WHEREAS NOTICE IS HEREBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred. The Note is secured by a Mortgage dated November 5, 2009 and recorded on November 10, 2009 at REC # 149985 Book 942, Page 591-601 in the records of Uinta County, Wyoming from William R. Black, to Mortgage Electronic Registrations Systems, Inc., as mortgagee, as nominee for Utah Mortgage Loan Corporation for the amount of $181,632.00. The Mortgage having been assigned to and now in possession of JPMorgan Chase Bank, National Association, through an assignment recorded on July 15, 2013 at REC# R163691 Book 999, Page 159 in the records of Uinta County, Wyoming.
WHEREAS the Mortgage contains a power of sale, which by reason of the default that has occurred, the Mortgagee has declared to become operative, and no suit or proceeding has been instituted to recover the debt secured by the Mortgage, or any part thereof, nor has any suit or proceeding instituted and the same discontinued and:
WHEREAS written Notice of Intent to Foreclose by Sale and Advertisement has been served upon the record owner and party in possession of the mortgaged premises at least ten (10) days prior to commencement of the publication, and the amount due upon the Mortgage at the date of first publication of this notice of sale being the estimated total sum of $149,969.34 which consists of the unpaid principal balance of $147,083.47, plus outstanding charges, attorney fees, costs expected, accruing interest and late charges after the date of first publication of this notice.
WHEREAS this property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale and any prospective purchaser should research the status of title before submitting a bid.

Second Regular Meeting
January 17th, 2023
The official record of proceedings of the second regular meeting of the Evanston City Council for the month of January was held in the Council Chambers of City Hall on the above date. These proceedings were video recorded and streamed live.
Dan Wheeler, a local citizen led those in attendance in the Pledge of Allegiance to the Flag.
The roll was called and with a quorum being present, Mayor Kent Williams called the meeting to order at 5:30 p.m. and welcomed everyone present.
Those present from the governing body at the start of the meeting were: Mayor Williams; Council members Tim Lynch, Jesse Lind, Evan Perkes, David Welling, Mike Sellers and Jen Hegeman.
Staff members present at the start of the meeting were: City Attorney/Prosecutor, Amanda Kirby; Director of Engineering and Planning, Dean Barker; City Treasurer, Trudy Lym; City Clerk, Diane Harris; Community Development Director, Rocco O’Neill; Police Chief, Mike Vranish; Director of Parks and Recreation, Scott Ehlers and Information Technology Coordinator, Preston Sheets. Public Works Director, Gordon Robinson was excused. A group of interested citizens was also present.

Council Comments
Council member Welling congratulated Heather Blackwell, a local music teacher, for receiving Southwest District Music Educator of the Year, Wyoming Music educator of the Year and Wyoming Music Educators Association 25-year award.
Council member Sellers commented that the first and second reading of the SWOT bill has passed the House at the State Legislature. He mentioned that Mark Tesoro of the Uinta County Herald credited the municipalities support for the success of the bill. Council member Sellers mentioned that a couple of businesses in town had really stepped up to help him out on a project that he was working on. He said he is very grateful to live here and be able to do business here.
Council member Hegeman requested that the Council packets be sent out earlier. City Clerk Diane Harris explained the process.

Comments/Remarks
Community Development Director, Rocco O’Neill reminded everyone that Jump Start will begin on Wednesday, January 18th, 2023 at the Roundhouse at 6:00 pm.
City Attorney/Prosecutor Amanda Kirby thanked the Mayor, Council and Department Heads for supporting in her new position as City Attorney.
Public Participation
Denise McCormick, a concerned citizen, asked the Mayor and Council what could be done about the parking downtown. She mentioned that it is difficult to find a parking spot. Mayor Williams explained that the downtown parking has always been a challenge and that over the years the City has had many discussions and committees to try and rectify the situation. Several suggestions were discussed

In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Spire Storage West LLC to modify the Clear Creek Plant by installing one (1) 389 hp emergency generator (ENG010), one (1) tank pad combustor (FLR002), one (1) dehydration 1 combustor (FLR003), one (1) dehydration 3 combustor (FLR004), two (2) 10 MMBtu/hr inlet heaters (HET017-HET018), one (1) group of comfort heaters (HET019), three (3) 750 bbl condensate tanks (TNK025-TNK027), two (2) 500 bbl produced water tanks (TNK028-TNK029), one (1) condensate truck loadout (LUD006), two (2) NGL truck loadouts (LUD007-LUD008) and removing one (1) 3.8 MMBtu/hr boiler (BOL001), two (2) 3.0 MMBtu/hr line heaters (HET006, HET010), one (1) 7.5 MMBtu/hr line heater (HET008), two (2) 600 gal methanol/biocide tanks (TNK016-TNK017),one dehydration reboiler (HET011), one (1) dehydration unit 3 (DHY004), one 6.0 MMBtu/hr line heater (HET016) two (2) 400 bbl condensate tanks (TNK001-TNK002) and one (1) 1000 gal condensate tank (TNK024). This modification will also include updating emissions and equipment representations. The Clear Creek Plant is located in the NW¼ SE¼ of Section 9, T16N, R119W, approximately eight (8) miles northeast of Lyman in Uinta County, Wyoming.
