First Regular Meeting

March 2nd, 2021

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of March was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded. The meeting was also streamed live.

Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.

Staff members present at the start of the meeting were: City Attorney, Dennis Boal; Director of Engineering and Planning, Dean Barker;   Public Works Director, Gordon Robinson; City Treasurer, Trudy Lym; City Clerk,  Diane Harris; Community  Development Director, Rocco O’Neill; Director of Parks and Recreation, Scott Ehlers;  Police Chief Jon Kirby and Police Lieutenant Ken Pearson.   A group of interested citizens were also present.

Council Comments

Council member Sellers acknowledged Dean Barker for National Engineers Week.  He thanked him for all the hard work he has exhibited through the years.  He also mentioned that Covid numbers are dropping and it is good to see that Texas and Mississippi have dropped their mandates.  He stated that South Dakota and Florida have been maintaining strong economies, due to not shutting down.

Consent Agenda

Council member Ottley moved, Council member Welling seconded, to approve the following Consent Agenda Item:

Parade Route requested by Nathan Prete of Runners High Half Marathon.  The marathon participants will arrive on Front Street from Hwy 150 at approximately 8:30 a.m. on Saturday, June 5th, 2021.

SEALED BIDS for STREET CRACK SEAL improvements will be received by the City of Evanston at the Department of Public Works, 33 Allegiance Circle, Evanston, Wyoming; until 2:00 p.m., TUESDAY, MARCH 30, 2021 at which time any and all bids received will be opened and read aloud.  The successful bidder shall furnish all labor, materials, and equipment necessary for completion of the project.

MATERIALS INCLUDE:    Hot poured, elastic type, crack sealant; meeting Wyoming Department of Transportation (WyDOT) Specifications.

WORK DESCRIPTION:   1)  Routing, cleaning and drying cracks and filling cracks with an approved sealant.

CONTRACT DOCUMENTS may be obtained at the Department of Public Works: 33 Allegiance Circle; Evanston, WY  82930; Phone: (307) 783-6451; cmaddux@evanstonwy.org. For a hard copy, payment of $10.00 for each set; non-refundable. Registration at the City of Evanston Public Works office is required to receive documents and to indicate residency status.

WYOMING STATE STATUTES apply to the bidding and construction of Public Works Project(s):

W.S. 16-6-102:            5% Resident Contractor Preference.

W.S. 16-6-104:            5% Wyoming Materials and Suppliers Preference.

W.S. 16-6-112:            Performance Guarantee.

W.S. 16-6-201 – 16-6-206:      Resident Labor Preference.

W.S. 27-3-502(f):        Registration with taxing authority.

RESIDENT PREFERENCE(S): In order to receive a five percent (5%) resident preference, resident contractors and material suppliers must be state certified and receive a certificate of residency.  When obtaining project bid documents, resident contractors and suppliers must indicate their residency status by providing their residency certification number. Certified resident suppliers shall submit a list of supplies and materials, specific to the project, which qualify to receive preference along with company contact names and phone numbers. Contact information from resident suppliers shall be available to resident contractors to use in preparing bids and meeting Wyoming statutory requirements.
