First Regular Meeting
October 6th, 2020
The official record of proceedings of the first regular meeting of the Evanston City Council for the month of October was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded.
Council member Ottley led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tib Ottley, Evan Perkes, David Welling, Mike Sellers, and Mikal Welling. Council member Tim Lynch was excused.
Staff members present at the start of the meeting were: City Attorney, Dennis Boal; City Clerk, Diane Harris; City Treasurer, Trudy Lym; Director of Engineering & Planning, Dean Barker; Public Works Director, Gordon Robinson; Community Development Director, Rocco O’Neill; Police Chief, Jon Kirby; Director of Parks and Recreation, Scott Ehlers; Community Relations/Grant Writer, Meike Madrid; Urban Renewal Coordinator/Main Street Manager, Jane Law; and Facilities/ Business License Technician, Micki Cox. A group of interested citizens were also present.

Council Comments
Council member Sellers commented that it was nice to see the revenue increases from sales tax. He reminded everyone to shop local, especially since the seasons are changing and things are slowing down. He reminded everyone to be kind and be aware of how people are acting, suicides are increasing.
Surplus Sale

Chairman Eric South convened meeting at 2:00 p.m. Commissioner Craig Welling and Commissioner Mark Anderson were present.
