The Uinta County Commissioners met in regular session on March 5, 2019 in the commission chambers, 225 9th Street, Evanston, Wyoming.  Chairman Eric South convened meeting at 2:00 p.m.  Also present were Commissioner Craig Welling, Commissioner Mark Anderson, Amanda Hutchinson, County Clerk and Doug Matthews, Sheriff.

Agenda

Motion Welling, second Anderson to approve the agenda amended to include Gary Welling with a contract amendment, Doug Matthews with a Forest Service agreement, Commissioners with a board member appointment, Amanda Hutchinson with an additional item and Lauren McCoy with a letter request.  3 yes votes, passed.

Retirement Presentation

The Commissioners presented Don Casper with a plaque, expressed their appreciation for his work over the past 33 years, and wished him well on his retirement. 

Bridger Valley Museum Board

Motion Anderson, second Welling to appoint Steve Vernon to a 3-year term on the Bridger Valley Heritage Museum Board.  3 yes votes, passed.

Retired Flag Drop

Motion Welling, second Anderson to authorize the placement of a retired flag drop in the Complex lobby for an Eagle Scout Project as requested by Hagen Faddis.  The American Legion will remove the flags from the drop and properly retire them.  3 yes votes, passed.

Communication Site Lease Agreement

Motion Anderson, second Welling to approve a 5 year agreement with NGL Connection allowing them to lease a 15’ x 15’ space in the SE1/4 NW1/4 of Section 26, T15N R120W, 6th P.M. to install communication equipment for the purpose of providing wireless internet service.  In exchange,  Uinta County will receive 1 GB of wireless internet service at the Sheriff’s Office as requested by Ruth Jesse, IT Director.  3 yes votes passed.

Prescription Plan Change Order

Motion Welling, second Anderson to approve a change order to the County’s prescription plan with WellDyne to add WellManaged Opioid Program for pain pill management, a mandatory USSC, a $300 max plan paid/year on Compound drugs, and an exclusion of DESI drugs as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Vehicle Title Transfer

Motion Anderson, second Welling to authorize Chairman South to transfer the titles for two 1996 Ford Explorers to the Uinta Senior Citizens, Inc. as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Economic Development

Motion Anderson, second Welling to approve contract modification #1 with Thomas P Miller & Assoc. extending the contract term from February 28, 2019 to March 31, 2019 to allow additional time needed to complete the economic study as requested by Gary Welling, Economic Development.  3 yes votes, passed.

Cooperative Law Enforcement Agreement

Motion Welling, second Anderson to approve a modification to the Cooperative Law Enforcement Agreement between the Sheriff’s Office and the Uinta-Wasatch-Cache National Forest for up to $3,000 from October 1, 2018 to September 30, 2019 as requested by Doug Matthews, Sheriff.  3 yes votes, passed.

Non-Profit Verification Letter

Motion Welling, second Anderson to authorize Chairman South to sign a letter to Intuit Quick Books verifying that Uinta County Weed and Pest is a non-profit organization to enable them to accept credit card payments as requested by Lauren McCoy, Weed and Pest.  3 yes votes, passed.

EVANSTON CITY COUNCIL

First Regular Meeting

March 5, 2019

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling.  Councilmember Tim Lynch was excused.

Staff members present at the start of the meeting were:  City Attorney, Dennis Boal; City Clerk, Nancy Stevenson; City Treasurer, Trudy Lym; Police Chief, Jon Kirby; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson, and Director of Parks and Recreation, Scott Ehlers .  A  group of interested citizens were also present.

Council Comments

Mayor Williams and Councilmember David Welling again thanked the City crews for the outstanding job they have done with snow removal this year.  The Mayor also stated that he has received many compliments from the public on the snow removal.

Councilmember Sellers congratulated the local robotics teams for earning top honors at the Wyoming State VEX Robotics Tournament and earning an invitation to the world robotics competition.  He also encouraged everyone to attend the upcoming Arts, Inc. events.

Special Presentation/Crime Stoppers

Crime Stopper Board Members, Lexi Lamb and Woody Smith gave a brief overview of the Southwestern Wyoming Crime Stoppers program, stating that fund-raising plays a large part in keeping this great program going.  This years fund-raiser was a 50/50 drawing with the Mayor and Councilmembers drawing the names of three lucky winners.

Ordinance 19-01

Councilmember D. Welling moved, Councilmember M. Welling seconded, to pass Ordinance 19-01 on second reading.

ORDINANCE 19-01:  AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING, REPEALING SECTIONS 15-19., 15-20. AND 15-21. OF THE EVANSTON CITY CODE WHICH REGULATE GAMBLING.  The motion passed unanimously on second reading with 6 yes votes:  Williams, Ottley, Perkes, D. Welling, Sellers, M. Welling.

Comments/Remarks

Scott Ehlers introduced and welcomed the new Golf Course Superintendent,  J.D. Woodruff, to all those in attendance.

Public Participation

Chamber Director, Tammy Halliday reminded everyone of the upcoming 2019 Legislative Breakfast and encouraged everyone to attend.

Replacement of the current air handling system for the data room in the basement.

Sealed bids will be received at the Uinta County Clerk’s Office 225 9th St. Evanston, Wyoming until 2:00 P.M. local time, April 5, 2019.  Bids should be marked on the outside “2019 Uinta County Sheriff’s Office Air handler” with the name and address of the bidder.  Primary contact for this project is Dean Podzamsky, Uinta County Communications (307) 747-6510.

Public opening of the bids will be on Thursday, April 9, 2019 at 2:00 P.M. in the Uinta County EOC, 225 9th St. Evanston, Wyoming.  Bidders are welcome to attend.

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7500.00 or less than $150,000.00 require a form of guarantee as approved by the county.

The Board of Uinta County Commissioners hereby notifies all bidders that minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, creed, or national origin.

Uinta County reserves the right to accept or reject any items or all items, any part or all parts, any section or all sections, any bid or all bids as stated in the specifications to waive any irregularities or informalities, or to re-bid or re-advertise for bids if it is determined to be necessary or desirable and reserve the right to let the bid in any manner it sees fit.

Uinta County will not be bound to accept the low bid, but rather the bid that is in the best interest of Uinta County.

The Contractor, on Highway Project Number I801185 in Lincoln and Uinta Counties, consisting of electrical systems and miscellaneous work, and the Contractor is entitled to final settlement therefore; that the Director of the Department of Transportation will cause said Contractor to be paid the full amount due him under said contract on April 10, 2019.
