Notice is hereby given that the Uinta County Conservation District (UCCD) is accepting bids for two separate projects on the Bear River.  Each project includes the construction of an irrigation diversion redesign and stream restoration work.  The projects are north of the City of Evanston on the Morris Brothers Ditch located in Township 16N, Range 12W, Section 13 and the John Sims Ditch located in Township 15N, Range 120W, Sections 7 and 8  in southwest Wyoming, Uinta County.  Sealed bids will be accepted until 3:00 pm on Thursday, July 16, 2020 by the Uinta County Conservation District, 204 East Sage Street, P.O. Second Regular Meeting

June 16th, 2020

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of June was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.

Council member Sellers led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present. 

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling.

Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill and Police Chief, Jon Kirby.   Director of Parks and Recreation, Scott Ehlers was excused.  A group of interested citizens were also present.

Council Comments

Council member Lynch reminded everyone to continue to stay safe.

Council member Ottley recognized Nicole Espy and Gabby & Kody Blevins for the successful Strike Out Cancer baseball tournament that was held over the weekend.  They were able to raise between $15,000 to $17,000 for a great cause.

Council member Sellers mentioned that there will be a new restaurant where the Tumbling Tumbleweeds Restaurant use to be.  He reminded everyone that since the Covid numbers are going up to watch for any indicators that people are struggling leading to an increase in suicide.  He recognized and expressed appreciation to Community Development Director Rocco O’Neill for his hard work and follow up.

Council member Perkes reminded everyone to be vigilant about social distancing with the increased numbers of Covid cases.

Mayor Williams wished everyone a Happy Father’s Day and hopes everyone has an enjoyable weekend with their families.

Public Hearing

Annual Budget 2020-2021

City Attorney, Dennis Boal conducted a public hearing to receive public information, input, comments, and concerns for a proposed modification to the budget for Fiscal year 2020 and the City of Evanston Fiscal Year 2020-2021 Annual Budget.  City Treasurer, Trudy Lym, gave an overview and brief summary of the modifications and the upcoming budget.  No one else addressed the issue and Mr. Boal closed the hearing.

NOTICE IS HEREBY GIVEN that on the 9th day of July 2020, at 1:30 o’clock p.m. in the District Court of the Third Judicial District within and for Uinta County, State of Wyoming, a hearing will be conducted to consider confirmation of the Commissioners’ request that a Report on Costs of Construction, Request for Assessment of Costs of Construction and Request for Notice of Hearing and that certain work be established and authorized according to law; that a property assessment be approved and confirmed unless appeal is taken by any party within 30 days of approval of the Report and confirmation of assessment, all as is set forth in that certain Commissioners’ Report on Costs of Construction, Request for Assessment of Costs of Construction and Request for Notice on Hearing, a copy of which has been filed with Court and is available for inspection on request at 353 Eagle Lane, Lyman WY 82937.

You are further notified of the following:

1. The Court in which the Report has been filed is the District Court of the Third Judicial District, in and for Uinta County, Wyoming, 225 9th Street, Evanston, Wyoming, 82930.

2. The general description of the proposed work is to rehabilitate and improve the Wall Reservoir, located in Uinta County, Wyoming. For over 100 years, the landowners of the District have owned, maintained, and operated  two canal systems through the Austin Canal Company and the Wall Development Company.  Additionally, the Wall Development Company constructed a reservoir that is about 870AF in capacity that also supplies water to the Wall Canal Company. The Austin Reservoir has serious seepage and other problems necessitating its rehabilitation and improvement.

3. In 2019, the Wyoming Water Development Commission approved a budget proposal for the District to rehabilitate the Wall Reservoir outlet and emergency spillway. The Reservoir has significant losses due to seepage which would be addressed through installation of a clay liner to seal the bottom of the Reservoir. In addition, the outlet works would be repaired and the spillway would be designed and constructed. The rehabilitation efforts would address the issue of water loss due to significant seepage and rehabilitating the Reservoir’s outlet works. 

4. Total estimated cost of the Wall Reservoir Rehabilitation is $374,000.00. The funding sources are as follows:

Wyoming Water Development Commission Grant (67%)  $ 250,580

Wyoming Water Development Commission Loan (10.5%)  $ 123,420

5. Any objection to the Report shall be made in writing and shall clearly specify the grounds of objection and shall be filed with the Clerk of Court, Third Judicial District at least five (5) days prior to the date set for the hearing.

6. A notice of the time and place of such hearing shall be given to all parties interested, which notice shall comply with Wyo. Stat. § 41-7-308 and be published for at least three (3) consecutive weeks prior to the day set for the hearing.
