The Uinta County Commissioners met in regular session on July 7, 2020 in the commission chambers, 225 9th Street, Evanston.  Chairman Eric South convened meeting at 2:00 p.m. Commissioner Craig Welling and Commissioner Mark Anderson were present.  Also present: Amanda Hutchinson, County Clerk, Terry Brimhall, Treasurer; and Doug Matthews, Sheriff.

Agenda

Motion Anderson, second Welling to approve the agenda amended to include: Amanda Hutchinson with 2 additional items, Clay Baird with a Landfill credit application, Terry Brimhall with 2 resolutions, Kim West with CARES Act grant, and Doug Matthews with a Forest Service contract.  3 yes votes, passed.

Commissioners Scholarship Renewal

Motion Anderson, second Welling to award the Commissioner’s $500 Scholarship Renewal to Kaylee Gross.  3 yes votes, passed.

VOA Grant Amendment

Motion Welling, second Anderson to approve an amendment to the Volunteers of America grant extending the terms of the agreement through September 30, 2020 as presented by Eric Williams, Youth Services Coordinator.  3 yes votes, passed.

Juvenile Services Board Grant

Motion Anderson, second Welling to approve a grant agreement with Department of Family Services for $29,923 for the Community Juvenile Services Board through June 30, 2021 as requested by Eric Williams, Youth Services Coordinator.  3 yes votes, passed. 

Prevention Grant

Motion Anderson, second Welling to approve a grant agreement between the Wyoming Dept. of Health and Uinta County for $312,367 to provide funding for activities to prevent substance, alcohol and tobacco use, misuse, or abuse through June 30, 2022 as presented by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Public Health Emergency Preparedness Plan

Motion Welling, second Anderson to approve a contract between Uinta County and Wyoming Dept. of Health, Public Health Division for $96,000 to develop public health emergency preparedness and to coordinate response efforts through July 30, 2021 as presented by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Health Insurance Stop Loss Renewal

Motion Anderson, second Welling to approve a renewal with QBE for stop loss coverage for the county’s self-funded employee health insurance plan as presented by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Health Plan Amendment

Motion Welling, second Anderson to approve an amendment to the county health insurance plan to provide certain benefits related to the COVID-19 pandemic as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Prescription Drug Plan

Motion Welling, second Anderson to authorize a motion to proceed with the steps necessary to obtain a contract with OptumRx changing the county’s prescription drug coverage from WellDyne to OptumRx as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Budget Amendment No. 4

Motion Anderson, second Welling to approve Resolution 20-11 FY2020 Budget Amendment #4 as presented by Amanda Hutchinson, County Clerk. 3 yes votes, passed.

Drug Court Treatment Provider Contract

Motion Welling, second Anderson to approve a contract with High Country Behavioral Health for $151,971.84 to provide work and services for the Uinta County Court Supervised Treatment Program (Drug Court) through June 30, 2021 as presented by Linda Sandness, High Country Behavioral Health.  3 yes votes, passed.

Salary Contribution Agreement

Motion Anderson, second Welling to approve a Salary Contribution Agreement with the University of Wyoming to pay $20,544.00 towards the annual salary of a 4-H Educator for the term of July 1, 2020 to June 30, 2021 as presented by McKenna Brinton, 4-H Educator.  3 yes votes, passed.

Credit Application

Motion Welling, second Anderson to approve a credit application for Hager Industries, Inc. to establish a $5,000 line of credit at the Uinta County Landfill pending verification of credit history and references as presented by Clay Baird, Public Works Director.  3 yes votes, passed.

Investment Resolutions

Motion Welling, second Anderson to approve Resolution 20-12 authorizing the County Treasurer or an authorized Deputy to invest county funds as presented by Terry Brimhall, Treasurer.  3 yes votes, passed. 

Motion Anderson, second Welling  to approve Resolution 20-13 approving the named legal depositories and investment firms for Uinta County as requested by Brimhall.  3 yes votes, passed.

Cooperative Law Enforcement Agreement

Motion Anderson, second Welling to approve a modification to the Cooperative Law Enforcement Agreement between the Sheriff’s Office and the Uinta-Wasatch-Cache National Forest adding $5,000 to the funding for a total of` $8,000 through September 30, 2020 as requested by Doug Matthews, Sheriff.  3 yes votes, passed.

CARES Act

Motion Welling, second Anderson to authorize Chairman South to sign Resolution 20-14 and the CARES Act grant application for approximately $200,620.00 after Kim West has finalized the details of the grant application.

Approval of Minutes

Motion Anderson, second Welling to approve the minutes of the June 16, 2020 and June 30, 2020 meetings.  3 yes votes, passed.
