Uinta County Commissioners are soliciting proposals for design and construction services and experience information to be used in selecting a DESIGN/BUILD TEAM (Team) to provide engineering/construction services for the following project

Uinta County Complex Parking Structure Demolition and Reconstruction

Interested Teams must attend the MANDATORY pre-proposal meeting on March 10, beginning at 2:00 PM local time.  Meet at the commission conference room in the Uinta County Complex, 225 9th Street, Evanston Wyoming to gain an understanding of the project scope, desired results, funding and owner’s expectations

A Selection Committee will select the Team based on Team responses to the Request for Proposals/Statement of Experience and other investigations. Contact the Uinta County Public Works for a more complete description of expectations.

INVITATION TO BID (CM21305)

Notice is hereby given that the Board of Uinta County Commissioners are requesting bids for the Uinta County Dust Suppression Project.  The successful contractor will be required to furnish all supervision, technical, personnel, labor, materials, machinery, tools, equipment, and services, including utility and transportation services to perform and complete all services and materials as defined in the bid documents.

Bid Documents are available from the Uinta County Clerk’s Office within the Uinta County Complex, 225 9th St. Evanston, Wyoming 82930

Sealed bids will be received at the Uinta County Clerk’s Office 225 9th St. Evanston, Wyoming until 11:00 a.m. local time, March 21, 2022.  Bids should be marked on the outside “Uinta County Dust Suppression Project CM21305” with the name and address of the bidder.  Primary contact for this project is Saralee Gross, Uinta County Road & Bridge Administrative Assistant (307) 782-3254.

Public opening of the bids will be on Monday, March 21, 2022 at 11:30 a.m. in the Uinta County Clerk’s Office, 225 9th St. Evanston, Wyoming.  Bidders are welcome to attend.

This project is partially funded using Federal Grant Funds.  Therefore, all Federal Requirements associated with the use of these funds must be followed. 

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7500.00 or less than $150,000.00 require a form of guarantee as approved by the county.

The Board of Uinta County Commissioners hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, creed, or national origin.

Uinta County reserves the right to accept or reject any items or all items, any part or all parts, any section or all sections, any bid or all bids as stated in the specifications to waive any irregularities or informalities, or to re-bid or re-advertise for bids if it is determined to be necessary or desirable and reserve the right to let the bid in any manner it sees fit.

Uinta County will not be bound to accept the low bid, but rather the bid that is in the best interest of Uinta County.

Second Regular Meeting

February 15th, 2022

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of February was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Dave Welling, Mike Sellers and Mikal Welling.

Staff members present at the start of the meeting were:   City Attorney, Dennis Boal; Director of Parks and Recreation, Scott Ehlers; Community Development Director, Rocco O’Neill; Police Chief, Mike Vranish;  City Treasurer, Trudy Lym; City Engineer, Dean Barker; Senior Planner, DuWayne Jacobson; Building Inspector/Engineering Tech, Bob Liechty and Information Technology Coordinator, Preston Sheets.  City Clerk, Diane Harris was excused.  A group of interested citizens were also present.

Council member Sellers wished the High School teams’ good luck at State.  He also commented that he had listened to the State of the State address and the Governor spoke of the importance of suicide prevention.  He encouraged everyone to watch for signs and be mindful of others.

Public Notice

Westmoreland Haystack Mining LLC of Lone Tree, Colorado has applied for a coal mining permit renewal from the Land Quality Division of the Wyoming Department of Environmental Quality for the State of Wyoming.  The coal mining permit for the Haystack Mine is located in both the E1/2E1/2 Section 36, and in all of Section 31, Township 17N, Range 117W, Uinta County, Wyoming.  The Haystack Mine is located on U.S. Highway 189, approximately 7 miles north of the intersection of US Highway 189 and Interstate I-80.  This area can be found on the Cumberland Gap USGS quadrangle map.  The original permit to mine was granted on August 30, 2011.  Westmoreland Haystack Mining, LLC has requested the entire mine site be placed into Temporary Cessation of Operations for the upcoming term.    The land, after mining, will be returned to a post mine land use of grazing and wildlife habitat.

