REQUEST FOR PROPOSALS

The Uinta County Library-Evanston is requesting proposals for the replacement of the heating, ventilation, and air conditioning (HVAC) in their library. The primary focus of this project is for the successful contractor to remove/dispose of 7 RTU units with the following options: New Carrier RTU’s (or equivalent) with Jace Controlled Economizers (or equivalent), UV Lamps, Co Detectors. Disconnects for the Equipment. Provide Zoning System in less used areas (coordinate with owner). Provide New WIFI Honeywell Digital Thermostat (or equivalent). Inspect/Repair or Replace any damaged Duct work as needed. Replace 60k Reznor Unit Heater (Loading Dock). Add Exhaust Fan for IT Room. Provide/Test and Balance report at the end of project. All work shall be done to local/national codes (SMACNA, IFGC) 

Required timeline is as follows:

  • Mandatory Pre-proposal Meeting June 11th, 2024, 9:00 a.m.
  • Proposals Due June 25th, 2024

The deadline for submittals is 4:00 pm Mountain Standard Time on June 25, 2024.  Any submittal received after the deadline will be returned to the sender unopened.

EVANSTON CITY COUNCIL

Second Regular Meeting

May 21st, 2024

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of May was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers and Jen Hegeman.

Council Comments

The Mayor and Council members spoke regarding safety in the summer months, places to retire, mental health and suicide, National Veteran’s Awareness Ride, and the Courtyard Project Meeting.

Oath of Office

Mayor Williams conducted an Oath of Office for Bruce Taylor to fill the position of Police Officer for the City of Evanston.

Patriot Award

Ron Wild recognized Herman Roybal, Distribution and Collection Manager, for the support he gave to Jonathan Turner before and during the time he was at camp for the National Guard.

Consent Agenda

Limited Malt Beverage Permit requested by Tammy Staley of the Evanston Chamber of Commerce for Brewfest to be held in Depot Square, 920 Front Street on Saturday, July 27th, 2024, from 12:30 pm to 5:00 pm.

Ordinance 24-01

Council member Perkes moved, Council member Welling seconded, to pass Ordinance 24-01 on third and final reading.

AN ORDINANCE APPROVING AND AUTHORIZING THE FINAL PLAT FOR THE BURNT HILL ADDITION, LOCATED IN THE CITY OF EVANSTON, WYOMING, BEING MORE PARTICULARLY DESCRIBED HEREIN.

WHEREAS, the subdivider, JAYGEE BROS., LLC, a Wyoming limited liability company, has made application to the governing body of the City of Evanston, Wyoming for approval and authorization of the proposed subdivision entitled the Burnt Hill Addition, located within the City of Evanston, Wyoming; and

WHEREAS, the City of Evanston finds that all of the requirements of Section 22, "Subdivision Regulations" of the Code of the City of Evanston, have been complied with, including notice of hearings and hearings thereof;

NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING, THAT:

Section 1.  The final plat of the Burnt Hill Addition is hereby approved, accepted and authorized and described in particularity as follows, to-wit:

Burnt Hill Addition to the City of Evanston, Wyoming, a subdivision located in the SW1/4 of Section 20, T15N, R120W, 6th P.M., said Burnt Hill Addition" being more particularly described as follows:

Commencing at the Southeast corner of said SW1/4 (South one-quarter corner) and running thence N 0°05'49" W, 1093.06 feet along the East boundary thereof to a point on the North boundary of the West Cheyenne Drive Addition to the City of Evanston as platted and recorded in the Office of the Uinta County Clerk as Entry No. 142640, and the POINT OF BEGINNING, said point lying on a curve to the left having a radius of 1028.34 feet, from which point a radial line bears S 15°41'01" W;

thence along said North boundary the following four (4) courses: westerly 136.75 feet along the arc of said curve through a central angle of 7°37'09" to a point tangent, the long chord of which bears N 78°07'34" W, 136.65 feet;

thence N 81°56'08" W, 595.72 feet to the point of curvature of a curve to the left having a radius of 822.06 feet;

thence westerly 508.69 feet through a central angle of 35°27'17" to a point tangent, the long chord of which bears S 80°20'13" W, 500.61 feet;

thence S 62°36'35 "W, 237.43 feet to the Easternmost corner of the Westgate Park Addition to the City of Evanston as platted and recorded in the Office of the Uinta County Clerk as Entry No. R58149;

thence N 39°28'53" W, 393.55 feet measured (393.69 feet record) along the Easterly boundary of said Westgate Park Addition to the Northernmost corner thereof ,said corner lying on the Southerly right-of-way of Interstate Highway 80;

thence along said right-of-way the following three (3) courses: N 50°31'37" E, 811.60 feet to a non-tangent point on a curve to the right having a radius of 1659.86 feet; from which point a radial line bears S 1°05'24" E;

thence southeasterly1001.00 feet along the arc of said curve through a central angle of 34°33'10", the long chord of which bears S 73°48'49" E, 985.90 feet;

thence along a non-tangent line S 56°26'04 "E, 124.97 feet to a point on the East boundary of said SW1/4;

thence S 0°05'49" E, 394.20 feet along said East boundary to the POINT OF BEGINNING.

