The official record of proceedings of the second regular meeting of the Evanston City Council for the month of October was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Tib Ottley, Evan Perkes, David Welling, Mike Sellers and Mikal Welling.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Treasurer, Trudy Lym; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill; Police Lieutenant, Mike Vranish and Director of Parks and Recreation, Scott Ehlers. Police Chief Jon Kirby was excused. A group of interested citizens were also present.

Council Comments
Council member Ottley reminded everyone about Hunter’s Widow Night downtown on Thursday and Trick or Treating downtown on Friday the 30th of October.
Council member Sellers recognized the Rotary Club and City employees for working on landscaping Exit 6 and commented on how nice it looks.
Council member D. Welling wished Council member Ottley and his wife Happy Anniversary.
Mayor Williams echoed Happy Anniversary wishes to Council member Ottley and his wife.
Wyoming Community Foundation Drawing
Maryl Thompson, representing the Wyoming Community Foundation, requested the Mayor draw the winning ticket for a rifle that was raffled for a fund-raiser benefitting the local Community Foundation. The winner of the drawing was Alicia Allen.

Council member Lynch moved, Council member Sellers seconded, to pass Ordinance 20-14 on second reading.
AN ORDINANCE OF THE CITY OF EVANSTON, WYOMING ENACTING SECTION 12-17.1 OF CHAPTER 12, MOTOR VEHICLES AND TRAFFIC, OF THE EVANSTON CITY CODE REGULATING THE OPERATION OF OFF-ROAD RECREATIONAL VEHICLES ON CITY STREETS.

Comments, Remarks from Departments
Evanston Parks and Recreation Director, Scott Ehlers remarked that the Golf Course had set a record year, reaching $500,000 in fees this season.
Public Participation
Maryl Thompson representing the Wyoming Community Foundation thanked the Mayor for participating in the raffle for the Foundation’s fund raiser.
Executive Session
Council member Lynch moved, Council member Ottley seconded, to convene an Executive Session and started to discuss possible discipline of a City employee. The motion passed unanimously with 7 yes votes: Williams, Lynch, Perkes, Ottley, D. Welling, Sellers, M. Welling.
Whereupon, the City Attorney advised the Council that the discussion and meeting were not in compliance with the City’s Personnel Manual and the meeting should, therefore, be adjourned. No action was taken.