Information regarding this application may be reviewed in the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne Wyoming and Lander Wyoming or the Uinta County Clerk’s Office at 225 9th St., Evanston, Wyoming.  Written objections to the proposed mining operation must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, Wyoming, 82002 before the close of business March 27th, 2022.  Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.commentinput.com/.  The Director shall hold an informal conference if requested, hear the complaint, and take action on the application in accordance with Wyoming Statute (W.S.) 35.11.406(p) and the Department’s Rules of Practice and Procedure.  The Director shall render a decision on the application within thirty (30) days after the deadline to file objections if no informal conference is requested.  An informal conference shall be held within thirty (30) after the final date for filing objections unless a different period is stipulated by the parties.  The Director shall publish notice of the time, date, and location of the conference in a newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the conference.  If the Director holds an informal conference, all parties to the conference shall be furnished a copy of the final written decision of the Director issuing or denying the permit within sixty (60) days of the conference.  The applicant or objector may appeal the Director’s written decision after an informal conference to the Council.  If  hearing is held the hearing would be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. 16-3-101 through 16-3-115) with a right of judicial review afforded as provided in that act and W.S. 35-11-406(p)(iv).  The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan maps as given in W.S. 35-11-406(j).

Uinta County School District Number One is accepting Bids for supplying athletic physical therapy and consultations for Uinta County School District One for the spring sports season (March 7, 2022 through June 30, 2022). The bid for contract must include physical therapy screening; modalities and procedures; referrals to medical doctors; consultations with coaches; and up to two free visits per athlete per sport season. On-site services include at-home varsity soccer matches.

General Conditions

Sealed bids are requested on the following list of materials, articles, or services for delivery to the school or department designated, subject to the conditions of this invitation.

  1. This invitation is supplied in duplicate. Submit one copy of the completed bid in an envelope clearly marked “BID” and include the above reference number. The duplicate copy is to be retained by the bidder.
  2. Bids, to receive consideration, must be received prior to time designated in this invitation, and none will be accepted thereafter.
  3. Bid forms must be signed by an officer or member of the bidding firm, who is authorized to legally bind the firm.
  4. All bids shall be effective from the date of opening until the date specified in special conditions of bidding, and no bid may be withdrawn prior to that time.
  5. In order to be eligible to respond to this bid request, the bidder must meet all of the following qualifications:
  6. Licensed - The bidder must be licensed to conduct business in the State of Wyoming, County of Uinta and City of Evanston. The bidder must also have the necessary physical therapy licensing from the State of Wyoming to perform the physical therapy services required in the bid specifications. Proof of licensing under this paragraph must be submitted with the bid.
  7. Non-Discrimination - The bidder must comply, at all times during the bidding and contractual period, with all applicable federal, state, county, and city anti-discrimination laws, ordinances, rules, and regulations. Any violations of this provision shall be considered a violation of a material provision of the physical therapy contract and shall be grounds for cancellation, termination, or suspension.
  8. Worker’s Compensation. The bidder must be able to comply with the provisions of the Wyoming Workers Compensation Act, and all other legislation, federal and state, applicable to the work described herein, and to make all payments, returns and reports required by these acts.
  9. General Liability Insurance: Bidder shall provide current general liability insurance certifications in the amounts requested by the bid specifications. Failure to submit current insurance certifications with the bid may be cause for disqualification of submitted bid. No work will commence, or service be provided under any contract or bid, until all insurance requirements have been approved by Uinta County School District Number One.

6 It is to be understood that the bidder, if awarded an order or contract, agrees to indemnify and hold harmless Uinta County School District Number One from any suits or demands for payment that may be brought against it for the use of patented material, process, article or device that may enter into the manufacturer or form a part of the work covered by either order or contract. Bidder further agrees to indemnify and hold harmless Uinta County School District Number One from suits, claims or causes of actions of every nature and description brought against it for or on account of injuries or damages received or sustained by any party or for any of the acts of the contractor, his servants or agents. 

  1. Federal Excise Tax, Sales Tax or Use Tax is not applicable to any purchase made for use by Uinta County School District Number One. Bids should not include any such taxes. Purchase exemption information can be provided as needed.
  2. Uinta County School District Number One herby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, age or national origin in consideration for an award. Bidders awarded any contracts hereby agree not to discriminate against any person who performs work there under because of race, color, sex, age or national origin or ancestry.
  3. Uinta County School District Number One reserves the right to reject any or all bids, to waive any informality or technical defects in the bids, and unless otherwise specified by Uinta County School District Number One or by the Bidder, to accept any item or group of items in the bid, as may be in the best interest of Uinta County School District Number One.
  4. Uinta County School District Number One prohibits direct or indirect conflicts of interest, gratuities, and kickbacks to employees of Uinta County School District Number One for supplies or services. Any such conflict of interest must be reported by the bidder immediately. If a conflict of interest is found in connection to a bid, the bid will be rejected and the bidder may be disqualified from bidding with Uinta County School District Number One in the future. Law enforcement will be immediately notified of any potential criminal misconduct in connection with any conflict of interest.
