PUBLIC NOTICE

The Wyoming Public Service Commission (Commission) approved the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion Energy or Company) for authority to adjust the amortization of the Conservation Enabling Tariff (CET) account balance, which will appear on customer bills as an adjustment to the non-gas cost portion of the Company’s Wyoming General Service (GS) rates. The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

In the GS rate, the current CET surcharge is $2.60229 per dekatherm (Dth) for Block 1 (monthly usage up to 45 Dth) and $2.35229 per Dth for Block 2 (monthly usage above 45 Dth). In its Application, Dominion Energy represented that the CET accrual as of August 2020 ended in an under-collected balance of $520,001. In this filing, Dominion Energy proposes to implement a CET rate of $0.14909 per Dth for Block 1 and $0.13477 per Dth for Block 2. These rates represent a decreased surcharge from the currently effective rates; the net effect is a decrease to the current GS rates. Exhibit 1.4 to the Application provides that a residential GS customer using 90 Dth annually will experience a decrease of $1.08 annually, or 0.15% from $712.12 annual billed cost at current rates to $711.04 under the proposed rates.

The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on to its customers a wholesale gas cost increase of $0.77071 per dekatherm (Dth), effective November 1, 2020. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.

A typical Dominion residential customer using an average of 90 Dth per year will see a net annual increase of approximately $69.34, or 9.74%. Actual bills will vary with usage.

Pursuant to Commission Rule Chapter 3, Section 26, a utility may apply to pass on to its customers known or prospective wholesale commodity cost increases or decreases on a dollar-for-dollar basis and subject to public notice, opportunity for hearing, and refund.

PUBLIC NOTICE

The Commission’s approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing and further order of the Commission.

In its Application Dominion Energy proposes to amortize its Energy Efficiency Deferred Account balance, effective November 1, 2020. The Company proposes to decrease the EES rate from $0.04303 to $0.02011 per dekatherm (Dth). The balance in the Energy Efficiency Deferred Account has decreased from $155,427 on August 31, 2019, to $71,674 on August 31, 2020, which .the Company is proposing to amortize the ending balance over the next year beginning November 1, 2020 by setting an amortization rate of $0.02011 per Dth.

The Application provides that a typical General Service customer using 90 Dth annually will experience a decrease of approximately $2.05 annually, or 0.29%, before taxes.

Request for Proposals

The Town of Bear River will be accepting proposals for the design, engineering, permitting, and installation of two (2) emergency generators. One to be located at the Bear River Town Hall/Community Center and the other at the Bear River Regional Joint Powers booster station.

Proposals will be accepted until 2:00 PM on December 8,2020.

Proposals can be delivered in person or by mail to the Town of Bear River, 81 Elk Drive, Bear River, Wyoming 82930.

The generator at the Town Hall is a 50kW240/120V 1 PH w/100 Amp ATS and the booster station generator is a 250 kW 480/277V 3 PH w/400 Amp ATS.

All proposals shall be submitted on the proposer’s own letter head and shall include a complete itemized list of what the proposer is providing. Proposals must be in sealed envelop clearly marked “project proposal” with the project title and the name and address ofthe proposer.

The project is being funded with grant funds from the Wyoming Office of Homeland Security and the State of Wyoming Mineral Royalty Grant. All State Statutes pertaining to Public Work’s project will be followed.

All proposers will be notified in writing 0 the decision of the Town. The Town of Bear River reserves the right to reject any or all the proposals.

NOTICE OF ACCEPTANCE OF AND FINAL SETTLEMENT FOR HANSEN ENLARGEMENT OF COY RESERVOIR PROJECT

Notice is hereby given that the Uinta County Conservation District has accepted as completed according to plans, specifications and rules set forth in the contract between Uinta County Conservation District and YC Ranch LLC, Evanston Wyoming, on the Hansen Enlargement of Coy Reservoir Project, near Evanston, Wyoming, and that the YC Ranch LLC is entitled to final settlement therefore.

Upon the forty-first day after the first publication of this notice, namely December 24, 2020, the Uinta County Conservation District Board of Supervisors will pay to the YC Ranch LLC the full amount due under the contract, and in the event that any claim is not filed with the said Uinta County Conservation District prior to the said December 24, 2020, the same shall be waived.

Notice is hereby given that the Board of Uinta County Commissioners has accepted as completed, according to plans, specifications and rules governing the same work performed under that certain contract between Uinta County, acting through said commission, and Dustbusters Enterprises, Inc. 108 Meadow Drive, Evanston, Wyoming 82930 for the 2020 Dust Suppression Project (CM 19304).

You are further notified that upon December 23, 2020, being forty-one days after the first publication of this notice, the Board of Uinta County Commissioners will pay to Dustbusters Enterprises, Inc. the full amount due under said contract and in the event your claim is not filed with said commission prior to said date of December 23, 2020 the same shall be waived.
