Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application requesting an accounting order for settlement charges related to its pension plans (Application). The Wyoming Office of Consumer Advocate (OCA) and Wyoming Industrial Energy Consumers (WIEC) have intervened in this matter. The public hearing is set to commence on Tuesday, October 29, 2019, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.

On December 31, 2018, RMP filed an Application requesting authority to [i] defer the expected impacts associated with the occurrence of a pension event in 2018 and resulted in a $21 million pension-related loss for the year, and any subsequent similar pension events; and [ii] amortize the impact of pension events (i.e., the increase or reduction in regulatory assets or liabilities) to expense over the same period that is used to amortize the underlying regulatory assets or liabilities with the opportunity to recover the amount in rates as part of net periodic benefit cost. The Company’s proposal is designed to maintain normalized pension costs and credits and avoid exposing customers to potential cost volatility from single year “pension events.”

All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission Rules and Special Regulations. The Uinta County Commissioners met in regular session on October 1, 2019 in the commission chambers, 225 9th Street, Evanston, Wyoming.  Chairman Eric South convened meeting at 2:00 p.m.  Commissioners Mark Anderson and Craig Welling were present.  Also present: Amanda Hutchinson, County Clerk; Loretta Howieson, County Attorney; and Doug Matthews, Sheriff.

Agenda

Motion Anderson, second Welling to approve the agenda amended to include Loretta Howieson with a resolution, Ami Barker for fairgrounds and youth camp reservations, Clay Baird with a bank account and Kent Williams asked to remove Hofer Family Ranch.  3 yes votes, passed.

Underage Drinking Grant

Motion Welling, second Anderson to approve renewal of the underage drinking grant for $4,878.00, which pays overtime for the deputies to provide additional enforcement for preventing underage drinking.  3 yes votes, passed

Economic Development Commission

Motion Welling, second Anderson to approve changes in the Uinta County Economic Development Commission (UCEDC) By-Laws once the suggested amendment to strike 24 hours’ notice required for excused absences has been made as presented by Gary Welling, Economic Development.  3 yes votes, passed.

Bridger Valley Transfer Station

Motion Welling, second Anderson to approve a contract with Ready Rocks for operations at the Bridger Valley Transfer Station as requested by Clay Baird, Public Works Director.  3 yes votes, passed.

Motion Welling, second Anderson to approve opening a bank account in the Bridger Valley for Transfer Station funds to be deposited as requested by Baird.  3 yes votes, passed.

Celtic Subdivision

Kent Williams, Planner, opened a public hearing to allow for comments on the Celtic Properties Subdivision located in Sections 13 and 24 of T15N R115W.  Rachel Johnson spoke in favor; no one spoke in opposition. Runge Subdivision

Kent Williams, Planner, opened a public hearing to allow for comments on the Runge Subdivision located in Lot 3 of Block 2 of Section 2 T16N R121W.  Eric Wall spoke in favor; no one spoke in opposition. Motion Anderson, second Welling to approve Resolution 19-19 authorizing a map amendment to change zoning from Residential to Agricultural and to approve Resolution 19-20 authorizing the Runge Subdivision.  3 yes votes, passed.

Dyer Land Use Variance

Kent Williams, Planner, opened a public hearing to allow for comments regarding Variance from Uinta County Land Use Plan, Resolution 16-13, to allow for a reduction in the property side set-back requirements to two feet to allow for the placement and construction of a new building in Section 33, T16N, R115W.  Dave Dyer spoke in favor of the variance; nobody spoke in opposition.  Motion Anderson, second Welling to approve Variance 19-01 allowing the variance.  3 yes votes, passed.

The Wyoming Public Service Commission (Commission) has authorized Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company) to pass-on to its customers a wholesale gas cost decrease of $0.09147 per dekatherm (Dth), effective October 1, 2019. This approval is subject to notice, protest, investigation, opportunity for hearing, change, refund, and such other orders as the Commission may deem appropriate.

A typical Dominion residential customer using an average of 90 Dth per year will see a net annual decrease of approximately $8.24, or 1.14%. Actual bills will vary with usage.

Pursuant to Commission Rule Chapter 3, Section 26, a utility may apply to pass on to its customers known or prospective wholesale commodity cost increases or decreases on a dollar-for-dollar basis and subject to public notice, opportunity for hearing, and refund.
