City of Evanston: Avalon International Aluminum, LLC Facility

The City of Evanston (the Owner/Developer) is receiving lump sum sealed proposals for the Metal Building, Foundation, and Surface Improvements for a new Avalon International Aluminum, LLC Facility (the User/Client).  The work consists of the construction of a metal building system, foundations and site improvements at 1824 Union Road, Evanston, WY 82930.

First copies of the Contract Documents will be on file after February 8th, 2022 and open to public inspection in the office of the Owner, City of Evanston, 1200 Main Street, Evanston, WY 82930, and the office of Plan One/Architects, 4020 Dewar Drive, Suite A, Rock Springs, WY 82901. Paper plans and specifications will not be distributed. Bidders must obtain plans hosted by QuestCDN as managed by Plan One/Architects for a fee of $30.00.

A Pre-bid Conference will be held on February 23rd 2022, beginning at 2:00 p.m.  This meeting shall be mandatory for All General Contractors wishing to have their bid considered for the work. Attendees shall meet at the Project Site. It is also strongly suggested that this conference be attended by all Pavement Contractors wishing to participate.  All additional sub-contractors and suppliers are welcome to attend the pre-bid conference.

All proposals must be accompanied by a Bid Bond or Cashier’s Check in the amount of five percent (5%) of the maximum amount of the proposal.  The successful bidder shall provide a 100% Performance and Payment Bond.  Preference will be given to Wyoming Contractors as defined by Wyoming Statutes Section 16-6-101, et seq.  Bidders are required to comply with all applicable local, state, and federal laws. 

The Owner reserves the privilege of rejecting any or all proposals, or waiving any irregularities or formalities in any proposal in the bidding.  Submit written proposals to: Community Development, City of Evanston, 1200 Main Street, Evanston, WY 82930.  Sealed proposals shall be marked “Metal Building, Foundation, and Surface Improvements for a new Avalon International Aluminum, LLC Facility” and shall state the name of the company bidding on the outside of the envelope.  Proposals must be received by March 11th, 2022 at 10:00 a.m.  Proposals will not be accepted after this date and time.

PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming to pass-on to its customers a wholesale gas cost increase of $0.28710 per dekatherm (Dth), effective January 1, 2022. This approval is subject to notice, protest, investigation, opportunity for hearing, change and refund as the Commission deems appropriate.

A residential customer using an average of 90 Dth per year will see an increase of approximately $25.86 over twelve months, or 2.88%. Actual bills will vary with usage.

Under Commission Rule Chapter 3, Section 26, a utility may apply to pass on to its customers known or prospective wholesale commodity cost increases or decreases on a dollar-for-dollar basis and subject to public notice, opportunity for hearing, and refund.

The Application is on file at the Commission’s offices in Cheyenne, Wyoming. Any interested person may inspect it during regular business hours or at: http://psc.wyo.gov.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) for approval of a Settlement Stipulation modifying the production limitation at the Wexpro I and Wexpro II facilities.

Dominion is a public utility as defined by Wyo. Stat. § 37-1-101(a)(vi)(D), and is subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On February 4, 2022, Dominion submitted its Application requesting approval of a Settlement Stipulation (Stipulation) reached by Questar Gas Company d/b/a Dominion Energy Utah and Dominion Energy Wyoming, Wexpro Company, the Utah Division of Public Utilities, the Utah Office of Consumer Services and the Wyoming Office of Consumer Advocate (collectively, the Parties). The Company also filed for approval of the Stipulation in Utah (Docket No. 22-057-04).

Dominion states it has been exploring hedging opportunities, including increasing production of volumes under the Wexpro I and Wexpro II Agreements. The Company states that allowing more Wexpro production could benefit its customers because the market price of natural gas is expected to be higher than the cost of producing natural gas pursuant to the Wexpro I and Wexpro II Agreements. The Company states the Stipulation will provide flexibility to fully utilize company-owned supplies to mitigate price volatility in the market and to, potentially, further reduce the impact of severe weather events like the February 2021 weather event.

If approved, the Parties’ Stipulation would allow Dominion to modify the existing 55% production limitation if: (1) the planned production is forecast to be provided at a cost lower than the five-year forecast curve together with shut-in costs; (2) the planned production does not exceed (i) 65% of Dominion Energy’s annual forecasted demand identified in its Integrated Resource Plan (IRP), or (ii) 65% of the Minimum Threshold as defined in the Trail Stipulation (approved in Utah Docket No. 13-057-13); (3) Dominion Energy and Wexpro Company have identified a date by which Wexpro I and Wexpro II production levels will again be reduced to a level at or below 55% of Dominion Energy’s annual IRP forecast or the Minimum Threshold; and (4) the Utah and Wyoming Commissions find that the proposal is just and reasonable and in the public interest.

