Public Hearing

The Governing Body of the City of Evanston, Wyoming, in accordance with Wyoming State Statue 16-4-109 will hold a public hearing Tuesday, June 18, 2019 at 5:30 P.M. in the Council Chambers of the City Hall, 1200 Main Street, for the purpose of receiving public input either orally or in written form on the tentative Budget for Fiscal Year Ending June 30, 2020.

Notice of Public Hearing

A public hearing will be held on Tuesday, June 18, 2019 at 6:00 p.m. at the Uinta County Courthouse, 225 9th Street, Evanston, Wyoming to solicit public comments regarding a proposed Abandoned Mine Lands Public Facilities grant.  Uinta County has been determined eligible to apply for AML grant funds by Wyoming Department of Environmental Quality (DEQ).  AML Public Facilities grant program is focused on assisting local communities and public entities to mitigate the impacts of historic coal and mineral mining and processing.  Uinta County Commission is seeking AML Public Facilities grant funds in order to design, purchase, and install grandstands at Uinta County Fairgrounds.

EVANSTON CITY COUNCIL

First Regular Meeting

June 4, 2019

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Councilmember Perkes led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers:  Tim Lynch, Tib Ottley, Evan Perkes, Mike Sellers, and Mikal Welling.  Councilmember David Welling was excused.

Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; City Treasurer, Trudy Lym; Community Development Director, Rocco O’Neill, Police Chief, Jon Kirby;  Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson;and Associate Planner, DuWayne Jacobsen.  Director of Parks and Recreation, Scott Ehlers was excused.  A  group of interested citizens were also present.

Council Comments

Councilmember Ottley commented on the National Guard Members that have recently been deployed, with five of those being from Evanston.

Councilmember Sellers congratulated all the high school graduates in the area on their achievements.  He also commented on the drag races that will be held this weekend.

Mayor Williams reminded everyone that the Renewal Ball is this weekend.

Consent Agenda

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or the Company), for approval of its plan to refund deferred income taxes to its customers to account for the Tax Cuts and Jobs Act of 2017.

Dominion Energy is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112. 

On May 2, 2019, Dominion Energy filed its Application requesting Commission accept and approve the Company’s proposal to return the benefits of excess tax reserve (EDIT) to its Wyoming customers in the next fall pass-on and that the amortization amount and period of the Other Non-Plant related EDIT be determined in the next general rate case. The Company has determined that the Wyoming allocation of EDIT balance at the end of 2017 was $7,567,333.

This is not a complete description of the Application.  Interested persons may inspect the Application at the Commission’s offices in Cheyenne, Wyoming during regular business hours.
