Second Regular Meeting

June 18, 2019

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Councilmember Perkes led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. 

Staff members present at the start of the meeting were:  City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; City Treasurer, Trudy Lym ; Community Development Director, Rocco O’Neill; Police Chief, Jon Kirby; Director of Engineering & Planning, Dean Barker; Director of Parks and Recreation, Scott Ehlers; and Senior Planner, DuWayne Jacobsen.  Public Works Director, Gordon Robinson was excused. A  group of interested citizens were also present.

Council Comments

Councilmember Sellers reminded everyone to shop locally whenever possible.  He also commented on the new burger establishment that will be opening this week and encouraged everyone to support this new business.

Mayor Williams reported on the WAM Convention he recently attended, stating that it was a great convention with a lot of good information.

Public Hearing/Annual Budget 2019-2020

City Attorney, Dennis Boal conducted a public hearing to receive public information, input, comments, and concerns for a proposed modification to the budget for Fiscal year 2019 and the City of Evanston Fiscal Year 2019-2020 Annual Budget.  City Treasurer, Trudy Lym, gave an overview and brief summary of the modifications and the upcoming budget.  No one else addressed the issue and Mr. Boal closed the hearing.

Consent Agenda

Councilmember D. Welling moved, Councilmember Perkes seconded, to approve a Street Closure Permit requested by Rick Slagowski for a neighborhood 4th of July Block Party on Thursday, July 4, 2019 on Sage Street between 8th Street and 9tth Street, from 5:00 p.m. to 12:00 a.m.; and a Parade Route Permit requested by the EHS Alumni Association for the Annual Noise Parade on Saturday, July 6, 2019 beginning at 10:00 a.m. at the Uinta County Library Parking Lot and ending at Depot Square.  The motion passed unanimously with yes 7 votes:  Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling.

Ordinance 19-05
