The Uinta County Commissioners met in regular session on November 16, 2021 in the commission chambers, 225 9th Street, Evanston, Wyoming.  Acting Chairman Mark Anderson convened meeting at 2:00 p.m. Commissioner Brent Hatch was present; Chairman Eric South was excused.  Also present: Amanda Hutchinson, County Clerk; Lori Perkins, Assessor; and Loretta Howieson, Attorney.

Agenda

Motion Hatch, second Anderson to approve the agenda amended to add Kent Williams with a resolution, and a request to take the A&L Subdivision off the table.  He will also present for Gary Welling.  The Darktrace topic was removed from the agenda.  2 yes votes, passed.

Board Appointment

Motion Anderson, second Hatch to appoint Amber Lowrey and Jeremy Lowrey to unexpired terms on the Veterans Board.  2 yes votes, passed.

Evanston-Uinta Airport Grant

Motion Hatch, second Anderson to approve an Airport Rescue Grant Agreement with the Federal Aviation Administration for $22,000 to provide funding for eligible COVID-19 costs at the Evanston-Uinta County Airport – Burns Field as requested by Kent Williams, Planner.  2 yes votes, passed.

County Road Realignment

Motion Hatch, second Anderson to approve Resolution 21-50 initiating the procedure for realigning an official county road through portions of T15N, R118W, Sections 18, 19, 20, 29, 30 ,31, and 32 as requested by Williams.  2 yes votes, passed.

A & L Subdivision

Motion Anderson, second Hatch to take the A & L Subdivision off the table.  Kent Williams, Planner, noted the approval from the State Engineers Office has been received and requested the approval of the A & L Subdivision, located in the E2 NE4 of Section 16, T15N R114W.  Motion Hatch, second Anderson to approve Resolution 21-51 authorizing the A & L Subdivision.  2 yes votes, passed.

FY22 Budget Amendment No. 1

Motion Hatch, second Anderson to approve Resolution 21-52 FY2022 Budget Amendment #1 as presented by Amanda Hutchinson, County Clerk. 2 yes votes, passed.

TY Pickett

Motion Anderson, second Hatch to take the agreement with TY Pickett off the table.  Motion Hatch, second Anderson to authorize Lori Perkins, Assessor, to sign an agreement with TY Pickett for appraisal services for $37,920.00 per year for 2022 and 2023 on behalf of the County as presented by Lori Perkins, Assessor.  2 yes votes, passed.

To all persons, corporations or firms who have any claim for work done or for any materials furnished to Dustbusters Enterprises, Inc., 108 Meadow Drive, Evanston, Wyoming 82930 for the 2021 Dust Suppression Project (CM 20304) located in Uinta County, Wyoming.

Notice is hereby given that the Board of Uinta County Commissioners has accepted as completed, according to plans, specifications and rules governing the same work performed under that certain contract between Uinta County, acting through said commission, and Dustbusters Enterprises, Inc. 108 Meadow Drive, Evanston, Wyoming 82930 for the 2021 Dust Suppression Project (CM 20304).

You are further notified that upon January 12, 2022, being forty-one days after the first publication of this notice, the Board of Uinta County Commissioners will pay to Dustbusters Enterprises, Inc. the full amount due under said contract and in the event your claim is not filed with said commission prior to said date of January 12, 2022 the same shall be waived.

Invitation to submit proposal

Uinta County is seeking proposals to replace a 120-ton chiller and install a  400 - gallon surge tank at the County Complex at 225 9th street

Chiller needs to have two independent refrigerant loops for redundancy and will need to interface with the current “Carrier Controls system.” This project will require an on - site inspection prior to bidding and contractor will have to have all city and state licenses.

Proposals need to include delivery lead time and completion time to Evanston, Wyoming, based on a purchase OK given by 12/21/2021.

All proposals must be submitted before 12/16/2021
