Sealed bids for the construction of City of Evanston, Wyoming Union Center Sewer Main Extensions will be received until 2:00 P.M. June 11, 2020, and then publicly opened and read aloud at City Hall located at 1200 Main Street, Evanston, WY 82930. A mandatory Pre-Bid Meeting is scheduled for 9:30 A.M. May 27th at the Public Works Building located at 33 Allegiance Circle with a site visit to follow.

In part, this  project  includes two  separate  8-inch  diameter  PVC  gravity  sewer  main  extensions  connected  to  the  same  existing  manhole. Extension A includes 1,810 L.F. of sewer main with 7 precast manholes. Extension B includes 1,014 L.F. of sewer main with 5 precast manholes. Two depressions along Extension B are called out for 625 C.Y. of embanked from an Owner provided Borrow Excavation Area. 80-foot casings are to be installed by a method proposed by the Contractor at two roadway crossings. The casings shall be 18” diameter 0.25” wall steel pipe minimum and installed at grade to allow the sewer main to be installed at the design grade by casing spacers.

Each Bidder will be required to submit, with their bid, a certified check, or Bid Bond made payable without condition to OWNER, City of Evanston in the amount of not less than five percent (5%) of the Bidder’s maximum Bid Price as a guarantee that such Bidder will enter into a contract within five (5) days after the date of the OWNER’S Notice of Award.

Preference  will  be  given  to  resident  Wyoming  Contractors  in  the amount  of five  percent  (5%) of  the  low  bid  in accordance with  Wyoming Statutes. Submit Certificate of Wyoming Residence Status with each proposal.

The City of Evanston reserves the right to reject any or all bids, or any part of any bid, to waive any formality in any bid, as its best interest may appear.

Wyoming labor law requirements shall be implemented.

DESTRUCTION OF PERMANENT FILES

This notice is submitted to alert all families of children who attended a Lincoln Uinta Child Developement Association developmental disabilities preschool program during the school years 2011//2012 through 2012/2013. If your child received services through one of LUCDA's centers (Alpine Child Development Center, Bridger Valley Child Development Center, LUCDA-Evanston, Kemmerer Child Development Center, Star Valley Child Development Center (Afton or Thayne) during the years listed, those records will be destroyed on or after June 1, 2020. If parents wish to obtain their child's records they may contact the local center where their child attended, or the LUCDA Regional Office at P.O. Box 570, Mountain View, WY 82939, (307) 782-6602 prior to June 1, 2020. Records will be given only to those who can prove guardianship of the child. If you are a friend or relative of a child who attended the program during these years, please assist the program by notifying parents that records are available.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: 

In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Spire Storage West LLC to modify Air Quality Permit MD-16796 for the Belle Butte Plant by making design changes to the thermal oxidizer (FLR001), adding a flash tank, two (2) liquid to liquid separators, a production separator, a test separator, and two (2) slug catchers (FUG003), adding a JT Plant (dehydration unit (DHY004) with an inlet heater (HET005) and reboiler (HET006)) that will vent to the thermal oxidizer, replacing the existing natural gas liquids (NGL) tank with a 50,000 gallon NGL tank (no change in emissions), and removing tanks TNK006-TNK008 and TNK011-TNK017 as they were never constructed.  Spire Storage West LLC is proposing permit updates to include flash gas emissions from the heater treater (SEP001) venting to the thermal oxidizer (FLR001), and two (2) 400 barrel (bbl) gunbarrel tanks (TNK001-TNK002), three (3) 300 bbl oil/condensate tanks (TNK003-TNK005) and two (2) 300 bbl produced water tanks (TNK009-TNK010) all with gas blankets venting to the thermal oxidizer (FLR001).  Spire Storage West LLC is also requesting to change the name of the facility from Ryckman Creek Plant to Belle Butte Plant.  The Belle Butte Plant is located in Section 13, T17N, R119W, approximately fifteen (15) miles north-northeast of Evanston, in Uinta County, Wyoming.

SEALED BIDS for construction of asphalt pavement improvements will be received by the City of Evanston, until 2:00 pm., May 28, 2020 at which time any and all bids received will be opened and read aloud, the successful bidder shall furnish all labor, materials and equipment necessary for completion of the project.

MATERIALS INCLUDE: Approximately, 3240 tons of Hot Mix Asphalt Pavement (HMAP), 28,800 SY Plant Mix Milling, tack coat, 6 water valve grade rings, 14 sewer manhole grade rings, 46,666 SY Chip Seal and pavement re-striping.

WORK DESCRIPTION: Street cleaning, asphalt milling, weed removal and surface preparation, traffic control, placement and compaction of plant mix asphalt, chip sealing, pavement re-striping, adjustment of sewer manhole covers and water valve boxes.

RESIDENT PREFERENCE(S): In order to receive a five percent (5%) resident preference, resident contractors and material suppliers must be state certified and receive a certificate of residency. When obtaining project bid documents, resident contractors and suppliers must indicate their residency status by providing their residency certification number. Certified resident suppliers shall submit a list of supplies and materials, specific to the project, which qualify to receive preference along with company contact names and phone numbers. Contact information from resident suppliers shall be available to resident contractors to use in preparing bids and meeting Wyoming statutory requirements.

The OWNER reserves the right to reject all bids if the Governing Body determines that it is in the best interest of the City to do so and reserves the right to waive any formalities as provided by law.
