The Uinta County Commissioners met in regular session on December 17, 2019 in the commission chambers, 225 9th Street, Evanston, Wyoming.  Chairman Eric South convened meeting at 2:00 p.m. Commissioner Craig Welling and Commissioner Mark Anderson were present.  Also present: Amanda Hutchinson, County Clerk; and Doug Matthews, Sheriff.

Agenda

Motion Welling, second Anderson to approve the agenda amended to include an additional item from Amanda Hutchinson. 3 yes votes, passed.

Drug Court Sanctions

Motion Anderson, second Welling to approve a contract with the State of Wyoming Department of Corrections to house offenders for up to 90 days for intensive outpatient treatment in the Uinta County Detention Center pending a contract amendment from $60.00 to $70.00 per day.  The County will receive $70.00 per day totaling $154,800.00 for these services as presented by Doug Matthews, Sheriff.   3 yes votes, passed.

VOA Grant Sub Award

Motion Welling, second Anderson to approve a sub award grant agreement with Volunteers of America for $3,665.00 from July 1, 2019 to June 30, 2020, which provides funding for youth services as presented by Eric Williams, Youth Services Coordinator.  3 yes votes, passed.

2020 Holiday Schedule

Motion Anderson, second Welling to approve the 2020 Holiday Schedule including closing the Courthouse at noon on Christmas Eve and New Years Eve of 2020 and amending the 2019 schedule to include closing at noon on New Years Eve as presented by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Direct Deposit Resolution

Motion Welling, second Anderson to approve Resolution 19-27 authorizing county payroll to be distributed via direct deposit for those that participate as presented by Hutchinson.  3 yes votes, passed.

E-911 Resolution

Motion Anderson, second Welling to approve Resolution 19-28 authorizing the assessment of $0.75 per telecommunication line per month as presented by Hutchinson.  3 yes votes, passed.

Official Newspaper Designation

Motion Welling, second Anderson to designate The Uinta County Herald as the county’s official newspaper as requested by Hutchinson.  3 yes votes, passed.

2020 Mileage Rate

Motion Anderson, second Welling to adopt the 2020 IRS reimbursement rate of $0.58 per mile for use of personal vehicles for county business, which is unchanged from the 2019 rate as presented by Hutchinson.  3 yes votes, passed.

Prescription Plan Change Order

Motion Welling, second Anderson to approve a change order to the County’s prescription plan with WellDyne to add coverage for generic epinephrine shots as presented by Hutchinson.  3 yes votes, passed.

ArcaSearch

Motion Welling, second Anderson to approve a contract with ArcaSearch for digitization of the land record abstract books at a cost of $26,999 and an annual fee of $2,200 as requested by Hutchinson.  3 yes votes, passed.

Mosquito Drone

Motion Anderson, second Welling to approve a joint resolution to SLIB requesting $11,113 of grant funds left over from a Fort Bridger Airport project be re-apportioned to assist in the purchase of a drone for mosquito spraying as requested by Hutchinson.  3 yes votes, passed.

CMAQ Funding

Motion Welling, second Anderson to authorize an agreement with WYDOT for $291,824 with a county match of $58,365 to be used for dust suppression on County Roads in 2021 as requested by Kent Williams, Planner.  3 yes votes, passed.

Henstra Commercial Kitchen CUP

Kent Williams, Planner opened a public hearing to allow for public comments regarding a CUP (Conditional Use Permit) for Stacey Henstra to operate a commercial kitchen in a Residential Land Use District located in Block 1 Lot 2 of the Bob Kat Subdivision.  Stacey Henstra spoke in favor; no one spoke in opposition.  Motion Anderson, second Welling to authorize CUP 19-05.  3 yes votes, passed.

Easement Vacation Meadows at Fort Bridger

Motion Welling, second Anderson to approve Resolution 19-29 vacating certain water, sewer line and access easements within Lot 36 of The Meadows at Fort Bridger Phase 2 Subdivision as presented by Williams.  3 yes votes, passed.

Please be informed that the public hearing for the following case hearing scheduled for the Monday, January 6th meeting of the City Planning and Zoning Commission has been postponed until the February meeting of the Planning and Zoning Commission.

NOTICE IS HEREBY PUBLISHED that Uinta County has accepted as completed all work on the Uinta County Jail Sewer Upgrade Project according to the plans, specifications and rules set forth between Uinta County and Toncco, Inc. and the Contractor is entitled to settlement thereof.

Final payment will be made after the completion of publication of this Notice. The date of first publication is November 22nd, 2019, and the date of final settlement will be after January 2nd, 2019, and when all punch list items are complete.

Any claim or claims for work or labor due, or for materials or supplies furnished, must be accordingly filed with Uinta County prior to the above published date of final settlement.
