Sealed bids will be received by the City of Evanston at 1200 Main Street, Evanston WY  82930 until 2:00 PM on May 10, 2023, for the following two projects: (1) Evanston Roundhouse Roof Sections 1 & 2 and (2) Evanston City Hall Roof Replacement.  Bids for these projects must be submitted independently from each other, combined bids will be accepted. 

Bids will be opened and publicly read at the above hour and date in the City Hall Conference Room.

Scope of work for the Roundhouse Roof project includes the following: Removal of the existing roof gravel and to mechanically spud the flood coat from the surface of the built-up roof (BUR) membrane on Roundhouse Sections 1 & 2. New HD poly-iso coverboard is to be fully adhered to BUR membrane and then a fully adhered 80 mil single ply membrane is to be installed. All associated flashing and counterflashing to be reused or replaced. The whole roof will receive roughly 32,000 square feet of new cover board and single ply roofing.

Scope of work for the City Hall Roof project includes the following:  Removal of the existing roof ballast and existing EPDM rubber roof. A new single ply EPDM rubber membrane is to be installed and existing roof ballast is to be replaced. All associated flashing and counterflashing to be reused or replaced. The whole roof will receive roughly 11,500 square feet of new single ply roofing.

A Prebid conference for both projects will be held in the Roundhouse, Portland Rose Room, 1500 Main Street, Evanston, Wyoming 82930 at 2:00 PM on April 26, 2023.  A tour of both project sites will follow the Prebid conference.  Attendance is highly recommended. 

Electronic bid documents may be obtained from the office of the Architect at no charge.  Hard copies of the bid documents may be obtained from the office of the Architect for a nonrefundable charge of $300.00. 

Bids will be received on a lump sum basis.

Bidders shall be qualified to do business and licensed in accordance with all applicable laws of the state and local governments where the Project is located.

All bids must be on the forms furnished; all blank spaces filled in and signed with the name and address of the Bidder.  No disqualified bids will be read.

Bids shall be in accordance with the Bid Documents.

Your offer will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.

The project consists of all labor, material, equipment, and incidentals necessary to complete work at the following project:

Site improvements for the installation of two ASATI Air Dome Structures (133’ x 90’ each). The Air Dome structures, mechanical! electrical equipment, foundation steel angles, man-doors, turn-style doors, and other hardware are provided by the District and are in storage in Evanston. In addition to the assembly and erection of the two air domes and equipment the work, in general, includes clearing a grubbing of a roughly 0.9 acres site, demolition of existing shotput and discus concrete, concrete steps, and two evergreen trees, earthwork for a new site access road (Owner provided waste area). concrete work including flatwork and sidewalks, footings/foundations and dome slabs, ADA ramp with walls, handrailing, and guardrails, steps with handrails, equipment pads, slabon-grade for installation of an owner provided metal building. Utility work for a bid alternate restroom, underground electrical, natural gas, small diameter (4” to 8”) storm drains, storm drain inlets, trench drains, and site lighting.

Each Bidder will be required to submit, with their bid, a certified check, or Bid Bond made payable without condition to the Uinta County School District No.1 in the amount of not less than five percent (5%) of the Bidder’s maximum Bid Price as a guarantee that such Bidder will enter into a contract within five (5) days after the date of the OWNER’S Notice of Award.

Subject to Wyoming Statute 16-6-105, preference is hereby given to materials, supplies, agricultural products, equipment, machinery, and provisions produced, manufactured, or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. PUBLIC NOTICE

  1. RMP is a public utility, as defined by Wyoming Statute §37-1-101(a)(vi)(C), providing retail electric service under certificates of public convenience and necessity issued by the Commission. RMP is subject to the Commission’s jurisdiction pursuant to Wyoming Statute §37-2-112.
  2. On April 17, 2023, RMP filed an Application requesting authority to revise rates pursuant to two different rate schedules. The Company proposes to increase its Tariff Schedule 95 Energy Cost Adjustment Mechanism (ECAM) rates by approximately $50.3 million to recover deferred NPC. The Company also proposes to decrease its Tariff Schedule 93 REC and SO2 Revenue Adjustment Mechanism (RRA) rates by approximately $1.5 million to account for sales of RECs and SO2 emission allowances. The Company requests interim approval of the proposed rates effective for usage on and after July 1, 2022, subject to further review.
  3. The following table summarizes the proposed price changes by tariff rate schedule. Within each rate schedule, the percentage change to individual customers may be higher or lower than the average due to rate design, customer load factors, and usage characteristics. The combined effect of the 2023 RRA and ECAM in this Application represents an overall proposed rate increase of approximately $48.8 million or approximately 7.4 percent.

PUBLIC NOTICE

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyoming Statute §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On April 12, 2023, RMP submitted its Application requesting the Commission’s approval of its proposal to extend the 2020 Protocol through December 31, 2025, effective January 1, 2024.
  3. PacifiCorp serves customers in all six of its jurisdictions as a single system, and can access resources across the West and multiple trading hubs to minimize off-system wheeling costs to provide value to our customers. RMP states PacifiCorp uses single agreement to govern the allocation of the costs and benefits of shared generation and transmission resources among the states to realize the benefits of planning and operating as one system. An inter-jurisdictional cost allocation methodology is used to allocate these system costs and benefits. This methodology is negotiated among a diverse array of stakeholders representing interests in PacifiCorp’s service territory. The currently approved methodology is the 2020 Protocol.
  4. The 2020 Protocol was designed as a temporary cost allocation methodology that would expire on December 31, 2023. After the execution of the 2020 Protocol, the Framework Issues Workgroup began investigating and working through issues to develop the successor to the 2020 Protocol. New federal legislation and environmental rule changes are expected to impact the costs and benefits of PacifiCorp’s generation fleet. Potential alternative resource allocation methodologies have been identified and the Parties would like to continue to explore these options. As a result, the Parties are requesting a two-year extension to the 2020 Protocol.