Said Burnt Hill Addition containing 19.768 acres, more or less.

Section 2.  The Mayor and City Clerk of the City of Evanston are hereby authorized and directed to enforce the mandates of Chapter 22 of the Code of the City of Evanston, referring to the payment of necessary fees and land dedication requirements by the subdivider and the filing of the final plat with the County Clerk of Uinta County, Wyoming as by law required.

Transfer of Service Animal

Discussion regarding the retirement of K-9 service animal, Gator, a full blooded Belgian Malinois, from service of the Evanston Police Department to a private citizen.

Council member Perkes moved, Council member Welling seconded to transfer the K-9 service animal from service of the Evanston Police Department to Christopher Dalley.

Department Comments

Public Works Director Gordon Robinson reported on the Spring Cleanup and Public Works Appreciation Week.  City Attorney Mark Harris commended Community Development Director Rocco O’Neill for his work on the request for funding for the Soda West Project.

Public Comments

Speaking to Council was:  Shelly Horne representing the Historic Preservation Commission, State Senator Wendy Schuler speaking on housing, energy, mental health and the 250th State Celebration.      Rick Eskelson reported on traveling to Cheyenne for education on trains.

With no further business to be conducted at this time Mayor Williams adjourned the meeting at 6:53 p.m.

The Uinta County Commissioners met in regular session on May 21, 2024 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present. Also present:  Amanda Hutchinson, County Clerk.

Agenda

Motion Hatch, second South to approve the agenda.  3 yes votes, passed.

Scholarship Awards

Motion Hatch, second South to award the County Commissioners $1,000 scholarships to Abbey Hysell, Matthew Burge, and Morgan Hatch.  3 yes votes, passed. All applicants were from Lyman High School.

Uinta County Library

Motion South, second Hatch to ratify an acknowledgement of an agreement between the Uinta County Library and Forsgren Associates, Inc. for $2,455.00 per week for engineering, construction management, and construction services for the Uinta County Library grant.  3 yes votes, passed.

Prevention Grant

Motion Hatch, second South to approve a grant application with the Wyoming Dept. of Health for $313,451 to provide funding for activities to prevent substance, alcohol and tobacco use, misuse, or abuse through June 30, 2025 as presented by Kendra Safford, Prevention Specialist.  3 yes votes, passed.

Parking Lot Usage

Motion South, second Hatch to approve the use of the Complex Parking Lot for vendor displays during the Evanston Car Show on July 27, 2024 as requested by Jonny Pentz.  2 yes votes, passed.  Chairman Anderson recused himself due to conflict of interest.

Public Health Officer

Motion Hatch, second South to approve an agreement, pending legal review, with the Wyoming Department of Health for $10,000 setting forth the terms and conditions to ensure the appointed County Health Officer (CHO) provides support to Public Health in relation to public health preparedness and response from July 1, 2024 to June 30, 2025 as requested by ReaAnna Peltier, Public Health Nurse.  3 yes votes, passed.

Motion South, second Hatch to approve a contract, pending legal review, between Uinta County and the Wyoming Dept. of Health, Public Health Division for $89,000 to develop public health emergency preparedness and to coordinate response efforts through June 30, 2025 as presented by Peltier.  3 yes votes, passed.

  3. On November 3, 2023, RMP filed its Service Quality Reports which provide an overview of key reliability metrics delivered during 2021 and 2022. They identify performance associated with the Company’s Service Standard Program and include electric reliability and power quality metrics required by the implementation of Wyoming Statute §§ 37-18-101 and 102.

Dominion is a division of Dominion Energy, Inc., a Virginia corporation, engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming, and Idaho. Dominion is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.
  2. On April 23, 2024, Dominion filed its Application requesting authority to update the two-way carrying charge in the accounts associated with the GreenTherm® and CarbonRight ® programs from 4.58% to 5.35%. The Commission authorized these programs in Docket No. 30010-215-GR-23.
  3. In the previously referenced docket, the Commission granted Dominion authority to establish these Utah-based programs in Wyoming. The Commission also permitted the Company to use the Utah carrying charges for the Wyoming program and required the Company to update them annually. The Utah Public Service Commission approved the 5.35% carrying charge for these programs, effective April 1, 2024.
