REQUEST FOR PROPOSAL

The Uinta County Library-Evanston is requesting price proposals for the replacement of the floor and wall tiling in seven (7) restrooms. The project consists of the removal of the existing floor and wall tile and replacing it with Castille Chateaux Gris Matte Porcelain and Castille Selah White Ceramic Tile. The contractor will be responsible for measuring and quantifying the square footage for the project. Contractors are welcome to schedule a time to visit the site for measurements if needed outside of the pre-proposal visit. The Uinta County Commissioners met in regular session on September 17, 2024 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present. Also present: Amanda Hutchinson, Clerk; and Andy Kopp, Sheriff.

Agenda

Motion Hatch, second South to approve the agenda amended to include Amanda Hutchinson with an additional topic, Nancy Stafford with a Veteran’s Services report, and Andy Kopp with a Livestock Board MOU.  3 yes votes, passed.

Wyoming Veteran’s Services Report

Nancy Stafford updated the commissioners with the FY2022 and FY2023 Veteran’s Services report.

Economic Development Resolution

Motion Hatch, second South to approve Resolution 24-32 supporting the Comprehensive Economic Development Strategy (CEDS) that provides a framework for regional collaboration, outlines goals and objectives, and identifies specific actions to drive economic prosperity as presented by Gary Welling, Economic Development Director.  3 yes votes, passed.

Fladland CUP

Kent Williams opened a public hearing to allow for comments regarding a CUP (Conditional Use Permit) for Robert Fladland to operate a Snow Plow and Weed/Insect Control business in an Agricultural Resource Development Land Use District.  More specifically, located in certain portions of Section 18, T15N, R118W.  No one spoke in favor, No one spoke in opposition.  Motion South, second Hatch to authorize CUP 24-05 for Robert Fladland to operate a Snow Plow and Weed/Insect Control business.  3 yes votes, passed.

Hurdsman Subdivision

Williams opened a public hearing to allow for comments on the Hurdsman Subdivision located in the SE1/4 NE1/4 of Section 34, T15N, R120W.  Fred Coles, Wasatch Surveying, spoke in favor, no one spoke in opposition.  Motion South, second Hatch to approve Resolution 24-33 authorizing a map amendment from Agricultural/Resource/Development to Residential.  3 yes votes, passed.  Motion Hatch, second South to approve Resolution 24-34 authorizing the Hurdsman Subdivision.  3 yes votes, passed.

Heaven Inn 307 Subdivision

Williams opened a public hearing to allow for comments on the Heaven Inn 307 Subdivision located in the SE1/4 NW1/4 of Section 30, T16N, R114W.  Fred Coles, Wasatch Surveying, and Dustin Rollins spoke in favor, no one spoke in opposition.  Motion Hatch, second South to approve Resolution 24-35 authorizing a map amendment from Agricultural/Resource/Development to Commercial.  3 yes votes, passed.  Motion South, second Hatch to approve Resolution 24-36 authorizing the Heaven Inn 307 Subdivision.  3 yes votes, passed.

Livestock Board MOU

Motion South, second Hatch authorizing Sheriff Kopp to sign an MOU with the Wyoming Livestock Board for the Sheriff’s Office to provide range patrol for $65.00 per hour up to $30,000 per year as requested by Andy Kopp, Sheriff.  3 yes votes, passed.

Final Proof of Loss

Motion South, second Hatch to approve the Final Proof of Loss for $218,359.04 for snow damage to the Pig Barn as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Prescription Coverage

Motion Hatch, second South authorizing Amanda Hutchinson to sign a letter of cancellation to Prism, a third party provider for the employee prescription coverage prior to the end of December 2024 as requested by Hutchinson.  3 yes votes, passed.

Public Comments

Bradley Jon Mills presented several questions to the commissioners, but stated he did not expect answers. Cindy Crawford addressed the commissioners with concerns about drug trafficking on the I-80 corridor.
