The Governing Body of the City of Evanston, Wyoming, in accordance with Wyoming State Statue 16-4-109 will hold a public hearing Tuesday, June 16, 2019 at 5:30 P.M. in the Council Chambers of the City Hall, 1200 Main Street, for the purpose of receiving public input either orally or in written form on the tentative Budget for Fiscal Year Ending June 30, 2021.

First Regular Meeting
June 2nd, 2020
The official record of proceedings of the first regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; Community Development Director, Rocco O’Neill and Police Chief, Jon Kirby. Director of Parks and Recreation, Scott Ehlers was excused. A group of interested citizens were also present.

Council Comments
Council member Lynch reminded everyone to continue to be safe during this time.
Council member Sellers recognized the Graduating Class of Evanston High School. He reminded everyone to beware of scams during these times and to be vigilant about people needing help and support for their mental wellbeing. He recognized the Evanston Police Department and the job they do.
Council member Perkes expressed gratitude that Evanston and Uinta County have not experienced any problems like other parts of the nation.
Mayor Williams recognized the turbulent times going on everywhere. He reminded everyone to stay above the fray, remain vigilant and cautious. We, as citizens of Evanston, are patriotic, we love our community and state.

To all persons, firms or corporations who have any claim for any work completed for, or any material furnished to Construction Material Recycling Inc., for the construction of the Harrison Drive Storm Drain Replacement project located in Evanston, Wyoming. You are hereby notified, that the City of Evanston, Wyoming has accepted as completed, according to the plans and specifications and rules set forth in the contract between the City of Evanston and the aforesaid contractor, the work in connection with the construction of the above, and that said contractor, is entitled to final settlement therefore.
You are further notified that upon the 12th of June 2020, being at least 10 days after the first publication of this notice, the City of Evanston will pay the full amount due under said contract; and in the event that your claim is not filed with the City Clerk of said City prior to said 12th day of June 2020, the same shall be waived.

The Uinta County Commissioners met in regular session on June 2, 2020 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Craig Welling and Commissioner Mark Anderson were present. Also present: Amanda Hutchinson, County Clerk and Loretta Howieson, County Attorney.

Motion Welling, second Anderson to approve the agenda. 3 yes votes, passed.
Polling Places
Amanda Hutchinson, County Clerk, declared new Polling Place due to directives issued by the Secretary of State related to COVID-19 concerns. Voting will be held at the following Polling Places: Machine Shop and Roundhouse in Evanston, the Lyman Town Hall, and the Mountain View Senior Center. These locations will allow for proper social distancing as directed by the Secretary of State. Notice will be sent to voters if their polling place has changed.
FY 20 Budget Amendment No. 3
Motion Anderson, Second Welling to approve Resolution 20-09 approving Budget Amendment No. 3 for Fiscal Year 20. 3 yes votes, passed.
Public Health Emergency Preparedness Grant
Motion Welling, second Anderson to authorize a one-time vacation pay out from the emergency preparedness grant for first responders to the pandemic crisis as allowed by the grant. This exception is only available to personnel typically paid by this grant. 3 yes votes, passed.
Child Support Enforcement Agreement
Motion Anderson, second Welling to approve the annual agreement with the Wyoming Department of Family Services delineating responsibilities for dispersing child support funds through June 30, 2021 as presented by Kerri Wright, Clerk of District Court. 3 yes votes, passed.
Weed and Pest Buildings
The progress on the Weed and Pest property transfer was briefly discussed, but the paperwork to complete the transaction is still under review by legal counsel.
