The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion or the Company) to amortize the Conservation Enabling Tariff Balancing Account resulting in a rate increase to $0.02612 per dekatherm (Dth), for all General Service class customers, effective for usage on and after January 1, 2024.
The proposed change is based on the amortization of an over collected balance of $89,058.49 as of October 2023, and on a 12-month test year ending December 31, 2024. The Company’s proposal results in an annual increase of approximately $11.96 or 1.10% before taxes, for a typical residential customer using 80 Dth.

Anyone desiring to file a statement, intervention petition, protest, or request for hearing must file with the Commission in writing, on or before April 12, 2024. First Regular Meeting
March 5th, 2024
The official record of proceedings of the first regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Jesse Lind, Evan Perkes, Mike Sellers and Jen Hegeman. Dave Welling was excused.

City Attorney Mark Harris conducted a public hearing to solicit public comment regarding the sale of real property to Peak Ventures, LLC a Wyoming Limited Liability Company. Community Development Director, Rocco O’Neill provided information about the proposed sale. Paul and Emmy Cox provided information about their business, Peak Ventures, LLC. No one else addressed the issue and Mr. Harris closed the hearing.
City Attorney Mark Harris conducted a public hearing to solicit public comment regarding a petition to expand a use control area for the Roundhouse and Railyard Facility. City Engineer, Damon Newsome provided information about the proposed petition. No one else addressed the issue and Mr. Harris closed the hearing.

INVITATION TO BID
Sealed bids for Evanston Housing Authority, City of Evanston Hawpatch Window Replacement Project located at Hawpatch Lane off of City View Drive will be received until 2:00 P.M. on April 10, 2024 and then publicly opened and read aloud at the Evanston Housing Authority office located at 155 Apache Dr.
This project includes 150 (bidder to verify) windows in 14 duplexes.
Bidding Documents are available at the Evanston Housing Authority office or can be emailed to interested bidders. Email david@evanstonhousing.org for information.
The work shall include all labor, material, equipment, and quality control necessary to complete the turnkey project which includes removal and disposal of old windows. Install new and apply insulating foam and caulk inside and out, and clean up al debris.
Work shall also include, but is not limited to, all incidental items required for the materials to be installed to the material manufacturer’s requirements and the contract documents. Work at the site may begin spring of 2024.
Each bidder will be required to submit, with their bid, a certified check, or Bid Bond made payable without condition to the Evanston Housing Authority in the amount of not less than five percent (5%) of the Bidder’s maximum Bid Price as a guarantee that such Bidder will enter into a contract within five (5) days after the date of the OWNER’S Notice of Award.
This project will comply with the Davis-Bacon Act.
Evanston Housing Authority reserves the right to reject any or all bids, or any part of any bid and to waive any formality in any bid, as its best interest may appear.
