May 31st, 2022
The official record of proceedings for a special meeting of the Evanston City Council was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of meeting were Mayor Williams; Council members; Tim Lynch, Tib Ottley, Evan Perkes, David Welling, and Mikal Welling. Mike Sellers was excused.
Staff members present were City Attorney, Dennis Boal; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Police Lieutenant, Ken Pearson; Community Development Director, Rocco O’Neil; Public Works Director, Gordon Robinson and Director of Engineering & Planning, Dean Barker. Parks & Recreation Director, Scott Ehlers and Police Chief Mike Vranish were excused.
Approve Agenda
Council member Welling moved, Council member Perkes seconded, to approve the agenda. The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling and M. Welling.
RESOLUTION 22-37
Council member Lynch introduced Resolution 22-37. Council member Lynch moved, Council member Ottley seconded, to adopt Resolution 22-37.
RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH KILGORE COMPANIES, LLC dba LEWIS AND LEWIS, INC. FOR THE COMPLETION OF ALL WORK REQUIRED FOR THE SAGE STREET WATER REPLACEMENT PROJECT.
The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling, M. Welling.
RESOLUTION 22-38
Council member M. Welling introduced Resolution 22-38. Council member M. Welling moved, Council member Lynch seconded, to adopt Resolution 22-38.
RESOLUTION OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH KILGORE COMPANIES, LLC dba LEWIS AND LEWIS, INC. FOR THE COMPLETION OF ALL WORK REQUIRED FOR THE 18TH, 19TH & SUMMIT WATER REPLACEMENT PROJECT.
The motion passed unanimously with 6 yes votes: Williams, Lynch, Ottley, Perkes, Welling, M. Welling.

With no further business to be conducted at this time Mayor Williams adjourned the meeting at 5:35 p.m.
