You are hereby notified that on the 24th day of April, 2023 the Last Will and Testament of Lawrence A. Downing, was admitted to probate by the above-named Court, and that William A. Winterer, was appointed Personal Representative thereof. Any action to set aside the Will shall be filed in the Court within three months from the date of the first publication of this notice, or thereafter be forever barred.

FORECLOSURE SALE NOTICE
WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated February 23, 2006, executed and delivered by Troy A. Gaylord (“Mortgagor”) to Beneficial Wyoming Inc., and a real estate Mortgage (the “Mortgage”) of the same date securing the Note, which Mortgage was executed and delivered by Troy A. Gaylord and Natalee Gaylord, to said Mortgagee, and which Mortgage was recorded on February 24, 2006, at Reception No. R129610, in Book 859, at Page 14 in the public records in the office of the County Clerk and ex-officio Register of Deeds in and for Uinta County, State of Wyoming; and

WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and
WHEREAS, written notice of intent to foreclose the Mortgage by advertisement and sale has been served upon the record owner and the party in possession of the mortgaged premises at least ten (10) days prior to the commencement of this publication, and the amount due upon the Mortgage as of April 14, 2023 being the total sum of $116,661.71, plus interest, costs expended, late charges, and attorneys’ fees accruing thereafter through the date of sale;

Sealed bids will be received by the City of Evanston at 1200 Main Street, Evanston WY 82930 until 2:00 PM on May 10, 2023, for the following two projects: (1) Evanston Roundhouse Roof Sections 1 & 2 and (2) Evanston City Hall Roof Replacement. Bids for these projects must be submitted independently from each other, combined bids will be accepted.
Bids will be opened and publicly read at the above hour and date in the City Hall Conference Room.
Scope of work for the Roundhouse Roof project includes the following: Removal of the existing roof gravel and to mechanically spud the flood coat from the surface of the built-up roof (BUR) membrane on Roundhouse Sections 1 & 2. New HD poly-iso coverboard is to be fully adhered to BUR membrane and then a fully adhered 80 mil single ply membrane is to be installed. All associated flashing and counterflashing to be reused or replaced. The whole roof will receive roughly 32,000 square feet of new cover board and single ply roofing.
Scope of work for the City Hall Roof project includes the following: Removal of the existing roof ballast and existing EPDM rubber roof. A new single ply EPDM rubber membrane is to be installed and existing roof ballast is to be replaced. All associated flashing and counterflashing to be reused or replaced. The whole roof will receive roughly 11,500 square feet of new single ply roofing.
A Prebid conference for both projects will be held in the Roundhouse, Portland Rose Room, 1500 Main Street, Evanston, Wyoming 82930 at 2:00 PM on April 26, 2023. A tour of both project sites will follow the Prebid conference. Attendance is highly recommended.
Electronic bid documents may be obtained from the office of the Architect at no charge. Hard copies of the bid documents may be obtained from the office of the Architect for a nonrefundable charge of $300.00.
Bids will be received on a lump sum basis.
Bidders shall be qualified to do business and licensed in accordance with all applicable laws of the state and local governments where the Project is located.
All bids must be on the forms furnished; all blank spaces filled in and signed with the name and address of the Bidder. No disqualified bids will be read.
Bids shall be in accordance with the Bid Documents.
Your offer will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.
ADDITIONAL PROVISIONS
WYOMING STATUES:
Many Wyoming State Statutes apply to the bidding and contracting for Public Works Project. Some of the major statutory requirements are summarized below: The successful bidder shall be responsible for knowing and complying with all applicable state statutes, including but not limited to, the statutes discussed below:
W.S. 16-6-102: 5% Resident contractor preference
W.S. 16-6-104: 5% Preference for Wyoming materials
W.S. 16-6-203: Resident Labor Preference
W.S. 27-3-502 (f): Wyoming Employment Security
The Bid shall be conditioned upon compliance with all labor related requirements including the regulations and stipulations concerning equal employment opportunity, minority manpower utilization and affirmative action requirements. The Owner hereby notifies all prospective bidders that they will affirmatively assure that Small, Minority, and Women-Owned business will be afforded full and equal opportunity to submit proposals in response to this invitation and are on the grounds of race, sex, age, color, or national origin in consideration for an award.
OWNER’S RIGHT TO REJECT
The Owner reserves the right to reject any or all Bids and to waive irregularities therein, and all Bidders shall agree that such rejection shall be without liability on the part of the Owner for any damage or claim brought by any Bidder because of such rejections, nor shall the Bidders seek any recourse of any kind against the Owner because of such rejections. The filing of any Bid in response to this invitation shall constitute an agreement of the Bidder to these conditions.

Preference will be given to resident Wyoming Contractors in the amount of five percent (5%) of the low bid in accordance with Wyoming Statute 16-6-101, et. seq.
The Town of Bear River reserves the right to reject any or all bids or any part of any bid, to waive any formality in any bid, as its best interest may appear.