PUBLIC NOTICE

  1. Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) application for a non-situs Certificate of Public Convenience and Necessity (CPCN) to construct its Boardman-to-Hemingway transmission line (Application). The public hearing is set to commence on Wednesday, May 17, 2023, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
  2. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission's jurisdiction. (Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112).
  3. On February 6, 2023, the Company filed an Application, together with supporting testimony and exhibits, requesting the Commission grant a non-situs CPCN to construct the Boardman-to-Hemingway transmission line (segment H of the Energy Gateway Project) (B2H).
  4. On February 14, 2023, the Wyoming Industrial Energy Consumers (WIEC) submitted a Petition to Intervene and Request for Hearing, which the Commission then granted via Order issued on February 17, 2023.
  5. On April 17, 2023, RMP and WIEC (the Parties) filed a Stipulation and Settlement Agreement (Agreement), resolving all outstanding issues raised in this proceeding. The Parties requested the Commission issue an Order approving the terms of the Agreement following a hearing during which testimony will be offered in support of its terms.
  6. The Company’s proposed Boardman-to-Hemingway is an approximately 300-mile-long, 500-kV transmission line that will extend from a proposed switching station near Boardman, Oregon to the existing Hemingway Substation located in Owyhee County, Idaho. Approximately 274 miles of the transmission line is located in five Oregon counties: Malheur, Baker, Union, Umatilla, and Morrow Counties. A 24-mile segment of the Project will be in Owyhee County in Idaho. The project also consists of a newly constructed switching station near Boardman, Oregon, ten communication stations within the right-of-way of the transmission line, and construction of the Midline Series Capacitor substation.
  7. The Company has partnered with Idaho Power Company (IPC) and the Bonneville Power Administration (BPA) to develop the Project. IPC is the overall project manager, responsible for permitting, design, procurement, and construction. IPC will fund and own 45.45 percent and the Company will fund and own 54.55 percent.
  8. The Company states the proposed project is necessary for the following reasons: 1) it increases the ability to move resources across and between both of the Company’s balancing authority areas and will allow the Company to export 818 megawatts (MW) of additional generation capacity from Wyoming, Utah, and Idaho generators to Oregon, Washington, and California customers; 2) it enables the Company to avoid higher cost transmission and generation investments to serve the system, including Wyoming, that would be required absent B2H; and 3) it reduces the cost of third-party transmission service included in the net power costs allocated to Wyoming retail customers. The Company states that construction of B2H is expected to produce total-system cost savings of $1.7 billion. The Company states that IPC must begin construction in July 2023 to have the project come into service by 2026.
  9. The Company expects its share of the estimated total cost of the project to be between $800 and $900 million, which is estimated to increase Wyoming customer rates by an estimated 1.95 percent once the Company proposes to include the costs of the project in a future general rate case. The Company intends to finance the project through its normal internal and external sources of capital.

The public is invited to comment on the proposed action and draft environmental assessment (EA) for a proposal to complete fuels reduction and vegetation treatments to reduce fuel loading and better meet desired future conditions in the Andarko project area on the North Slope of the Uinta Mountains. The project notice and comment period on the draft EA are being held concurrently. Each individual or representative from each organization submitting comments must either sign the comments or otherwise verify identity in order to attain appeal authority. Comments received in response to this solicitation, including names and addresses of those who comment, will be considered part of the public record for this project. Comments should be as specific as possible and have direct relationships to the proposal. Special Meeting

April 11th, 2023

The official record of proceedings for a special meeting of the Evanston City Council was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.  

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:00 p.m. and welcomed everyone present.

Those present from the governing body at the start of meeting were Mayor Williams; Council members Jesse Lind, Evan Perkes, David Welling, Mike Sellers and Jen Hegeman.  Tim Lynch was absent.

Staff members present at the start of the meeting were: City Attorney/Prosecutor, Amanda Kirby; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Police Chief, Mike Vranish; Recreation Division Manager, Kim Larson; Information Technology Coordinator, Preston Sheets; City Engineer, Dean Barker; Building Inspector/Engineering Tech, Bob Liechty and Environmental Services Manager, Brad Tollefson.  Public Works Director, Gordon Robinson; and Community Development Director, Rocco O’Neill were excused.  A group of interested citizens was also present.

 Council Comments

Council member Lind mentioned that sandbags and sand are available at the County Fairgrounds.  He reminded everyone to bring your own shovel.

Council member Sellers reminded everyone to be aware of people that may seem to be struggling, if anyone needs help the U.S. National Suicide Prevention Lifeline is 988 or text “WYO” to 741-741 for the Crisis Text Line. 

Council member Hegeman welcomed everyone and commented that is good to see people at the meetings.  She remarked how great it is to watch the changes and growth in Evanston.

Mayor Williams mentioned the big snowstorm last week and how the County and City buildings were closed.  He expressed gratitude to Public Works for the great job removing the snow.

RESOLUTION 23-27

Council member Sellers introduced Resolution 23-27.  Council member Sellers moved, Council member Welling seconded, to adopt Resolution 23-27.

RESOLUTION OF THE GOVERNING BODY OF THE CITY OF EVANSTON, WYOMING, AUTHORIZING THE EXECUTION OF THE ONEWYO II OPIOID SETTLEMENT MEMORANDUM OF AGREEMENT.

The motion passed unanimously with 6 yes votes:  Williams, Lind, Perkes, Welling, Sellers, Hegeman.
