NOTICE TO THE PUBLIC
Notice is hereby given that effective December 7, 2021, a vacancy has occurred on the Board of Trustees for Uinta County School District Number One, Evanston, Wyoming. Pursuant to Wyoming Statute section 21-3-108, and Board Policies Section BBE, the Board of Trustees is seeking Qualified Electors who wish to be considered for appointment to fill said vacancy until the next election of school district trustees. Inasmuch as the unexpired term expires in December 2024, the position will be filled only until the next general election in November 2022 at which time the appointed candidate may run for office.
Qualified Electors are citizens of the United States who are bona fide residents of Wyoming and of the District, have registered to vote, and will be at least 18 years of age on the day of the appointment. Those Qualified Electors of Uinta County School District Number One, Evanston, Wyoming, interested in being considered for appointment should send a letter of interest, listing address of residence and a brief statement outlining qualifications and specific reasons why you would like to serve as a trustee. Notice is hereby given that an executive session and special meeting of the Board of Trustees for Uinta County School District Number One, State of Wyoming, will be held at 6:00 p.m. on the 4th day of January, 2022, in the boardroom of the Education Service Center, 537 Tenth Street, Evanston, Wyoming.
The purpose for the executive session is to conduct interviews to fill a school board trustee vacancy. The board will announce the name of the individual selected to fill the vacancy.
Notice is also given that official minutes of each regular meetings of such Board, including a record of all official acts and of all warrants issued are available for inspection by any citizen at the Office of the Clerk of said District at 537 Tenth Street, Evanston, Wyoming, during the regular office hours of 7:30 A.M. to 4:30 P.M., Monday through Friday.

Second Regular Meeting
December 21st, 2021
The official record of proceedings of the second regular meeting of the Evanston City Council for the month of December was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, Dave Welling, Mike Sellers and Mikal Welling.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Diane Harris; Director of Parks and Recreation, Scott Ehlers; Community Development Director, Rocco O’Neill; Police Chief, Mike Vranish; City Treasurer, Trudy Lym; Senior Planner, DuWayne Jacobsen and Building Inspector/Engineering Tech, Bob Liechty. City Engineer, Dean Barker and Public Works Director, Gordon Robinson were excused. A group of interested citizens were also present.

Council Comments
Council members wished everyone a Merry Christmas and Happy New Year. Council member Perkes and Council member Welling expressed gratitude to City employees for doing a good job. Council member Welling mentioned the Wyoming Cowboys winning the Potato Bowl with a score of 52-38. Council member Sellers reminded everyone to be mindful of their neighbors and friends, as the holidays can be a difficult time for people. He also mentioned that with snow in the forecast, to thank Public Works for keeping our streets clear. Mayor Williams wished Merry Christmas to everyone including the citizens of Evanston. He expressed gratitude to everyone that stepped up while he was out sick. He had confidence that the responsibilities would continue to get done.
Public Hearing
City Attorney Dennis Boal conducted a public hearing to receive public comment on proposed modifications to the budget for fiscal year 2022. No one addressed the issue, and the hearing was closed.
ORDINANCE 21-06
Council member Perkes sponsored Ordinance 21-06. Council member Lynch moved, Council member Sellers seconded, to pass Ordinance 21-06 on first reading.
AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING AMENDING SECTION 7-7 OF THE CITY CODE TO AUTHORIZE THE GOVERNING BODY TO ADOPT NEEDED REGULATORY BUILDING CODES BY RESOLUTION.

Police Chief Vranish commented that Shop with a Cop was very successful. It was a record year for donations. Department Heads and employees wished everyone a Merry Christmas.
