PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for authority to revise Section II. of Rule 6, as more fully described below.

RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

RMP filed its Application on September 12, 2019, requesting authority to revise Section II. of Rule 6 (Company’s Installation) to include a new option for customers to receive single phase 240/480 volt (240/480V) secondary service. According to RMP, approximately forty percent of its distribution lines are constructed as single phase power and the lack of three phase supply can create challenges for customers with equipment that requires three phase service. In particular, electric motors (typically used for irrigation, sewage lift stations, mine ventilation, etc.) have limited commercial availability in single phase ratings above 7.5 horsepower.

RMP states that the cost to extend three phase primary lines ranges from $60,000 to $150,000 per mile and approval of the Company’s proposal would reduce costs to provide this particular electrical service to the number of commercial applications that will benefit from the 240/480V option. RMP states that providing the service will have very little impact to the Company’s current construction standards, practices and inventory requirements.

This is not a complete description of the Application. Interested persons may inspect the Application at RMP’s business offices throughout Wyoming and at the Commission’s offices in Cheyenne, Wyoming, during regular business hours.

First Regular Meeting

October 1, 2019

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of October was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Councilmember Perkes led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. 

Staff members present at the start of the meeting were:  City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; City Treasurer, Trudy Lym; Community Development Director, Rocco O’Neill; and Police Chief, Jon Kirby.  Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; and Director of Parks and Recreation, Scott Ehlers were excused.  A  group of interested citizens were also present.

PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company) for authority to adjust the amortization of the Conservation Enabling Tariff (CET) deferred account balance, which will appear on customer bills as an adjustment to the non-gas cost portion of the Company’s Wyoming General Service (GS) rates.

In the GS rate, the current CET surcharge is $0.05474 per dekatherm (Dth) for Block 1 (monthly usage up to 45 Dth) and $0.04869 per Dth for Block 2 (monthly usage above 45 Dth). In its Application, Dominion Energy represented that the CET accrual as of July 2019 ended in an under-collected balance of $566,573.19. In this filing, Dominion Energy proposes to implement a CET surcharge of $0.16102 per Dth for Block 1 and $0.14322 per Dth for Block 2. The net effect is an increase to the current GS rates. Exhibit 1.4 to the Application provides that a residential GS customer using 90 Dth annually will experience an increase of $9.57 annually, or 1.32% or an increase of $725.43 annually under current rates to $735.00 under the proposed rates.