Public Notice

Westmoreland Haystack Mining LLC of Lone Tree, Colorado has applied for a coal mining permit renewal from the Land Quality Division of the Wyoming Department of Environmental Quality for the State of Wyoming.  The coal mining permit for the Haystack Mine is located in both the E1/2E1/2 Section 36, and in all of Section 31, Township 17N, Range 117W, Uinta County, Wyoming.  The Haystack Mine is located on U.S. Highway 189, approximately 7 miles north of the intersection of US Highway 189 and Interstate I-80.  This area can be found on the Cumberland Gap USGS quadrangle map.  The original permit to mine was granted on August 30, 2011.  Westmoreland Haystack Mining, LLC has requested the entire mine site be placed into Temporary Cessation of Operations for the upcoming term.    The land, after mining, will be returned to a post mine land use of grazing and wildlife habitat.

Information regarding this application may be reviewed in the Office of the Land Quality Division of the Department of Environmental Quality in Cheyenne Wyoming and Lander Wyoming or the Uinta County Clerk’s Office at 225 9th St., Evanston, Wyoming.  Written objections to the proposed mining operation must be received by the Administrator of the Land Quality Division, Department of Environmental Quality, 200 W. 17th Street, Suite 10, Cheyenne, Wyoming, 82002 before the close of business March 27th, 2022.  Objections may also be submitted by the same deadline via the Land Quality Division’s electronic comment portal at http://lq.commentinput.com/.  The Director shall hold an informal conference if requested, hear the complaint, and take action on the application in accordance with Wyoming Statute (W.S.) 35.11.406(p) and the Department’s Rules of Practice and Procedure.  The Director shall render a decision on the application within thirty (30) days after the deadline to file objections if no informal conference is requested.  An informal conference shall be held within thirty (30) after the final date for filing objections unless a different period is stipulated by the parties.  The Director shall publish notice of the time, date, and location of the conference in a newspaper of general circulation in the locality of the proposed operation once a week for two (2) consecutive weeks immediately prior to the conference.  If the Director holds an informal conference, all parties to the conference shall be furnished a copy of the final written decision of the Director issuing or denying the permit within sixty (60) days of the conference.  The applicant or objector may appeal the Director’s written decision after an informal conference to the Council.  If  hearing is held the hearing would be conducted as a contested case in accordance with the Wyoming Administrative Procedure Act (W.S. 16-3-101 through 16-3-115) with a right of judicial review afforded as provided in that act and W.S. 35-11-406(p)(iv).  The Wyoming Oil and Gas Conservation Commission will be mailed a copy of the application mine plan maps as given in W.S. 35-11-406(j).

Uinta County School District Number One is accepting Bids for supplying athletic physical therapy and consultations for Uinta County School District One for the spring sports season (March 7, 2022 through June 30, 2022). The bid for contract must include physical therapy screening; modalities and procedures; referrals to medical doctors; consultations with coaches; and up to two free visits per athlete per sport season. On-site services include at-home varsity soccer matches.

General Conditions

Sealed bids are requested on the following list of materials, articles, or services for delivery to the school or department designated, subject to the conditions of this invitation.

  1. This invitation is supplied in duplicate. Submit one copy of the completed bid in an envelope clearly marked “BID” and include the above reference number. The duplicate copy is to be retained by the bidder.
  2. Bids, to receive consideration, must be received prior to time designated in this invitation, and none will be accepted thereafter.
  3. Bid forms must be signed by an officer or member of the bidding firm, who is authorized to legally bind the firm.
  4. All bids shall be effective from the date of opening until the date specified in special conditions of bidding, and no bid may be withdrawn prior to that time.
  5. In order to be eligible to respond to this bid request, the bidder must meet all of the following qualifications:
  6. Licensed - The bidder must be licensed to conduct business in the State of Wyoming, County of Uinta and City of Evanston. The bidder must also have the necessary physical therapy licensing from the State of Wyoming to perform the physical therapy services required in the bid specifications. Proof of licensing under this paragraph must be submitted with the bid.
  7. Non-Discrimination - The bidder must comply, at all times during the bidding and contractual period, with all applicable federal, state, county, and city anti-discrimination laws, ordinances, rules, and regulations. Any violations of this provision shall be considered a violation of a material provision of the physical therapy contract and shall be grounds for cancellation, termination, or suspension.
  8. Worker’s Compensation. The bidder must be able to comply with the provisions of the Wyoming Workers Compensation Act, and all other legislation, federal and state, applicable to the work described herein, and to make all payments, returns and reports required by these acts.
  9. General Liability Insurance: Bidder shall provide current general liability insurance certifications in the amounts requested by the bid specifications. Failure to submit current insurance certifications with the bid may be cause for disqualification of submitted bid. No work will commence, or service be provided under any contract or bid, until all insurance requirements have been approved by Uinta County School District Number One.

6 It is to be understood that the bidder, if awarded an order or contract, agrees to indemnify and hold harmless Uinta County School District Number One from any suits or demands for payment that may be brought against it for the use of patented material, process, article or device that may enter into the manufacturer or form a part of the work covered by either order or contract. Bidder further agrees to indemnify and hold harmless Uinta County School District Number One from suits, claims or causes of actions of every nature and description brought against it for or on account of injuries or damages received or sustained by any party or for any of the acts of the contractor, his servants or agents. 

  1. Federal Excise Tax, Sales Tax or Use Tax is not applicable to any purchase made for use by Uinta County School District Number One. Bids should not include any such taxes. Purchase exemption information can be provided as needed.
  2.
