The Uinta County Commissioners met in regular session on August 2, 2022 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Brent Hatch was present and Commissioner Mark Anderson was excused. Also present: Amanda Hutchinson, County Clerk.

Agenda

Motion Hatch, second South to approve the agenda amended to include Jeff Breininger with an item.  3 yes votes, passed.

Bike Trail Closure

Motion Hatch, second South to approve the closure of certain bike/walking trails on the county property above the State Park August 26th – 28th, 2022 during the Bear River Rendezvous, which will be held at the State Park, as requested by John Angwin.  Angwin stated safety as the main concern as rendezvous participants will be having shooting contests.  2 yes votes, passed.

Drug Court Sanctions Contract Amendment

Motion Hatch, second South to approve a contract with the State of Wyoming, Department of Corrections to house offenders for up to 90 days for intensive outpatient treatment in the Uinta County Detention Center for up to $255,500 through June 30, 2023 as presented by Doug Matthews, Sheriff.   2 yes votes, passed.

Victim Witness Grant

Motion Hatch, second South to approve the annual Victim Witness Contract with the Office of the Attorney General for a term of July 1, 2022 to June 30, 2023 for a maximum amount of $70,000.00 with a county match of $11,300.00 as requested by Doug Matthews, Sheriff.  2 yes votes, passed.

BALLOT PROPOSITIONS:

Constitutional Amendment A

The Wyoming Constitution allows the state to invest state funds in equities such as the stock of corporations, but does not allow the funds of counties, cities and other political subdivisions to be invested in equities.  The adoption of this amendment would allow the funds of counties, cities and other political subdivisions to be invested in equities to the extent and in the manner the legislature may allow by law.  Any law authorizing the investment of specified political subdivision funds in equities would require a two-thirds vote of both houses of the legislature.

Constitutional Amendment B

Currently, the Wyoming Constitution requires Wyoming Supreme Court justices and district court judges to retire upon reaching the age of seventy (70).  This amendment increases the mandatory retirement age of Supreme Court justices and district court judges from age seventy (70) to age seventy-five (75).

Proposed Ballot Proposition 1for Residents of Uinta County School District Number 1

For continuing the additional special school district tax, not to exceed two (2) mills, for maintenance of post secondary education services offered by the Uinta County Board of Cooperative Educational Services #1, formerly known as Lifelong Learning Center.

Proposed Ballot Proposition 2 for Residents of the City of Evanston

Shall the city of Evanston be authorized to renew the continuation of the lodging tax at a rate of two percent (2%) upon the sales price paid for sleeping accommodations for guests in hotels, motels, tourist courts, trailer parks, campgrounds, dude ranches, short term condominiums and similar establishments, in accordance with Wyoming Statute 30-15-201 (a)(iii)?

Proposed Ballot Proposition 2 for Residents of the Town of Mountain View

Shall the Town of Mountain View be authorized to impose a Two Percent (2%) lodging tax upon the sales price for lodging services provided within the Town of Mountain View for the next four (4) years?

Residents of Uinta County are invited to an informal hearing to discuss the Uinta County Fairgrounds grandstand updates.  We anticipate use of federal and local funds to replace the outdated grandstand in the rodeo arena, and request your input to provide the best seating possible with the funds available.

The meeting will be held in the Commissioner’s chambers at the Uinta County Complex building, 225 9th Street, Evanston, Wyoming starting at 6:30 pm on August 23, 2022.

And Final Settlement

To all persons, firms, or corporations who have any claim for any work done for, or any material furnished to Kilgore Companies, LLC dba Lewis and Lewis, Inc. for the construction of Street Rebuild Project 2022 located in Evanston, WY. You are hereby notified that the City of Evanston, Wyoming has accepted as completed, according to the plans and specifications and rules set forth in the contract between the City of Evanston and the aforesaid contractor, the work in connection with the construction of the above, and that said contractor is entitled to final settlement therefore.

You are further notified that upon the 22nd of September, 2022, being at least 40 days after the first publication of this notice, the City of Evanston will pay the full amount due under said Contract; and in the event that your claim is not filed with the City Clerk of said City prior to said 22nd day of September, 2022, the same shall be waived.

This notice is given pursuant to Section 15-1-113 (h), Wyoming Statutes.
