PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) requesting authority to increase its retail electric service rates by approximately $140.2 million per year or an average overall increase of 21.6 percent with rates effective on and after January 1, 2024, and to revise the energy cost adjustment mechanism (ECAM) to eliminate the sharing band, as more fully described below:

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming under certificates of public convenience and necessity issued by the Commission. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.
  2. On March 1, 2023, RMP submitted an Application, together with supporting testimony, exhibits and revised tariff sheets, requesting the Commission approve the Company’s proposal to implement an increase in its retail electric utility service rates in Wyoming of $140.2 million per annum or an average overall increase of 21.6 percent and to eliminate the existing 80/20 sharing band and recover 100 percent of prudently-incurred, Wyoming-allocated net power costs using the existing ECAM in tariff Schedule 95, effective on and after January 1, 2024.
  3. RMP is requesting a return on equity of 10.3 percent, and overall cost of capital and return on rate base of 7.60 percent and the equity component of the capital structure is 51.27 percent, which the Company states reflects market circumstances for twelve months beginning July 1, 2021, through June 30, 2022, adjusted to a forecast test period beginning January 1, 2024, through December 31, 2024, interest rates, operational risks and reasonable investor expectations as well as the returns generated by similarly situated or comparable utility companies.
  4. The Company states its requested rate increase is primarily driven by: (1) an increase in Net Power Costs (NPC) from $1.431 billion on a total-Company basis, or approximately $221.0 million on a Wyoming-allocated basis, authorized by the Commission in the RMP’s 2020 general rate case, to the proposed NPC of approximately $2.553 billion on a total-Company basis, or approximately $360.3 million on a Wyoming-allocated basis, which the Company states is largely driven by increased market prices for power and natural gas, increased contract prices for coal and coal supply limitations, and thermal generation operational changes due to federal and state environmental compliance requirements; and (2) continued capital investments, part of approximately $6.7 billion of new capital projects on a total-Company basis RMP expects to place into service between July 1, 2022 and December 31, 2024, including the Gateway South and Gateway West Segment D.1 transmission lines, the Rock Creek I wind project, the Foote Creek II-IV and Rock River I wind repowering projects, all of which include an associated rate of return of 7.60 percent and which the Company states are required for it to meet its obligation to serve its customers.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Com-mission’s (Commission) Procedural Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or the Company), for ap-proval to increase its distribution rates and charges for natural gas services by $2.1 million per annum and a rate of return of 7.28%.

  1. Dominion Energy is a division of Dominion Energy, Inc., a Virginia corporation engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wy-oming and Idaho. Dominion Energy is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112. Dominion Energy currently has approximately 28,110 customers in southwestern Wyoming, including customers residing in the cities of Rock Springs, Green River, Kemmerer, Diamondville and Evanston.
  2. On March 1, 2023, Dominion Energy filed its Application requesting the Commission author-ize the Company’s request to increase its distribution rates and charges for natural gas services by $2.1 million per annum, a return on equity of 10.3%, an overall rate of return of 7.28% and associated tariff amendments, effective January 1, 2024.
  3. As part of its Application, Dominion also requested that Commission approve two new pro-grams, CarbonRightSM and GreenThermSM. The CarbonRightSM is a voluntary, subscription-based program that allows customers to purchase monthly blocks of carbon offsets represent-ing a defined amount of greenhouse gas emission reductions. Each block would cost $5.00 per month and would offset 100% of the natural gas emissions of a typical customer using 80 dekatherms over a 12-month subscription period. The GreenThermSM is a voluntary program for interested customers who want to demonstrate their commitment to Renewable Natural Gas and clean energy. Customers can sign up to have a surcharge added to their natural gas bill.
  4. The Company states that failure to obtain the rate of relief requested to eliminate the defi-ciency of $2.1 million per annum will result in inadequate rates of return that will adversely impact the financial integrity of Dominion Energy’s public utility operations and its ability to provide necessary utility service to its Wyoming customers.
  5. The effect of the proposed rate increase on typical Dominion Energy General Service cus-tomers who use 80 dekatherms per year will be an increase of about $67 per year, or approxi-mately 6.5%.

This project is partially funded using Federal Grant Funds.  Therefore, all Federal Requirements associated with the use of these funds must be followed. 

