WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and

Second Regular Meeting

November 16th, 2021

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of November was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.

Council Member Sellers led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Mike Sellers and  Mikal Welling.  Council member Welling was excused.

Staff members present at the start of the meeting were:   City Attorney, Dennis Boal; City Clerk, Diane Harris; Director of Parks and Recreation, Scott Ehlers; Police Chief, Mike Vranish;  City Treasurer, Trudy Lym;  Main Street Coordinator/Grant Writer, Mieke Madrid and Senior Planner, DuWayne Jacobsen.   City Engineer, Dean Barker; Public Works Director, Gordon Robinson and Community Development Director, Rocco O’Neill were excused.  A group of interested citizens were also present.

Revenue & Expenditure Report

Council member Ottley moved, Council member Sellers seconded, to approve the Revenue and Expenditure Report for July 2021.   The motion passed unanimously with 6 yes votes:  Williams, Lynch, Ottley, Perkes, Sellers, M. Welling.

Council Comments

Council member Perkes reminded everyone to watch for children while driving since it gets dark so early.  Council member Sellers commented what a great opportunity the Nuclear Power Plant coming to Kemmerer will be.  He also expressed gratitude to the Veterans Board and all who were involved in the community activities for Veteran’s Day.  He reminded everyone to lend a helping hand to those in need during the Holiday Season as it can be a difficult time for people.  He wished everyone a Happy Thanksgiving.  Mayor Williams echoed Council member Sellers comments regarding the announcement of the Nuclear Power Plant being built in Kemmerer.  He stated that it will benefit Southwest Wyoming.

 Consent Agenda

Council member M. Welling moved, Council member Ottley seconded, to approve the following Consent Agenda:

    Parade Route Permit requested by Main Street Promotions and Rachel Reifon for the Annual Parade of Lights on Thursday, December 2nd, 2021, beginning at 6:00 p.m. at the Uinta County Library parking lot on Main Street.  The parade will go down Main Street to the Machine Shop Parking Lot, turn around and go down Main Street back to the Library Parking Lot and disperse.

Open Container Permit requested by Main Street Promotions and Rachel Reifon for the Annual Downtown Open House on Main Street from 9th Street to 11th Street and 10th Street from Front Street to Main Street on Thursday, December 2nd, 2021, from 5:00 p.m. to 8:30 p.m.

Parade Route Permit requested by Main Street Promotions for the Jingle Bell Jaunt 5K Fun Run/Walk on Saturday, December 4th, 2021, beginning at 9:00 a.m. at the Strand Theater.

RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE ACCEPTANCE AND EXECUTION OF AN AIRPORT RESCUE GRANT AGREEMENT NO. 3-56-0036-033-2022 WITH THE UNITED STATES OF AMERICA THROUGH THE FEDERAL AVIATION ADMINISTRATION FOR THE PURPOSE OF COMBATING THE SPREAD OF COVID 19 AT THE EVANSTON-UINTA COUNTY AIRPORT BURNS FIELD.

RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF THE FIRST AMENDMENT OF THE REAL ESTATE LEASE WITH THE EVANSTON CHILD DEVELOPMENT CENTER, INC., A WYOMING NON-PROFIT CORPORATION, (ECDC).

Invitation to submit proposal

Uinta County is seeking proposals to replace a 120-ton chiller and install a  400 - gallon surge tank at the County Complex at 225 9th street

Chiller needs to have two independent refrigerant loops for redundancy and will need to interface with the current “Carrier Controls system.” This project will require an on - site inspection prior to bidding and contractor will have to have all city and state licenses.

Proposals need to include delivery lead time and completion time to Evanston, Wyoming, based on a purchase OK given by 12/21/2021.
