NOTICE OF FORECLOSURE SALE

Default in the payment of principal and interest has occurred under the terms of a promissory note (the “Note”) and a real estate mortgage (the “Mortgage”) dated December 1, 2004, executed and delivered by John Robert Harris and Chloa Renee Harris (“Mortgagors”) to Mortgage Electronic Registration Systems, Inc., as mortgagee, as nominee for Accredited Home Lenders, Inc., its successors and assigns, as security for the Note of the same date. On March 14, 2022, the current Mortgagee, Deutsche Bank National Trust Company, as indenture trustee, on behalf of the holders of the Accredited Mortgage Loan Trust 2005-1, Asset-Backed Notes, filed a judicial foreclosure action against the Mortgagors, John Robert Harris and Chloa Renee Harris, and any and all known and unknown potential heirs, in the District Court of the 3rd Judicial District in and for Uinta County, Wyoming as Case No. 22-47. On October 25, 2022, the District Court entered a Judgment and Order of Foreclosure in favor of the current Mortgagee, thereby authorizing the county sheriff to foreclose and sell the below-referenced property to the highest bidder, pursuant to Wyoming Statutes sections 1-18-101 et seq.

The property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale. Any prospective purchaser should research the status of title before submitting a bid.

Project Notice of Final Acceptance

To all persons, corporations or firms who have any claim for work done or for any materials furnished to Dustbusters Enterprises, Inc., 108 Meadow Drive, Evanston, Wyoming 82930 for the 2022 Dust Suppression Project (CM 21305) located in Uinta County, Wyoming.

Notice is hereby given that the Board of Uinta County Commissioners has accepted as completed, according to plans, specifications and rules governing the same work performed under that certain contract between Uinta County, acting through said commission, and Dustbusters Enterprises, Inc. 108 Meadow Drive, Evanston, Wyoming 82930 for the 2022 Dust Suppression Project (CM 21305).

You are further notified that upon December 21, 2022 being forty-one days after the first publication of this notice, the Board of Uinta County Commissioners will pay to Dustbusters Enterprises, Inc. the full amount due under said contract and in the event your claim is not filed with said commission prior to said date of December 21, 2022 the same shall be waived.

The Uinta County Commissioners met in regular session on October 18, 2022 in the commission chambers, 225 9th Street, Evanston. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Brent Hatch was present and Commissioner Mark Anderson was excused. Also present: Amanda Hutchinson, County Clerk; Lori Perkins, Assessor; Terry Brimhall, Treasurer; and Loretta Howieson Kallas, Attorney.

Agenda

Motion Hatch, second South to approve the agenda amended to include Loretta Howieson Kallas with information from the Board of Equalization and a MOU with the City of Evanston, Amanda Hutchinson with 2 additional items. 2 yes votes, passed.

Fairgrounds, Bleachers & Complex Parking Structure

Jeff Breininger, Maintenance, informed Commissioners the fairgrounds bleachers and complex parking structure discussions and contracts are not ready for consideration and will be brought before the commission at a future date.

Materials Agreement

City of Evanston MOU

Motion Hatch, second South to approve an MOU with the City of Evanston outlining an agreement between the City and the County for construction of the new grandstands and facilities at the Uinta County Fairgrounds as presented by Loretta Howieson Kallas, Attorney.  2 yes votes, passed.

Board of Equalization Appeal - North Shore Appeal

Howieson Kallas notified the public that the Board of Equalization reviewed the North Shore Energy LLC appeal and determined to remand the assessment back to the Assessor.

First Regular Meeting

November 1st, 2022

The official record of proceedings of the first regular meeting of the Evanston City Council for the month of November was held in the Council Chambers of City Hall on the above date.  These proceedings were video recorded and streamed live.

Council member Ottley led those in attendance in the Pledge of Allegiance to the Flag.

The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.

Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling.

Council member Ottley commented that it was good to be back to the meetings.  The Council members all agreed that it was great having Tib back.  Council member Sellers congratulated the Rotary Club for their forty-year anniversary.  He also commented about the storm coming in and reminded everyone to be safe.  He wished everyone that is seeking an office in the election good luck.

Key to the City

Mayor Williams presented a “Key to the City” to Kendell Cummings, the young man who saved his wrestling teammate at Northwest College from a grizzly bear attack.  Mayor Williams recognized his bravery and heroism and commented how proud our community is of him.  The mayor also presented his parents with a key for raising such an exceptional young man

Public Notice: Review of Request to Amend Uinta Wind Energy Project – DEQ/ISC 18-02

Notice is hereby given that the Industrial Siting Division received an amendment request on October 7, 2022, from Uinta Wind Energy, LLC (Permittee) regarding a modification to this permit related to the Uinta Wind Energy Project site plan and scale as follows:

The Permittee is proposing to construct up to 35 turbines capable of generating 120 MW instead of 47 turbines generating up to 161 MW.

The site plan is proposed to be located within 16 sections of land rather than 22, three of which are public land managed by the Bureau of Land Management (BLM).  The Permittee has a pending application with BLM for use of the land.

Pursuant to Conditions #11 of their permit, the Administrator is providing public notice of the requested amendment to permit DEQ/ISC 18-02.  The Division will accept public comment until 5:00 PM on November 28, 2022.  The Director may authorize proposed changes so long as no party or Council Member requests that the matter be heard before the Council. It is the Director’s intention to authorize the change on or after December 1, 2022, if the Division does not hear from the parties or the Council members. NOTICE AND ORDER SETTING PUBLIC HEARING

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application for authority to increase rates to recover deferred Net Power Costs (NPC) under Tariff Schedule 95; and to decrease rates pursuant to Tariff Schedule 93, Renewable Energy Credits (RECs) and Sulfur Dioxide (SO2) emission allowances. The public hearing is set to commence on Monday, November 30, 2022, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

  1. RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility subject to the Commission’s jurisdiction. (Wyo. Stat. §§ 37-1-101(a)(vi)(C), 37-2-112).
  2. On April 15, 2022, the Company submitted an Application requesting authority to revise rates pursuant to two different rate schedules: [i] its Energy Cost Adjustment Mechanism (ECAM) Tariff Schedule 95, requesting authority to collect approximately 25.9 million in deferred NPC; and, [ii] its REC and SO2 revenue adjustment mechanism (RRA) Tariff Schedule 93, requesting authority to refund approximately $2.7 million to customers to reflect the sale of RECs and SO2 emission allowances. The total Energy Cost Adjustment Mechanism (ECAM) deferral from calendar year 2021 is a charge consisting of the following: [i] deferred ECAM costs of $25.8 million after the applicable percent sharing band; [ii] accrued interest of approximately $0.6 million; and [iii] a credit of approximately $0.6 million to true-up revenues from the 2020 ECAM (Docket No. 20000-582-EM-20); and, the 2021 ECAM (Docket No. 20000-599-EM-21). The Company proposes to collect the deferral balance of $25.9 million over a 12-month period beginning July 1, 2022. The Company requested interim approval of the proposed net increase, effective July 1, 2022, subject to further review.
  3. The following table summarizes the proposed price changes by tariff rate schedule. Within each rate schedule, the percentage change to individual customers may be higher or lower than the average due to rate design, customer load factors, and usage characteristics. The combined effect of the 2022 RRA and ECAM in this Application represents an overall proposed rate decrease of approximately $26.3 million or approximately 4.0 percent.
