Written sealed bids will be accepted by the City at Public Works at 61 Allegiance Circle  or 33 Allegiance Circle, Evanston, Wyoming, on the same day Wednesday, March 13, 2024, from 8:00 a.m. to 3:00 p.m. Bids will not be accepted after 3:00 p.m. this day. Bids will be publicly opened on Thursday, March 14, 2024, at 10:00 am at Public Works, 33 Allegiance Circle.

City Council will award bids on Tuesday, March 19, 2024, at City Council meeting. Payment for awarded bid items will be March 20th - March 28th, 8:00 a.m. to 5:00 p.m. and Friday, March 29th, from 8:00 am to 1:00 pm. Please make payment at Evanston City Hall, 1200 Main Street. Bring receipt to Public Works to pick-up awarded bid item.

The City of Evanston reserves the right to reject any or all bids if in the best interest of the City of Evanston.  All items must be paid for at City Hall, 1200 Main Street, and picked up by Friday, March 29th, by 1:00 p.m.

PUBLIC NOTICE

INVITATION TO BID – (CRF2024)

The board of Uinta County Commissioners is accepting sealed bids for the price per ton for supplying and delivering of liquid Magnesium Chloride and the use of portable frac tanks (20,000 gallon min capacity) for dust suppression on Uinta County roads for the 2024 year.

Sealed bids will be accepted by Uinta County Clerk’s Office, PO Box 810, or 225 9th St Evanston, WY 82930 until 11:00 a.m. on March 13, 2024.  All eligible bids having been received prior to this date and time will be publicly opened and read at 11:00 a.m. on March 13, 2024. The envelope must be marked as “MAGNESIUM CHLORIDE SEALED BID (CRF2024)”. 

Bid documents can be picked up at the Uinta County Clerk’s office. Primary contact for this project is Saralee Gross, Uinta County Road & Bridge Administrative Assistant (307) 782-3254. Bid prices must be good for the 2024 construction season.  In reviewing the bids received, Uinta County reserves the right to reject, for any reason whatsoever, any and all bids, and to waive any informality or irregularity in a bid.  Uinta County will not be bound to accept the low bid, but rather the bid that is in the best interest of Uinta County.

INVITATION TO BID (CM23304)

Notice is hereby given that the Board of Uinta County Commissioners are requesting bids for the 2024 Dust Suppression Project consisting of the following items:

3,068 TONS OF MAGNESIUM CHOLRIDE FOR DUST SUPPRESSION

Successful contractor will be required to furnish all supervision, technical, personnel, labor, materials, machinery, tools, equipment, and services, including utility and transportation services to perform and complete all services and materials as defined in the bid documents.

Bid Documents are available from the Uinta County Clerk’s Office within the Uinta County Complex, 225 9th St. Evanston, Wyoming 82930

Sealed bids will be received at the Uinta County Clerk’s Office 225 9th St. Evanston, Wyoming until 11:00 a.m. local time, March 13, 2024.  Bids should be marked on the outside “Uinta County Dust Suppression Project CM23304” with the name and address of the bidder.  Primary contact for this project is Saralee Gross, Uinta County Road & Bridge Administrative Assistant (307) 782-3254.

Public opening of the bids will be on Wednesday, March 13, 2024 at 11:00 a.m. in the Uinta County Clerk’s Office, 225 9th St. Evanston, Wyoming.  Bidders are welcome to attend. This project is partially funded using Federal Grant Funds.  Therefore, all Federal Requirements associated with the use of these funds must be followed. 

All bids must be accompanied by either a certified check, cashier's check drawn on an acceptable bank, or an acceptable BID BOND, executed by an approved Surety Company, in an amount not less than five percent (5%) of the total sum of the bid.  The check or bond shall be made payable to Uinta County and shall be forfeited as liquidated damages if the bidder, upon the letting of the contract to him, fails to enter into the contract within thirty (30) days after it is presented to him for that purpose or fails to proceed with the performance of the contract in a timely manner.

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7500.00 or less than $150,000.00 require a form of guarantee as approved by the county.

The Board of Uinta County Commissioners hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, creed, or national origin.

