Project Notice of Final Acceptance
To all persons, corporations or firms who have any claim for work done or for any materials furnished to Dustbusters Enterprises, Inc., 65 Rail Center, Evanston, Wyoming 82930 for the Dust Suppression Project (CM 22304) located in Uinta County, Wyoming.
Notice is hereby given that the Board of Uinta County Commissioners has accepted as completed, according to plans, specifications and rules governing the same work performed under that certain contract between Uinta County, acting through said commission, and Dustbusters Enterprises, Inc. 65 Rail Center, Evanston, Wyoming 82930 for the Dust Suppression Project (CM 22304).
You are further notified that upon November 20, 2023 being forty-one days after the first publication of this notice, the Board of Uinta County Commissioners will pay to Dustbusters Enterprises, Inc. the full amount due under said contract and in the event your claim is not filed with said commission prior to said date of November 20, 2023 the same shall be waived.
This notice is given pursuant to Wyoming Statute 16-6-116 dated this 11th day of October, 2023.

NOTICE SETTING PUBLIC HEARING
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given that a public hearing is scheduled regarding Questar Gas Company d/b/a Dominion Energy Wyoming’s (Dominion Energy or the Company) request for authority to increase its distribution rates and charges for natural gas services by $2.1 million per annum and a rate of return of 7.28%. The public hearing is set to commence on Tuesday, November 7, 2023 at 9:00 am., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
- Dominion Energy is a division of Dominion Energy, Inc., a Virginia corporation engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming and Idaho. Dominion Energy is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112. Dominion Energy currently has approximately 28,110 customers in southwestern Wyoming, including customers residing in the cities of Rock Springs, Green River, Kemmerer, Diamondville and Evanston.
- On March 1, 2023, Dominion Energy filed its Application requesting the Commission authorize the Company’s request to increase its distribution rates and charges for natural gas services by $2.1 million per annum, a return on equity of 10.3%, an overall rate of return of 7.28% and associated tariff amendments, effective January 1, 2024.
- Wyoming Office of Consumer Advocate (OCA) filed a notice to intervene in this matter on March 2, 2023.
- The effect of the proposed rate increase on typical Dominion Energy General Service customers who use 80 dekatherms per year will be an increase of $67 per year, or 6.5%.

CHAPTER 6, SECTION 2 OPERATING PERMIT - Department of Environmental Quality, Division of Air Quality
PUBLIC NOTICE
In accordance with Chapter 6, Section 2(g) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Williams Field Services Company to operate existing and future pigging facilities, not to be located at compressor stations or gas plants, with total emissions less than four (4) tpy of VOC, where each individual pig trap emits less than one (1) tpy of VOC, within the Moxa Gathering Field of Uinta County, Wyoming. Williams Field Services Company requested this proposed permit be issued for pigging activities in Uinta County only. Therefore, this proposed permit will only apply to operations in Uinta County. In the event Williams Field Services Company expands their operations outside Uinta County, a new pigging permit will be required.
For the duration of the public notice period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F031032 and permit number P0036831 under permits. First Regular Meeting
October 3rd, 2023
The official record of proceedings of the first regular meeting of the Evanston City Council for the month of October was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.
Mayor Williams led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members, Tim Lynch, Jesse Lind, Evan Perkes, David Welling, Mike Sellers and Jen Hegeman.
Staff members present at the start of the meeting were: City Attorney/Prosecutor, Mark Harris; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Public Works Director, Gordon Robinson; Director of Parks and Recreation, Kim Larson; Community Development Director, Rocco O’Neil; Senior Planner, DuWayne Jacobsen: Police Chief, Mike Vranish and Information Technology Coordinator, Preston Sheets. City Engineer, Dean Barker was excused. A group of interested citizens was also present.

Revenue & Expenditure Report

Council Comments
The Council all agreed it was great to see a good turnout for the City Council meeting. Everyone also commented that it was an awesome Homecoming, including the parade and the football game. Mayor Williams congratulated the football team for a well-deserved victory. Council member Welling mentioned that the weather is changing and to be prepared. Council member Sellers commented that with the changing weather, people also can become discouraged and to remember that the U.S. National Suicide Prevention Lifeline is 988 or text “WYO” to 741-741 for the Crisis Text Line. Council member Hegeman mentioned that Kevin Kallas, a well-known citizen of Evanston has recently had health issues and reminded everyone to please keep him and his family in your thoughts.
Public Hearing/Height Exception
City Attorney, Mark Harris began the Public Hearing by explaining the legalities of the hearing, and how it would be conducted. Applicants would be heard from first, followed by those who have questions for the applicant, and finally those opposed to the application. He asked each person speaking to clearly state their name and home address for the record prior to being sworn to testify.
Attorney Harris opened the hearing for HE 193, a request by Tina Durand for a Height Exception to allow a fence to exceed the maximum height limitation of four feet within the front yard setback area for property located at 117 Citation Lane, Evanston, WY, which is zoned Low Density Residential-Established (LR-E).
Tina Durand was sworn in and spoke on behalf of the application.
Gina Fackrell was sworn in and spoke on behalf of the application.
There was no opposition.
The hearing was closed at the conclusion of presentation of evidence and testimony,
Mayor Williams asked for a motion regarding the application.

Petition for Call Up
Council member Perkes moved, Council member Welling seconded to grant a petition for call up and review of the action of the Evanston Planning and Zoning Commission on September 11th, 2023, regarding CP-185, the Application of Todd Osterling, for a Conditional Use Permit to allow a detached Accessory Building at the property located at 1600 West Center Street.

The public hearing is set to commence on Wednesday, October 25, 2023, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
- RMP is a division of PacifiCorp, an Oregon corporation, engaged in the business of supplying electric utility service to customers throughout its six-state service territory, including Wyoming. RMP is a public utility, subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-l-101(a)(vi)(C) and 37-2-112.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Special Regulations, notice is hereby given of the joint Application of Questar Gas Company dba Dominion Energy Wyoming (DEW or the Company) and Fall West Holdco LLC (Fall West) for approval of a partial corporate reorganization.
- DEW is currently a wholly owned subsidiary of Dominion Energy Questar Corporation, which itself is a wholly owned subsidiary of the parent company, Dominion Energy, Inc. The parent company, Dominion Energy Inc., is a Virginia corporation engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming, and Idaho. DEW serves approximately 28,000 customers in southwestern Wyoming, including customers in Rock Springs, Green River, Kemmerer, Diamondville, and Evanston. DEW is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
- On September 5, 2023, DEW’s parent company, Dominion Energy, Inc., announced its intention to sell DEW, Wexpro Company, and other related entities to Enbridge, Inc. On September 8, 2023, Dominion Energy filed a joint Application with Fall West for approval of a partial corporate reorganization. In order to facilitate and streamline the sale of DEW and other entities, DEW will be transferred to Fall West, in preparation to be sold to Enbridge, Inc., which, if successful, will take place in a separate Application for Commission review to be filed at a later date.
- The reorganization will not adversely affect DEW’s operations and ability to provide the public with safe and reliable utility service. Per the Application, no costs associated with reorganization will be allocated to Wyoming customers and the reorganization will not impact Wyoming customers’ rates.
- This is not a complete description of the Application. Interested persons may inspect it at the Commission’s office in Cheyenne, Wyoming, during regular business hours. The Application may also be viewed online at: https://dms.wyo.gov/external/publicusers.aspx (Enter Record No. 17413).
- Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing on or before October 27, 2023. Petitions shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