All bids must be accompanied by either a certified check, cashier’s check drawn on an acceptable bank, or an acceptable BID BOND, executed by an approved Surety Company, in an amount not less than five percent (5%) of the total sum of the bid.  The check or bond shall be made payable to Uinta County and shall be forfeited as liquidated damages if the bidder, upon the letting of the contract to him, fails to enter into the contract within thirty (30) days after it is presented to him for that purpose or fails to proceed with the performance of the contract in a timely manner.

All projects over $150,000.00 shall be bonded therefore the successful bidder shall provide a 100% performance and payment bond.  All projects over $7500.00 or less than $150,000.00 require a form of guarantee as approved by the county.

Bids will be opened and publicly read at the above hour and date in the City Hall Conference Room.

Scope of work includes the following: Removal of the existing roof ballast and existing EPDM rubber roof. A new single ply EPDM rubber membrane is to be installed and existing roof ballast is to be replaced. All associated flashing and counterflashing to be reused or replaced. The whole roof will receive roughly 11,500 square feet of new single ply roofing.

A Prebid conference will be held in the Roundhouse, Portland Rose Room, 1500 Main Street, Evanston, Wyoming 82930 at 2:00 PM on March 9, 2023.  This Prebid conference will be held in conjunction with the Evanston Roundhouse Roof Sections 1 & 2 Prebid conference.  A tour of both project sites will follow the Prebid conference.  Attendance is highly recommended.

The board of Uinta County Commissioners is accepting sealed bids for the price per ton for supplying and delivering of liquid Magnesium Chloride and the use of portable frac tanks (20,000 gallon min capacity) for dust suppression on Uinta County roads for the 2023 year.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Rocky Mountain Power (RMP or the Company) for approval of a 3-year demand side management (DSM) plan and for authority to adjust rates in tariff Schedule 191.

RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.

On February 23, 2023, RMP filed an Application requesting the Commission approve its 3-year DSM plan and for authority to adjust rates in tariff Schedule 191. The Company stated in the Application that the 3-year DSM plan is to create transparency, rate stability and certainty, and to enable the Company to manage DSM targets and budgets. According to the Application, the Company will continually monitor the program targets and will add, remove, and/or modify offerings and incentives to administer cost-effective programs and manage within the approved targets. The 3-year DSM Plan and associated targets are for 2024-2026.

In its Application, RMP proposes to implement two new programs in the DSM portfolio for demand response. The Company proposes a program for batteries installation incentives for residential customers (Category 1) and small general service customers (Category 2), and a custom program for curtailing the load of participating large commercial and industrial customers.

The Company proposed revisions to Schedule 191, adjusting Category 1 and 2 rates to 2.57 percent and 2.22 percent, respectively, effective January 1, 2024. RMP also proposed to revise rates for Category 3 customers to 1.19 percent, 1.32 percent, and 1.46 percent. The revised rates for Category 3 customers will be effective January 1st of each year of the 3-year DSM plan.

Sealed Bids will be received by the City of Evanston at 1200 Main Street, Evanston WY  82930 until 2:00 PM on March 23, 2023 for the Evanston Roundhouse Roof Sections 1 & 2.

Bids will be opened and publicly read at the above hour and date in the City Hall Conference Room.

Scope of work includes the following: Removal of the existing roof gravel and to mechanically spud the flood coat from the surface of the built-up roof (BUR) membrane on Roundhouse Sections 1 & 2. New HD poly-iso coverboard is to be fully adhered to BUR membrane and then a fully adhered 80 mil single ply membrane is to be installed. All associated flashing and counterflashing to be reused or replaced. The whole roof will receive roughly 32,000 square feet of new cover board and single ply roofing.

A Prebid conference will be held at the project site, in the Roundhouse, Portland Rose Room, 1500 Main Street, Evanston, Wyoming 82930 at 2:00PM on March 9, 2023.  This Prebid conference will be held in conjunction with the Evanston City Hall Roof Replacement Prebid conference.  A tour of both project sites will follow the Prebid conference.  Attendance is highly recommended. 

Electronic bid documents may be obtained from the office of the Architect at no charge.  Hard copies of the bid documents may be obtained from the office of the Architect for a nonrefundable charge of $300.00.  

Bids will be received on a lump sum basis.

Bidders shall be qualified to do business and licensed in accordance with all applicable laws of the state and local governments where the Project is located.

All bids must be on the forms furnished; all blank spaces filled in and signed with the name and address of the Bidder.  No disqualified bids will be read.

Bids shall be in accordance with the Bid Documents.

Your offer will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.
