PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company), for approval of the 2021 year budget for Energy Efficiency Programs.

Dominion is a public utility as defined by Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On October 29, 2020, Dominion submitted its Application requesting approval of its 2021 year budget and modification to the ThermWise® Energy Efficiency Programs pursuant to Wyo. Stat. § 37-2-121, Commission Rule Chapter 3, Section 21, and the Commission’s Order issued on February 6, 2013, in Docket No. 30010-119-GT-12 (Record No. 13321). 

Dominion proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs). The five programs are the: [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.

The Company proposes the addition of dual-fuel heating systems and energy recovery ventilation to the existing mix of rebate-eligible equipment in the Appliance Rebates Program in 2021. The Company proposes to offer an $800 rebate for single family homes and a $450 rebate for multifamily properties that purchase and install dual-fuel heating systems. The Company proposes to change the rebate efficiency standard for the current fireplace rebate measure from annual fuel utilization efficiency (AFUE) to fireplace efficiency (FE) in 2021.

Under the Builder Rebates Program, the Company proposes to add the dual-fuel heating system and energy recovery ventilation rebates, make the change from AFUE to FE for fireplaces in 2021 and eliminate the builder rebate credit. Under the Business Rebates Program, the Company proposes to add the dual-fuel heating system rebate. The Company proposes no major changes to the Home Energy Plan or the Weatherization Rebates Program.

Dominion projects the total 2021 budget for the Programs and Market Transformation Initiative to be $163,593, a decrease of 23% from the 2020 budget. Dominion states the requested budget decrease is due to lower expected participation in the 2021 Wyoming ThermWise® programs and expected reductions in administrative and rebate processing costs in 2021, which the Company attributes to the lingering impacts of COVID-19. The Company projects a total natural gas savings at 5,863 Dth/year, 28% below its projected 2020 natural gas savings estimate.

Notice is hereby given that on the 7th day of October, 2020 a representative from Down Home Eatery LLC filed in the office of the Uinta County Clerk, an application to transfer the ownership of a restaurant liquor license currently owned by Purple Martin LLC dba Hornet’s Nest, licensed premise is located at 7436 Highway 89 North, Evanston.  Protests, if there be any, against transferring the license to the new owners will be heard at 2:00 p.m. on the 17th day of November, 2020 in the County Commission Chambers, 225 9th Street, Evanston, Wyoming.

NOTICE IS HEREBY GIVEN that the Evanston Housing Authority is advised that the work is completed on the Saddle Ridge Siding, Soffit, and Facia Replacement, located in Evanston Wyoming, the same being work performed between K.R. Goble Construction INC. and Evanston Housing Authority, and this Contractor is entitled to final settlement.

Therefore, on December 10, 2020, being the 41’1 day after the first date of advertisement, and in the event that any claim is not filed with the Evanston Housing Authority prior to said date, the Evanston Housing Authority will pay the above-mentioned contractor the full amount due under said contract; provided all punch list and project close-out requirements have been met.