Uinta County reserves the right to accept or reject any items or all items, any part or all parts, any section or all sections, any bid or all bids as stated in the specifications to waive any irregularities or informalities, or to re-bid or re-advertise for bids if it is determined to be necessary or desirable and reserve the right to let the bid in any manner it sees fit.

Uinta County will not be bound to accept the low bid, but rather the bid that is in the best interest of Uinta County.

Notice is hereby given that the Wyoming Department of Transportation has accepted as completed according to plans, specifications and rules governing the same work performed under that certain contract between the State of Wyoming and Advanced Electrical Contracting, Inc., The Contractor, on Highway Project Number I801187 in Uinta County, consisting of electrical, surfacing (concrete), sidewalk, curb and gutter, traffic control grading, striping and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on March 19, 2024.

NOTICE OF PUBLIC HEARING REGARDING SALE OF PROPERTY

The governing body of the City of Evanston will hold a public hearing at City Hall, 1200 Main Street, Evanston, Wyoming, at 5:30 P.M. on March 5, 2024, to consider the sale of real property to Peak Ventures, LLC, a Wyoming limited liability company pursuant to a Development Agreement and Purchase and Sale Agreement. The real property being sold is more particularly described as:

Lot 3 of Block 1 of the Union Center 3rd Addition to the City of Evanston, Uinta County, Wyoming.

TOGETHER with all improvements, appurtenances, hereditaments, and all things appertaining or belonging thereto.

SUBJECT, HOWEVER, to all easements, rights-of-way, covenants, reservations, and restrictions of record or visible upon inspection.

(the “Property”)

The Development Agreement calls for the construction of building(s) by Peak Ventures, LLC of up to 60,000 square feet which will be used for the manufacturing, distribution, and office space for specialized parts for on and off-road vehicles. It is anticipated that the building(s) will be constructed in at least two phases. When the facility becomes operational it is estimated that it will initially employ between five to nine employees and may eventually employ as many as thirty-five to forty-five employees.

The appraised value of the real property is $420,000.00. The purchase price for the real property is $327,559.67. The hearing is to provide information so the governing body can determine whether the use of the Property as proposed by Peak Ventures, LLC will benefit the economic development of the municipality pursuant to Wyo. Stat. §15-1-112 (b)(i)(D).

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission's (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion of the Company) for approval of the Horseshoe Bend Development as a Wexpro II property, as more fully described below.

  1. Dominion is a division of Dominion Energy, Inc., a Virginia corporation, engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming, and Idaho. Dominion is a public utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.
  2. On February 1, 2024, Dominion filed its Application requesting an order approving the inclusion of the recently acquired properties located within the Horseshoe Bend Farmout field (the Horseshoe Bend Development or Development) as Wexpro II properties pursuant to the Wexpro II Agreement. The Commission approved the Wexpro II Agreement in Docket No. 30010-123-GA- l 2. The Horseshoe Bend Development is outside the existing Wexpro I Development Drilling Area. The Company seeks authority to include the relevant portions of the Horseshoe Bend Development within the Wexpro II Agreement and voluntarily offers the remaining portions for inclusion as a Wexpro II property.
  3. Dominion purchased the Horseshoe Bend Development at its own risk and is selling production from these wells on the open market pending the outcome of a decision by the Commission deciding whether this acquisition should be included as a Wexpro II property under the agreement. If the properties are approved as Wexpro II properties, then the acquisition costs will be adjusted for the value of gas sold from the time Wexpro closed on the property until the Commission's approval of inclusion of the property. The Company contends that approval of the Horseshoe Bend Development as a Wexpro II property will provide an opportunity for customers to receive low cost gas for many years. Additionally, the Company states that Wexpro will continue to manage its current production and future drilling programs at or below the 5-Year Forward Curve and to manage combined cost-of-service production from Wexpro I and Wexpro II properties to Dominion at or below the thresholds established in the Canyon Creek Acquisition in Commission Docket No. 30010-145-GA-15.
  4. This is not a complete description of the Application. Any interested person may inspect the Application at the Commission’s offices in Cheyenne, Wyoming or at the Company’s business office in Rock Springs, Wyoming, during regular business hours or at https://dms.wyo.gov/external/publicusers.aspx (enter Record No. 17496).
