement of Bidders Pre-Qualifications to the OWNER with satisfactory evidence of their competency to perform the work contemplated with the bid.

Uinta County, WY reserves the right to reject any and all proposals, waive any informalities, or irregularities, postpone the award of the Contract for a period not to exceed Ninety (90) days, and accept the proposal that is in the best interest of the Uinta County, WY The award of the Bid is contingent upon the receipt of Federal funding.

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7500.00 or less than $150,000.00 require a form of guarantee as approved by the county.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, the Commission hereby gives notice of the Application of Rocky Mountain Power (RMP or the Company) for a non-situs Certificate of Public Convenience and Necessity (CPCN) to construct its Boardman-to-Hemingway transmission line as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, as defined by Wyoming Statute § 37-l-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyoming Statute § 37-2-112.
  2. On February 6, 2023, the Company filed an Application, together with supporting testimony and exhibits, requesting the Commission grant a non-situs CPCN to construct the Boardman-to-Hemingway transmission line (segment H of the Energy Gateway Project) (B2H). The Company included a Petition for Confidential Treatment and Protective Order with its Application.
  3. The Company’s proposed Boardman-to-Hemingway is an approximately 300-mile-long, 500-kV transmission line that will extend from a proposed switching station near Boardman, Oregon to the existing Hemingway Substation located in Owyhee County, Idaho. Approximately 274 miles of the transmission line is located in five Oregon counties: Malheur, Baker, Union, Umatilla, and Morrow Counties. A 24-mile segment of the Project will be in Owyhee County in Idaho. The project also consists of a newly constructed switching station near Boardman, Oregon, ten communication stations within the right-of-way of the transmission line, and construction of the Midline Series Capacitor substation.
  4. The Company has partnered with Idaho Power Company (IPC) and the Bonneville Power Administration (BPA) to develop the Project. IPC is the overall project manager, responsible for permitting, design, procurement, and construction. IPC will fund and own 45.45 percent and the Company will fund and own 54.55 percent.
  5. The Company states the proposed project is necessary for the following reasons: 1) it increases the ability to move resources across and between both of the Company’s balancing authority areas and will allow the Company to export 818 megawatts (MW) of additional generation capacity from Wyoming, Utah, and Idaho generators to Oregon, Washington, and California customers; 2) it enables the Company to avoid higher cost transmission and generation investments to serve the system, including Wyoming, that would be required absent B2H; and 3) it reduces the cost of third-party transmission service included in the net power costs allocated to Wyoming retail customers. The Company states that construction of B2H is expected to produce total-system cost savings of $1.7 billion. The Company states that IPC must begin construction in July 2023 to have the project come into service by 2026.
  6. The Company expects its share of the estimated total cost of the project to be between $800 and $900 million, which is estimated to increase Wyoming customer rates by an estimated 1.95 percent once the Company proposes to include the costs of the project in a future general rate case. The Company intends to finance the project through its normal internal and external sources of capital.

The purpose of the forum is to provide information to and receive input from the community regarding the installation of domes which will provide space for indoor activities such as athletic events, additional practice space, co-curricular activities, instructional areas, and community events. Information will include the scope of the project, square footage ranges, location, and funding options. The agenda includes a short presentation followed by a question and answer period, and time for public comment.  

The forum will be streamed live, and the link can be found on the district’s website (www.uinta1.com) or the district’s Facebook page the day of the notice. In addition, a link will be available on the district website, which will provide project plans and drawings.
