Second Regular Meeting
December 17, 2019
The official record of proceedings of the second regular meeting of the Evanston City Council for the month of December was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Senator Wendy Schuler led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Councilmembers Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; Community Development Director, Rocco O’Neill; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; Director of Parks and Recreation, Scott Ehlers; Police Lieutenant, Ken Pearson and Senior Planner, DuWayne Jacobson. City Clerk, Nancy Stevenson and Police Chief, Jon Kirby were excused. A group of interested citizens were also present.

Councilmember M. Welling moved, Councilmember Ottley seconded, to approve the agenda. The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling.

Council Comments
Councilmember Ottley wished everyone a Merry Christmas and reminded everyone of the Chamber of Commerce New Year’s Eve Gala.
Councilmember Perkes also wished everyone a Merry Christmas and Happy New Year.
Councilmember David Welling wished everyone Merry Christmas. He also acknowledged the hard work and good job the Public Works Crews have done with snow removal.
Councilmember Sellers dittoed all the Merry Christmas wishes and asked that we all remember those who may be having difficult times. He shared the suicide hotline for those in need, 1-800-273-8255.
Councilmember Mikal Welling echoed all the well wishes and comments from the other Councilmembers.
Mayor Williams also wished everyone a Merry Christmas and reminded all that this was the last meeting of 2019.
Resolution 19-72
Councilmember Lynch introduced Resolution 19-72. Councilmember Lynch moved, Councilmember D. Welling seconded, to adopt Resolution 19-72.
RESOLUTION 19-72: A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE STATE FORESTER FOR THE CITY OF EVANSTON TO BE OFFICIALLY RECERTIFIED AS A TREE CITY USA FOR YEAR 2020.
The motion passed unanimously with 7 yes votes: Williams, Lynch, Ottley, Perkes, D. Welling, Sellers, M. Welling.
Resolution 19-73
Councilmember Sellers introduced Resolution 19-73. Councilmember Sellers moved, Councilmember D. Welling seconded, to adopt Resolution 19-73.
RESOLUTION 19-73: A RESOLUTION OF THE CITY OF EVANSTON, WYOMING AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH CREST, LLC TO PROVIDE DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR THE UNION CENTER SEWER MAIN EXTENSION PROJECT.

The Department Heads all wished everyone Happy Holidays.
Public Participation
Senator Wendy Schuler presented Mayor Williams with a special coin that was minted especially for the remembrance of the December 10th Women’s Suffrage.
Chamber Director, Tammy Halliday invited everyone to attend the New Year’s Eve Gala.
Kayne Pyatt thanked the Mayor and Council for their support of the 19th Amendment events that were held over the past year.
