PUBLIC NOTICE

The Evanston Housing Authority is accepting sealed bids to remove and replace (24) wall furnaces at out Saddle Ridge apartments.

This project will consist of removing and disposing of existing wall furnaces and provide/install new wall furnaces.

Furnaces will be or equivalent to Williams top vent counterflow wall furnace: 55K BTUH, NG 24V thermostat and 115V fan. The furnace must have intermittent electric ignition. Must also include adapting to existing flue and gas line. This may also require some modification to the existing wall.

This bid is subject to the Davis Bacon Prevailing Wages rule for Public Funded projects.

Bid will be taken until 2pm on November 14 when they will be opened and read aloud in our office located at 155 Apache Dr. Suite A, Evanston WY 82930.

for the furnishing and installation of Improvements to Fort Bridger Airport, Reconstruct Taxiway A and SE Apron project, FAA AIP 3-56-0042-018-2023, WYDOT No. AFB014B/C and any person, co-partnership, association or corporation who has an unpaid lien against said Staker & Parson Companies for or on account of the furnishing of labor, materials, team hire, sustenance, provision, provender or other supplies used or consumed by such Contractor or any of the subcontractors in or about the performance of said work, may at any time up to and including the time of final settlement on said 27th day of November, 2023, file a verified statement in the amount due and unpaid on account of such claim with Uinta County.

Failure on the part of the claimant to file such final statement will relieve said Owner from all and any liability for such claim.

The Uinta County Weed & Pest District will accept bids for One (1) 2023 or 2024 six-wheel UTV or four-wheel UTV that can handle 1,000 lbs. in the bed.

REQUEST FOR BIDS

Notice is hereby given that the Uinta County Conservation District (UCCD) is accepting bids for a Bear River Restoration Project to improve stream stability and reduce erosion and sediment loading in the Bear River.  The project involves an irrigation diversion reconstruction and restoration of approximately 6,300 feet of the Bear River located in Township 15N, Range 120W, Sections 8 and 17 north of the City of Evanston in southwest Wyoming.  Sealed bids will be accepted until 3:00 pm on Monday, November 13th, 2023 by the Uinta County Conservation District, 204 East Sage Street, P.O. Please be informed that on Tuesday, November 7th at 5:30 p.m. in the Council Chambers at City Hall, 1200 Main Street, Evanston, WY, the Evanston City Council will conduct a public meeting in which a public hearing will be held to review a decision of the Evanston Planning and Zoning Commission for the following application pursuant to Article 2, Chapter 24, Zoning of the 1982 Code of the City of Evanston, WY. 

CP 185 A request by Todd Osterling for a Conditional Use Permit to allow a detached accessory building to exceed 60 percent of the square foot size of the principal building’s footprint and to allow the total of all detached accessory buildings to exceed 75 percent of the square foot size of the principal building’s footprint for property located at 1600 West Center Street, Evanston, Wyoming, which is zoned Low Density Residential-Established (LR-E).  (Section 24-26 C.)

At the September 11th meeting of the Planning Commission, Conditional Use Permit, CP 185 was not approved by the Commission.  Within 15 days from the date the Planning Commission made the decision, the Engineering and Planning Department received a petition from the applicant requesting the City Council to call up the decision of the Commission for further review.  At the October 3rd meeting of the City Council, at least two-thirds of the members of the Council voted in the affirmative to call up the decision of the Planning Commission for further review.

Special Meeting

October 10th, 2023

The official record of proceedings for a special meeting of the Evanston City Council was held in the Council Chambers of City Hall on the above date. 

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of meeting were Mayor Williams; Council members; Tim Lynch, Jesse Lind, Evan Perkes, Dave Welling, Mike Sellers(by phone) and Jen Hegeman. 

Staff members present were City Attorney/Prosecutor, Mark Harris; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill; Director of Parks and Recreation, Kim Larson; Public Works Director, Gordon Robinson and Police Lieutenant, Ken Pearson. Information Technology Coordinator, Preston Sheets; Police Chief, Mike Vranish and City Engineer, Dean Barker, were excused.

Approve Agenda

Council member Welling moved, Council member Perkes seconded, to approve the agenda.   The motion passed unanimously with 7 yes votes: Williams, Lynch, Lind, Perkes, Welling, Sellers, Hegeman.

A discussion was held regarding submitting a letter to the State Building Commission regarding a delay in demolition of the old State Hospital.

Council member Lynch moved, Council member Welling seconded, to approve a letter of support to delay demolition of the Old State Hospital.

 The motion passed with 6 yes votes:  Lynch, Lind, Perkes, Welling, Sellers, Hegeman. 1 no vote:  Williams.

With no further business to be conducted at this time Mayor Williams adjourned the meeting at 5:55 p.m.

Project Notice of Final Acceptance

To all persons, corporations or firms who have any claim for work done or for any materials furnished to Dustbusters Enterprises, Inc., 65 Rail Center, Evanston, Wyoming 82930 for the Dust Suppression Project (CM 22304) located in Uinta County, Wyoming.

Notice is hereby given that the Board of Uinta County Commissioners has accepted as completed, according to plans, specifications and rules governing the same work performed under that certain contract between Uinta County, acting through said commission, and Dustbusters Enterprises, Inc. 65 Rail Center, Evanston, Wyoming 82930 for the Dust Suppression Project (CM 22304).

You are further notified that upon November 20, 2023 being forty-one days after the first publication of this notice, the Board of Uinta County Commissioners will pay to Dustbusters Enterprises, Inc. the full amount due under said contract and in the event your claim is not filed with said commission prior to said date of November 20, 2023 the same shall be waived.

NOTICE SETTING PUBLIC HEARING

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given that a public hearing is scheduled regarding Questar Gas Company d/b/a Dominion Energy Wyoming’s (Dominion Energy or the Company) request for authority to increase its distribution rates and charges for natural gas services by $2.1 million per annum and a rate of return of 7.28%. The public hearing is set to commence on Tuesday, November 7, 2023 at 9:00 am., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

  1. Dominion Energy is a division of Dominion Energy, Inc., a Virginia corporation engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming and Idaho. Dominion Energy is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112. Dominion Energy currently has approximately 28,110 customers in southwestern Wyoming, including customers residing in the cities of Rock Springs, Green River, Kemmerer, Diamondville and Evanston.
  2. On March 1, 2023, Dominion Energy filed its Application requesting the Commission authorize the Company’s request to increase its distribution rates and charges for natural gas services by $2.1 million per annum, a return on equity of 10.3%, an overall rate of return of 7.28% and associated tariff amendments, effective January 1, 2024.
  3. Wyoming Office of Consumer Advocate (OCA) filed a notice to intervene in this matter on March 2, 2023.
  4. The effect of the proposed rate increase on typical Dominion Energy General Service customers who use 80 dekatherms per year will be an increase of $67 per year, or 6.5%.
