Please be informed that on Monday, May 4th at 6 p.m. in the Council Chambers at City Hall, 1200 Main Street, Evanston, WY, the City Planning and Zoning Commission/Board of Adjustment will conduct a public meeting to consider the following public hearing requests pursuant to Article 2, Chapter 24, Zoning of the 1982 Code of the City of Evanston, WY.

CP 25A request by Railworx, LLC for a Conditional Use Permit to allow a commercial use (trucking services/equipment and product storage) for properties located at 56, 60, and 66 Rail Center, Evanston, Wyoming, which is zoned Industrial-Established (I-E).  The applicant is proposing to store, sale, and transport magnesium chloride to be used for dust control and de-icing purposes.  (Section 24-15 C. NOTICE OF PUBLIC HEARING REGARDING SALE OF PROPERTY

The governing body of the City of Evanston will hold a public hearing at City Hall, 1200 Main Street, Evanston, Wyoming, at 5:30 P.M. on May 5, 2020,  to consider the sale of real property to ISA Partners, LLC, a Wyoming limited liability company pursuant to a Development Agreement and Real Estate Purchase Agreement. The real property being sold is more particularly described as:

Lot 1   of Block 2 of the Union Center 2nd Addition to the City of Evanston, Uinta County, Wyoming, (the “Property”)

The Development Agreement calls for the construction of up to four buildings by ISA Partners, LLC which will be used for the fabrication and distribution of neoprene and rubber products. It is anticipated that the buildings will be constructed in three phases. When the facility becomes operational it is estimated that it will initially employ between twenty five to fifty employees and may eventually employ as many as a hundred employees.

The appraised value of the real property is $190,000.00.  The purchase price for the real property  is $140,000.00.  The City at its cost will deliver to the site suitable fill material to raise the elevation of the property under the building pads as described in the Development Agreement.  ISA Partners shall at its cost be responsible for the placement and compaction of the fill material on the site.  The City will also extend the main sewer line to the Property.  The  hearing is to provide information so  the governing body  can determine whether the use of the Property as proposed by ISA Partners, LLC will benefit the economic development of the municipality pursuant to W.S. 15-1-112 (b) (I) (D).

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of project, will be received by CITY OF EVANSTON-UINTA COUNTY AIRPORT JOINT POWERS BOARD, at the office of the UINTA COUNTY, at the ADMINISTRATION OFFICES located at 225 9th Street, Evanston, WY 82930 until 4:00 PM local time on MAY 11TH, 2020. The bids will be publicly opened and read aloud in the presence of Bidders at 4:30 PM, on MAY 11TH, 2020 at the ADMINISTRATION OFFICES.

The project is divided into 2 bid schedules. Bid Schedule I includes: Rehabilitation of the western third of the existing GA Apron, including replacement of tie downs, some earthwork grading to the west of the apron, redressing impacted drainage swales, and some minor fence repair. Schedule II will consist of removal of the existing lift gate, man gate, and keypad access. These aging appurtenances will be replaced and reconfigured to aid in better traffic flow in and out of the hangar access area. This schedule will also include some concrete curb demolition and reconfiguration.

No bids will be received after the specified hour and date, and may not be withdrawn after the time fixed for opening them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified.

Bids will be received for a single prime Contract.  Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.

Each bid must be accompanied either by a certified check, payable to CITY OF EVANSTON-UINTA COUNTY AIRPORT JOINT POWERS BOARD in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company.  The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.

Bidders may obtain copies of the Bidding Documents, consisting of a Project Manual, from the T-O Engineers Contract Bidding Plan Room as described below.

Printed copies of the Bidding Documents are available upon request at TO-Engineers.com via the Contract Bidding tab. Non-refundable shipping charges apply. Blueprint Specialties in Boise, Idaho will transmit the Bidding Documents. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by Blueprint Specialties will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Interested parties may register, view, and download the Bidding Documents online at on the T-O Engineers web site under the Contract Bidding tab.

The Bidder is advised that construction site aviation safety is of paramount importance.  There is a Construction Safety Phasing Plan that is part of the project requirements and the Contractor will need to conduct his/her operations in strict accordance with this plan.  There are penalty provisions outlined in the Construction Safety Phasing Plan for noncompliance by the Contractor’s personnel.  All costs associated with the Contractor’s compliance with this operational plan will be considered incidental to and included in the prices bid for the actual work items of the bid schedule.

EVANSTON-UINTA COUNTY AIRPORT, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Bidder is hereby notified that this project is subject to FAA Federal Contract Provisions, including, but not limited to: Buy American Preference, Davis Bacon, Affirmative Action, Government-wide Debarment and Suspension, and Government-wide Requirements for Drug-Free Workplace.
