The Uinta County Commissioners met in regular session on January 19, 2021 in the commission chambers, 225 9th Street, Evanston.  Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present.  Also present: Amanda Hutchinson, County Clerk; and Loretta Howieson, Attorney.

Agenda

Motion Hatch, second Anderson to approve the agenda amended to include Gary Welling with resolution regarding off-road vehicle usage on county roads.  3 yes votes, passed.

Board Appointment

Motion Anderson, second Hatch to appoint Merillee Francom and Debra Arnell to the Uinta County Healthcare Trust Board for a 3 year term.  3 yes votes, passed.

Vehicle Title Transfer

Motion Hatch, second Anderson to authorize Chairman South to sign the titles to seven county vehicles that will be traded in for one 2020 Ram 2500 pickup truck from Rocky Mountain Yeti for the Communications Department.  3 yes votes, passed.

Request for Statement of Qualification and Experience for On-Call Engineering Services

at Fort Bridger – Uinta County Airport

Uinta County Commissioners are soliciting qualification and experience information to be used in selecting a principal consultant to provide engineering/consulting services for the following projects (subject to Federal, State and Local funding):

Seal Coat and Mark Pavements (Design, Bidding and Construction Phases)

Selection Process

A selection committee shall be formed for the purpose of reviewing submittals pertaining to this Request for Statement of Qualification and Experience.  A full description of the selection criteria and submittal requirements is available upon request from interested companies.

Based on the response from the Request for Statement of Qualification and Experience, the Selection Committee will select the Consultant from the submitted documents. The Selection Committee reserves the option to select a shortlist of firms to provide an oral presentation and interview before the Selection Committee.  If oral presentations and interviews are deemed appropriate and necessary they shall be connected via ZOOM.  The Selection Committee shall select a top ranked Consultant based on evaluation of the Statement of Qualification and Experience in combination with the results of any oral presentations and interviews.  Following selection of the Consultant, the Uinta County Commissioners (Commission) shall initiate discussions regarding a detailed program of services, fees and costs, all in accordance with FAA Advisory Circular (AC) 150/5100-14E, Change 1.  A detailed program of services will be developed for a five year period, or less, based on the discretion of the Commission.  Consulting fees and costs will be negotiated for each project upon commencement of the work.  A Scope and Fee evaluation for the services to be performed with FAA and WYDOT grant funding support shall be performed for each applicable project undertaken and shall be based on the program of services for each individual project.

The contract for services is subject to provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the Department of Transportation Regulations 49CFR26 (Disadvantaged Business Enterprises).  DBE firms are encouraged to apply.

The Consultant’s contract will be used on an as-needed basis for a period of five (5) years from the date of a signed agreement.

FORECLOSURE SALE NOTICE

WHEREAS NOTICE IS HEREBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred.  The Note is secured by a Mortgage dated October 12, 2018 and recorded on October 12, 2018 at REC # 1060499 Book 1073, Page 402-412  in the records of Uinta County, Wyoming from Cody D Colin, to Mortgage Electronic Registration Systems, Inc., as nominee for Mortgage Research Center, LLC dba Veterans United Home Loans for the amount of $163,400.00.  The Mortgage having been assigned to and now in possession of PennyMac Loan Services, LLC, through an assignment recorded on March 25, 2020 at REC# 1083663 Book 1092, Page 424 in the records of Uinta County, Wyoming.

WHEREAS the Mortgage contains a power of sale, which by reason of the default that has occurred, the Mortgagee has declared to become operative, and no suit or proceeding has been instituted to recover the debt secured by the Mortgage, or any part thereof, nor has any suit or proceeding instituted and the same discontinued and:
