The official record of proceedings of the second regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded. The meeting was also streamed live.
Council member Mikal Welling led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Mike Sellers and Mikal Welling. David Welling was excused.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; Public Works Director, Gordon Robinson; City Engineer, Dean Barker; City Clerk, Diane Harris; Community Development Director, Rocco O=Neill; Director of Parks and Recreation, Scott Ehlers; and Police Chief, Jon Kirby. A group of interested citizens were also present.

A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH PLAN ONE ARCHITECTS TO PROVIDE DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR THE EVANSTON AVALON INTERNATIONAL PROJECT.

The Uinta County Commissioners met in regular session on March 16, 2021 in the commission chambers, 225 9th Street, Evanston, Wyoming and via an online Zoom Meeting. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present. Also present: Amanda Hutchinson, County Clerk; Doug Matthews, Sheriff; Loretta Howieson, County Attorney; and Terry Brimhall, Treasurer.

Motion Anderson, second Hatch to approve the agenda amended to include; Clay Baird with 2 items, Doug Matthews with auction results, and Aaron Hutchinson with a Search and Rescue grant request. 3 yes votes, passed.
Federal Land Access Resolution
Motion Anderson, second Hatch to authorize Chairman South to sign a letter to the US Department of Agriculture voicing concerns regarding the implementation of Executive Order 14008 and the effects it may have on the economic viability and the quality of life for the citizens of Uinta County as presented by Carl Larson. 3 yes votes, passed.
Youth Ag Program
Motion Hatch, second Anderson to approve usage of the sheep barn at the fairgrounds for the Youth Ag Program for $2,000 as requested by McKinna Brinton, Extension Educator. 3 yes votes, passed.

The purpose of the special meeting is to hold a public hearing from 6:00 p.m. to 7:30 p.m. to discuss and seek input on the school safety and security (concealed weapons) policy that the district is looking to implement.
