Council approves liquor licenses, water agreement

EVANSTON — At the beginning of the Sept. 3 meeting of the Evanston City Council, Councilman Tib Ottley commended the city on the great turnout for the Labor Day parade and congratulated the Cowboy Days Committee on a job well done. David Welling thanked Parks and Recreation for the completion of the splash pad at Hamblin Park and said it was being well used. Mike Sellers thanked the first responders for the quick response to the drowning at the Bear Ponds.

Attorney Dennis Boal read the two items for public hearing and special orders. The first item was a transfer of ownership of a retail liquor license from Michael Thomas Kindler to BK Management, LLC. dba BK Management.

Boal asked if there were any comments or concerns from the public in attendance and the proper procedure for doing so. He explained that the request had been published for the required amount of time and protocol had been followed. 

Boal closed the public hearing and the council unanimously approved the transfer of ownership of a retail liquor license from Michael Thomas Kindler to BK Management, LLC.

The second item for public hearing was to receive input regarding the renewal of all liquor licenses within the City of Evanston. Boal read all the names of those businesses that currently have a liquor license, including the above transfer to BK Management.

There was no public comment or questions from the council and a motion was then made to renew the liquor licenses within the city. The motion was approved.

Under the consent agenda there were requests for four permits. Those requests included an open container permit request by Urban Renewal/Evanston Main Street for the Main Street Promotions quarterly social from 6-8 p.m. on Friday, Sept. 13, on Main Street from 9th Street to 11th Street.

Brenda Richins, representing Main Street Promotions, addressed the request and explained that it was essentially created to help Main Street business owners get to know each other better and support each other as a team. Richins invited the council to stop by and enjoy the social time as well.

The second request was for a limited malt beverage permit by The Arts Inc. for the Neil Diamond tribute fundraiser concert from 5-10 p.m. on Friday, Sept. 20, at the Roundhouse.

A parade route permit was requested by Evanston High School Student Council for the 2019 Homecoming Parade on Friday, Sept. 20, beginning at 4:30 pm at Davis Middle School.

Evanston High School student body president Maya Angwin approached the podium to answer any questions from the council regarding the parade.

Mayor Williams asked, “How do people join in the parade?”

Angwin responded,” “If anyone wants to join the parade, they can come to the high school office or contact a student council member.”

A street closure permit was requested by St. Mary Magdalen Church for a church social event from 1-4 p.m. on Sunday, Oct. 6, on Center Street from 8th Street to 9th Street.

All permit requests were approved unanimously.

Under unfinished business was the third and final reading of Ordinance 19-07, vacating a portion of Kimberly Avenue of the Fair Meadows Park addition to the City of Evanston. 

There was only one resolution under new business.

Resolution 19-58 would authorize the execution of a water agreement with the Wyoming Department of Transportation to provide water for the AMG Bridge Rehabilitation project. 

Gordon Robinson of public works answered questions regarding the resolution. He said the agreement is similar to the other water agreement they signed a few weeks ago for another project. 

“WYDOT will be using a total daily diversion of 30,000 gallons of water daily for this AMG bridge rehabilitation project. Water will be taken from the designated fire hydrant at the intersection of Overthrust Drive and Prospector Drive and truck hauled for use on the project,” Robinson said.

The resolution was approved unanimously.
