The Uinta County Commissioners met in regular session on September 3, 2019 in the commission chambers, 225 9th Street, Evanston, Wyoming.  Chairman Eric South convened meeting at 2:00 p.m.  Commissioners Mark Anderson and Craig Welling were present.  Also present: Amanda Hutchinson, County Clerk.

Agenda

Motion Welling, second Anderson to approve the agenda amended to include Carl Larson with a letter.   3 yes votes, passed.

Salary Contribution Agreement

Motion Anderson, second Welling to approve a Salary Contribution Agreement with the University of Wyoming to pay $20,094.00 towards the annual salary of a 4-H Educator for the term of July 1, 2019 to June 30, 2020 as presented by Bridger Feuz, Extension Office County Coordinator.  3 yes votes, passed.

Surplus Vehicles

Motion Welling, second Anderson to authorize Chairman South to sign titles to 7 surplus vehicles so they may be sold at auction.  Three of the vehicles will be donated to the Senior Center rather than being sold as requested by Rowdy Dean, Chief Deputy Sheriff.  3 yes votes, passed.

Health Fair Contract

Motion Anderson, second Welling to approve a wellness contract with Wyoming Health Fairs for optional blood screenings of Uinta County employees at the Evanston Health Fair and authorizes Wyoming Health Fairs to bill our insurance for the cost as requested by Leisa Reiter, Benefits Committee. 3 yes votes, passed.

Emergency Management

Motion Welling, second Anderson to approve an Agreement with the Office of Homeland Security for the Emergency Management Performance Grant (EMPG) for $48,400 with a county match of $48,400 for October 1, 2018 to September 30, 2020 as presented by Kim West, Emergency Management.  3 yes votes, passed.

Health Insurance Plan Document

Motion Anderson, second Welling to approve the Plan Document for the self-funded employee health insurance plan as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

High Uintas Wilderness Domestic Sheep Analysis Letter

Motion Welling, second Anderson to authorize Chairman South to sign a letter of support for the draft Management plan which maintains the current permitted sheep grazing along with the big horn sheep populations to the Utah Division of Wildlife Resources with corrections as requested by Carl Larson.  3 yes votes, passed.

Default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) and a real estate mortgage (the “Mortgage”) dated September 10, 2009, executed and delivered by Jonathan R. The purpose for the executive session is to conduct interviews to fill a school board trustee vacancy.  The board will announce the name of the individual selected to fill the vacancy.

Notice is hereby given that effective August 26, 2019, a vacancy has occurred on the Board of Trustees for Uinta County School District Number One, Evanston, Wyoming.  Pursuant to Wyoming Statute section 21-3-108, and Board Policies Section BBE, the Board of Trustees is seeking Qualified Electors who wish to be considered for appointment to fill said vacancy until the next election of school district trustees.  Inasmuch as the unexpired term expires in December 2020, the position will be filled only until the next general election in November 2020 at which time the appointed candidate may run for office.

Qualified Electors are citizens of the United States who are bona fide residents of Wyoming and of the District, have registered to vote, and will be at least 18 years of age on the day of the appointment. Notice is hereby given that the State of Wyoming, State Construction Department, has accepted as complete, according to plans, specifications, and rules governing the same, the work performed under that certain Service Contract 05SC0277793, between the State of Wyoming, State Construction Department and Vaughn’s Plumbing & Heating Co., whose address is 1130 Signal Drive, Rock Springs, Wyoming 82901 for the work performed, materials, equipment, or tools furnished or used and services rendered for the substantial completion of the Wyoming State Hospital Building 33 Bathing Fixtures Upgrades Project, at Evanston, Uinta County, Wyoming.  The contractor is entitled to final settlement therefore; that the State Construction Department will cause said Contractor to be paid the full amount due him under said contract on October 7, 2019.  The date of the first publication is August 27, 2019.
