WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated July 30, 2007, executed and delivered by Richard J. Blevins and Kody W. WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and

WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of July 1, 2023 being the total sum of $131,970.29, plus interest, costs expended, late charges, and attorneys’ fees accruing thereafter through the date of sale;

The Uinta County Commissioners met in regular session on June 20, 2023 in the commission chambers, 225 9th Street, Evanston. Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Eric South were present.   Also present:  Andy Kopp, Sheriff; Amanda Hutchinson, County Clerk; and Loretta Kallas, County Attorney.

Agenda

Motion South, second Hatch to approve the agenda amended to remove the scholarship renewal award due to no applicants, and include Amanda Hutchinson with a budget amendment, and Andy Kopp with a Dept. of Corrections contract.  3 yes votes, passed.

Presentation

Loretta Kallas, County Attorney, presented a plaque to Ariel Calmes in appreciation for her service and dedication as a Uinta County Deputy County Attorney since 2019.

Airport Hangar Leases

Motion Hatch, second South to approve the following hangar leases at the Fort Bridger Airport: Hangar #5 with Xtreme Air Vents LLC for $480.00 per quarter; and Hangar #7 with GT Nix Construction Inc for $480.00 per quarter and to approve a 5-year land lease at the Fort Bridger Airport with David P. Moore and Cecily K. Skoog-Moore for $550.00 per year for an aircraft hangar.  3 yes votes, passed.

Contract Amendment

Motion South, Second Hatch to approve an amendment to the contract with Ready Rocks Inc. for operations at the Bridger Valley Transfer Station for $374,000 per year from June 20, 2023 through June 30, 2026 as requested by Ron Taylor, Environmental Services.  3 yes votes, passed.

Fort Bridger Airport

Motion Hatch, second South to approve a FY 2023 Airport Infrastructure Grant (AIP 19) for $223,000 and Airport Improvement Program Grant Agreement (AIP18) with the Federal Aviation Administration (FAA) for $536,788 to Reconstruct Apron and Taxiway A (Phase II-Construction) as presented by Taylor Kofoed, JUB Engineers.  3 yes votes, passed.

Motion South, second Hatch to approve a contract with Staker & Parson Companies for the Reconstruct Taxiway A and SE Apron Project at the Fort Bridger Airport for $746,465 as requested by Kofoed.  3 yes votes, passed.

Motion Hatch, second South to ratify an AIP Certificate of State Grant-In-Aid for $2,613.60 for repairs to the AWOS system with a County match of $653.40 as requested by Kofoed.  3 yes votes, passed.

Motion South, second Hatch to approve Request for Reimbursement #2 and #3 for the two open grants at the Fort Bridger Airport as requested by Kofoed.  3 yes votes, passed.

BLM Comments

Motion Hatch, second South authorizing the commissioners to sign a letter to the Bureau of Land Management containing comments from Uinta County regarding the proposed rules for “Conservation and Landscape Health” for the Federal Lands the BLM manages in Uinta County and throughout the Nation as requested by Carl Larson.  3 yes votes, passed.

Bird - Atkin Subdivision

Kent Williams, Planner, opened a public hearing to allow for comments on the Bird - Atkin Subdivision, a two lot subdivision of Lot 2 Block 1 of the Behunin Subdivision #3 located in Lot 4 of Section 18, T15N R114 W.  Fred Coles, Wasatch Surveying, spoke in favor; no one spoke in opposition.  Motion South, second Hatch to approve Resolution 23-19 authorizing the Bird - Atkin Subdivision.  3 yes votes, passed.

WHEREAS, default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) dated March 19, 2013, executed and delivered by Carol Etta C.
