EVANSTON CITY COUNCIL

Second Regular Meeting

May 21, 2019

The official record of proceedings of the second regular meeting of the Evanston City Council for the month of May was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, Mike Sellers, and Mikal Welling.   Councilmember David Welling was excused.

Staff members present at the start of the meeting were:  City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; Community Development Director, Rocco O’Neill; Police Chief, Jon Kirby; Director of Engineering & Planning, Dean Barker; Director of Parks and Recreation, Scott Ehlers; Senior Planner, DuWayne Jacobsen; and Police Lieutenant, Ken Pearson.  City Treasurer, Trudy Lym and Public Works Director, Gordon Robinson were excused. A group of interested citizens were also present.

Councilmember Perkes moved, Councilmember M. Welling seconded, to approve the agenda.  The motion passed unanimously with yes 6 votes:  Williams, Lynch, Ottley, Perkes, Sellers, M. Welling.

Councilmember Sellers congratulated the Evanston Youth Club for Boys and Girls Club on their achievements over the past year.

Appointment/City Prosecutor

Councilmember Sellers moved, Councilmember Lynch seconded, to confirm Mayor William’s appointment of Amanda R. Kirby to fill the position of City Prosecutor, effective June 1, 2019 through the first regular City Council meeting in January 2020.  The motion passed unanimously with yes 5 votes:  Lynch, Ottley, Perkes, Sellers, M. Welling.

Consent Agenda

Councilmember M. Welling moved, Councilmember Ottley seconded, to approve a Street Closure Permit requested by Travis and Jennifer Wilson for a neighborhood 4th of July Block Party on Thursday, July 4, 2019 on Summit Street between 6th Street and 7th Street, 5:00 p.m. to 11:59 p.m. The motion passed unanimously with 6 yes votes:  Williams, Lynch, Ottley, Perkes, Sellers, M. Welling.

Ordinance 19-05

Councilmember Lynch sponsored Ordinance 19-05.  Councilmember Perkes  moved, Councilmember Lynch seconded, to pass Ordinance 19-05 on first reading.

Councilmember Lynch moved, Councilmember Sellers seconded, to table Ordinance 19-05 to the next regular meeting on June 4, 2019.

ORDINANCE 19-05:  AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTION 24-15.(b) OF THE CITY CODE TO SET FORTH THE PERMITTED AND CONDITIONALLY PERMITTED USES FOR THE COMMERCIAL AND BUSINESS DISTRICTS AND AMENDING SECTION 24-105 TO ADD THE DEFINITIONS OF LIGHT RENTAL SERVICE AND OFFICE.

The motion to table Ordinance 19-05 passed unanimously  with 6 yes votes:  Williams, Lynch, Ottley, Perkes, Sellers, M. Welling.

Resolution 19-23

Dean Barker commented on the Zoning Ordinance Amendments and thanked staff, as well as all those that have been working on the Amendments.

BOARD OF UINTA COUNTY COMMISSIONERS
