CITY OF EVANSTON PUBLIC NOTICE
The City of Evanston Community Development Office has petitioned the Evanston City Council to adopt a resolution for the enlargement of a Use Control Area under W.S.§ 35-11-1609 on a portion of its real property at 1446, 1448, and 1500 Main Street, Evanston, Wyoming. The property is the Evanston Roundhouse and Rail Yards Complex. To obtain public input, the Governing Body of the City of Evanston will hold a public hearing on March 5, 2024 at 5:30 pm to listen to public comment.
The property is owned by the City of Evanston and has been redeveloped in phases by the City for various uses designed to benefit the community. This property has historically been used as a rail yard and as a railcar maintenance and tank cleaning facility. Because of past practices, organic and inorganic contaminants have been detected in both soils and groundwater at the site. An enlarged Use Control Area is being requested for the site to ensure that certain uses of the property are prohibited. The property will be suitable for industrial/commercial use. The following uses of the property within the Use Control Area will be prohibited: residential, nursing home, daycare, and hospital or hospice.
For further information regarding the Use Control Area, you may contact the Wyoming Department of Environmental Quality Project Manager, Fernando Hernandez (307) 335-6970, or the City of Evanston Director of Community Development, Rocco O’Neill (307) 783-6470. A public hearing regarding the City of Evanston’s petition for the expansion of a Use Control Area will be held by the Governing Body for the City of Evanston on March 5, 2024 at 5:30 pm., in City Hall, 1200 Main Street. The issue will then be presented the Evanston City Council for approval or disapproval.
If you wish to submit letters or written comments to be included in the packet for the City Council members, you must submit them to 1200 Main Street by 5:00 p.m. on February 23, 2024. You may also attend the public hearing and present written and/or oral comments.
The proposed petition is available at City Hall, 1200 Main Street, between 7:30 a.m. and 5:00 p.m., Monday through Thursday and 7:30 a.m. and 1:30 p.m. on Friday. Should this item be tabled, notice will be given at the meeting as to when discussion will be resumed.

Second Regular Meeting
January 16th, 2024
The official record of proceedings of the second regular meeting of the Evanston City Council for the month of January was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.
Council member Lind led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Jesse Lind, Dave Welling, Mike Sellers and Jen Hegeman. Tim Lynch and Evan Perkes were excused.

Council Comments
Council member Welling expressed appreciation to Environmental Services Manager, Brad Tollefson and his crew for the excellent snow removal over the weekend. He commented that he heard many positive comments from citizens.
Council member Sellers encouraged everyone to use their voices as citizens and get online at Rockspringswyomingrmp.com and express their opinions about the BLM.
Council member Hegeman agreed with Council member Sellers and also encouraged everyone to educate themselves about the BLM. She also expressed appreciation for the snow removal and reminded everyone to also remove their trash cans from the street for plowing.

AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTION 12-1., DEFINITIONS, OF THE CITY CODE TO MIRROR THE LANGUAGE OF THE STATE STATUTES FOR THE DEFINITION OF A STREET OR HIGHWAY.
WHEREAS, there is a need to amend Section 12-1 of the City Code to mirror the language of the state statutes regarding the definition of a street or highway for purposes of enforcement of certain motor vehicle traffic laws;
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING THAT:
Section 1: Section 12-1 of the Evanston City Code is amended and re-enacted to provide as follows:
' 12-1. Definitions.
STREET OR HIGHWAY
The entire width between the boundary lines of every way publicly maintained or if not publicly maintained, dedicated to public use when any part is open to the use of the public for purposes of vehicular travel "Street" and "highway" shall be construed to be synonymous in constructing this chapter.
Section 2: This ordinance shall be effective on passage on third and final reading.

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company, d/b/a Dominion Energy Wyoming (Dominion) to amortize the Energy Efficiency Services deferred account balance, resulting in a decrease of $0.01642 per Dth, effective for usage on and after January 1, 2024. The proposed change is based on customer participation in several energy efficiency programs offered by the Company.
Dominion’s proposal results in an annual decrease of $1.32 or 0.12% before taxes, for a typical residential customer using 80 Dth. However, when combined with other proposed rate changes taking effect on January 1, 2024, the net result is an increase of $10.65 or 0.98% before taxes, for a typical residential customer using 80 Dth annually. Actual bills will vary with usage.

The work shall include all labor, material, equipment, testing, disinfection, and quality assurance necessary to complete the turnkey project which includes the replacement of an existing water main with 2010 L.F. of 12” diameter C-900 pipe and approximately 50 L.F. of 6” diameter C-900 pipe related to hydrant installations. Three fire hydrants with auxiliary valves, restrained joints, fittings, valves, and thrust blocks. The work also includes but is not limited to all incidental items required for the system to be installed to the material manufacturer's requirements and contract documents. At some locations, the existing ductile iron water main will be removed and replaced, and in others, the existing main will be abandoned in place and a new parallel pipe installed. The route is under asphalt pavement and areas of reinforced concrete flatwork, sidewalks, curbs, and gutters as quantified in the Bid Form. All surfaces are to be patched back with the same materials.
Each Bidder will be required to submit, with their bid, a certified check, or Bid Bond made payable without condition to the Uinta County School District No. 1 in the amount of not less than five percent (5%) of the Bidder’s maximum Bid Price as a guarantee that such Bidder will enter into a contract within five (5) days after the date of the OWNER’S Notice of Award.
Subject to Wyoming Statute 16-6-105, preference is hereby given to materials, supplies, agricultural products, equipment, machinery, and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. If a bidder is claiming resident contractor status bidder shall submit proof of resident contractor status per Wyoming Statute 16-6-102 with their bid.
Uinta County School District No. 1 and the City of Evanston reserve the right to reject any or all bids, or any part of any bid, to waive any formality in any bid, as its best interest may appear.
