The Uinta County Commissioners met in regular session on January 3, 2023 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Brent Hatch and Commissioner Mark Anderson were present.   Also present: Amanda Hutchinson, County Clerk.

Agenda

Motion Hatch, second Anderson to approve the agenda. 3 yes votes, passed.

Chairman Designation

Motion South, second Hatch to nominate Anderson as Chairman of the Board of Commissioners for a two year term and as the County Representative to the Wyoming County Commissioners Association.  3 yes votes, passed

Grievance Board Appointments

Motion Hatch second South to appoint Gary Welling, Brenda Morrow, and Josh Davis to the 2023 Grievance Board with Jerri Crompton and Josh Rasnake to serve as alternates.  3 yes votes, passed.

Civil Rights Compliance Officer

Motion Hatch, second South to appoint Amanda Hutchinson as the Civil Rights Compliance Officer.  3 yes votes, passed.

Fort Bridger Airport

Motion Hatch, second South to approve a letter to the FAA verifying expenses in relation to a grant reimbursement for service provided by Ready Rocks at the Fort Bridger Airport.  3 yes votes, passed.

CMAQ Funding

Motion Hatch, second South to authorize Chairman Anderson to sign a CMAQ Final Acceptance Certificate for project #CM-20305 with WYDOT as requested by Tenisha Caves, Payroll/Grants Management.  3 yes votes, passed.

CMAQ Funding

Motion South, second Anderson to approve grant agreement with WYDOT for $262,944.00 for dust suppression on county roads with a county match of 25% ($65,736.00) as requested by Caves.  3 yes votes, passed.

County Subdivision Resolution Amendment

Motion South, second Hatch to approve Resolution 23-01 amending Subdivision of Land Plan for Uinta County and Resolution 23-02 amending Land Use Plan for Uinta County as presented by Kent Williams, Planner.  3 yes votes, passed.

Barry Bluemel Subdivision 2

Kent Williams, Planner, opened a public hearing to allow for comments on the Barry Bluemel Subdivision 2 located in Lot 1 Block 1 of the Barry Bluemel Subdivision together with un-platted lands located in the NW1/4 SW1/4 Section 15, T15N R114W.  Fred Coles spoke in favor; Nobody spoke in opposition.  Motion Hatch second South to approve Resolution 23-03 authorizing a map amendment from Agricultural/Resource/Development Land to Residential. 3 yes votes, passed.  Motion Hatch, second South to approve Resolution 23-04 authorizing the Barry Bluemel Subdivision 2.  3 yes votes, passed.

FY 23 Budget Amendment No. 1

Motion Hatch, second South to approve offering Globe Life to employees as a supplemental insurance option as requested by Hutchinson.  3 yes votes, passed.

Fairground Usage

John Bowns and Chrissy Bowns came before the commissioners to voice concerns regarding prior event commitments and delays surrounding construction of the new grandstands and bidding on the new panels.  3 yes votes, passed.

Air Quality Division Letter

Motion South, second Hatch authorizing Chairman Anderson to sign an official attestation for a report or submission for the Title V facility, Evanston Landfill #2 as requested by Ron Taylor, Facilities Manager.  3 yes votes, passed.

Youth Camp Fees

Motion Hatch, second south to approve Resolution 23-06 outlining the fees, taxes, and reservation policy for use of the Uinta County Youth Camp as requested by Taylor.  3 yes votes, passed.

Federal Assistance Application

Motion South, second Hatch to approve an application for a Federal Assistance SF-424 grant for $655,000 to provide funding for eligible costs at the Fort Bridger Airport as requested by Jeff Breininger, Maintenance. 

Library Phone Lines

Motion Hatch, Second South to change some phone lines at the Library to AllWest with a small cost savings as requested by Gary Welling, Department Head.

Letter of Intent

Motion Hatch, second South to approve an exploratory Letter of Intent with Blackstone as requested by Loretta Kallas, who noted that contents of the letter of intent are confidential at this time.   3 yes votes, passed.

Landfill Fees

Quentin Rinker requested a discount of the landfill fees for the disposal of building materials related to the demolition of the current ECDC building.  The request was denied due to concerns with setting a precedence and the large financial liability created by operating a landfill.

Search and Rescue

Aaron Hutchinson came before the commissioners to publicly acknowledge the Search and Rescue volunteers and to thank Williams Energy for their generous $2,000 donation.

WHEREAS NOTICE IS HEREBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred.  The Note is secured by a Mortgage dated November 5, 2009 and recorded on November 10, 2009 at REC # 149985 Book 942, Page 591-601 in the records of Uinta County, Wyoming from William R.
