The Uinta County Commissioners met in regular session on September 20, 2021 in the commission chambers, 225 9th Street, Evanston, Wyoming. Chairman Eric South convened meeting at 2:00 p.m. Commissioner Brent Hatch was present, and Commissioner Mark Anderson was present via Zoom.  Also present: Amanda Hutchinson, County Clerk via Zoom; Loretta Howieson, Attorney; and Doug Matthews, Sheriff.

Agenda

Motion South. second Hatch to approve the agenda amended to include Becky Eastman with a grant and Doug Matthews with an award.  3 yes votes, passed.

Award

Doug Matthews presented the Medal of Valor Award to Jarrod Asay for his bravery during a dangerous incident involving a fleeing subject and a head-on collision that occurred June 28, 2020.

Wildlife Rendering Bill

Motion Hatch, second Anderson to write a letter of support for a bill for Fraughton’s Meat Processing to use the renderings from wild game processing for manufacturing dog treats as presented by Ben Kemp and Ted Kimball, Fraughton’s Meat Processing.  3 yes votes, passed.

BT Marketing Subdivision

Kent Williams, Planner, opened a public hearing to allow for comments on the BT Marketing Subdivision located in the SE1/4 SE1/4 Section 13 and the NE1/4 NE1/4 Section 24 T15N R115W.  Fred Coles, Wasatch Surveying, spoke in favor; no one spoke in opposition.  Motion Hatch, second Anderson to approve Resolution 21-45 authorizing a map amendment from Agricultural/Resource/Development to Residential.  3 yes votes, passed.  Motion Anderson, second Hatch to approve Resolution 21-46 authorizing the BT Marketing Subdivision.  3 yes votes, passed.

CSBG Grant Agreement

Motion Hatch, second Anderson to approve the CSBG Grant Agreement for $119,868 through November 15, 2022 to provide support services to low-income individuals, families, and agencies as presented by Becky Eastman, Human Services Coordinator.  3 yes votes, passed.

Motion Anderson, second Hatch to approve the minutes of the September 7, 2021 meeting.  3 yes votes, passed.

PUBLIC NOTICE

UINTA COUNTY CONSERVATION DISTRICT LONG RANGE PLAN RELEASED FOR PUBLIC COMMENT

The Uinta County Conservation District will accept written comments on the Long Range Plan beginning October 1, 2021 and will continue through November 14, 2021.  Copies of the document are available at the Conservation District Office located at 204 East Sage Street as well as on their website at www.uintacountycd.com.  Comments can be submitted by email to ksabey.uccd@gmail.com, mailed to PO Box 370, Lyman, WY 82937, or dropped off at the office.  A public open house to view the long range plan and submit comments will be held on October 19, 2021 from 10:00 am until noon at the Conservation District Office.  For more information, contact the Uinta County Conservation District at 307-787-3070.

2021 WATER RESOURCES PLAN PUBLIC COMMENT PERIOD

Wednesday, September 29, 2021 – Monday, November 15, 2021

The Utah Division of Water Resources (Division) is pleased to announce the draft 2021 Water Resources Plan (2021 Plan) is available for review soon. The 2021 Plan identifies action the Division will take over the next five years. It focuses on reliable data, supply security, and a healthy environment.

On Wednesday, September 29, 2021, the Water Plan page of the Division’s website water.utah.gov/2021waterplan will be live and the draft 2021 Plan will be posted for review.  A public comment period is open from Wednesday, September 29, 2021, through Monday, November 15, 2021. Comments may be submitted using the comment form link found on the Water Plan page.

A virtual open house will be held on Wednesday, October 20, 2021, from 7:00 PM – 8:00 PM. During the open house, a short presentation about the 2021 Plan will be followed by a question and answer session. Written questions will be accepted throughout the virtual open house session using the Question and Answer feature of the meeting software.
