The Uinta County Commissioners met in regular session on January 18, 2022 in the commission chambers, 225 9th Street, Evanston.  Chairman Eric South convened meeting at 2:00 p.m. Commissioner Mark Anderson and Commissioner Brent Hatch were present.  Also present: Amanda Hutchinson, County Clerk; and Loretta Howieson, Attorney.

Agenda

Motion Hatch, second Anderson to approve the agenda amended to include Callie Perkins with a Public Health MOU, Amanda Hutchinson with 2 items, and Commissioners with an agreement.  3 yes votes, passed.

Board Appointments

Motion Hatch, second Anderson to approve the following board appointments:

Veterans Board - Paul Barnard 3 year term. 

Couch Board – Amber Lowrey, 3 year term.

Commissioner Brent Hatch resigned his position on the Fair Board and Brandon Day was appointed to fill the rest of his term.

CMAQ Funding

Motion Anderson, second Hatch to authorize Chairman South to sign a CMAQ Final Acceptance Certificate for project #CM-20304 with WYDOT as requested by Amanda Hutchinson, County Clerk.  3 yes votes, passed.

Broad Reach Power Project

Motion Hatch, second Anderson authorizing Chairman South to sign a letter to the Industrial Siting Division stating that Uinta County would not be making a request for funding as presented by Hutchinson.  3 yes votes, passed.

Health Care Insurance Payback

Motion Anderson, second Hatch to change the county’s procedure regarding insurance payback upon termination of employment.  Employees that remain employed until the 15th of the month will no longer have to pay back the county’s portion of the insurance for the days not worked as presented by Hutchinson.  3 yes votes, passed.

Special Prosecution

Motion Hatch, second Anderson to approve Resolution 22-01 authorizing the use of special prosecution due to conflicts of interest in the Uinta County and Prosecuting Attorney’s Office as requested by Loretta Howieson, County Attorney.  3 yes votes, passed.

Wildlife Rendering

Motion Hatch, second Anderson to write a letter of support for Fraughton’s Meat Processing to use the renderings from wild game processing for manufacturing dog treats.  3 yes votes, passed.

Public Health MOU

Motion Hatch, second Anderson to approve a Memorandum of Understanding with the Wyoming Dept. of Health, Public Health Division setting forth the terms and conditions by which the County shall utilize grant funds of $401,311.00 for COVID-19 vaccination outreach activities from 7/1/2021 through 6/30/2024 as requested by Callie Perkins, Public Health Nurse.  3 yes votes, passed

Participation and Payment Agreement

Motion Hatch, second Anderson to approve an agreement for payment to Sublette County of $1886.00 as Uinta County’s proportional part of the Federal Natural Resources Policy Account grant match.  Sublette County applied for the grant on behalf of Sublette, Lincoln, and Uinta Counties as presented by Eric South, Chairman.  3 yes votes, passed.

NOTICE IS HEREBY PUBLISHED that the Town of Bear River has accepted as completed  all work on the Bear River Emergency Generators Project according to the plans, specifications and  rules set forth between the Town of Bear River and Longhorn Construction INC, of Green River,  Wyoming and the Contractor is entitled to settlement thereof.

Final payment will be made after the completion of publication of this Notice. The date of  first publication is January 18, 2022, and the date of final settlement will be after February 28, 2022, and when all punch list items are complete.

Any claim or claims for work or labor due, or for materials or supplies furnished, must be accordingly filed with the Town of Bear River prior to the above published date of final settlement.

In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Moser Energy Systems to operate 250 temporary portable rich burn natural gas fired generator engines consisting of any configuration of 118 hp Doosan 8.1L NA engines, 239 hp Doosan 8.1L T engines, 302 hp Doosan 11.1L engines, 402 hp Doosan 14.6L engines and 612 hp Doosan 21.9L engines (ENG001-ENG250), to be operated at oil and gas well sites at various locations in Albany, Campbell, Carbon, Converse, Crook, Fremont, Goshen, Johnson, Laramie, Lincoln, Natrona, Niobrara, Platte, Sweetwater, Uinta, Washakie and Weston Counties, Wyoming.

FORECLOSURE SALE NOTICE

WHEREAS, default in the payment of principal and interest has occurred under the terms of a Promissory Note (the “Note”) dated March 10, 1999, executed and delivered by Marvin D. Wyoming Department of Environmental Quality

Notice of Proposed Underground Injection Control Permit

The Underground Injection Control (UIC) Program regulates certain discharges of pollutants into groundwaters of the state. Operators of these discharges are required to receive coverage under a UIC permit. The permits contain limitations and conditions that will ensure underground sources of drinking water are protected. Prior to issuing permits, the UIC Program prepares a 30-day public notice to inform interested parties of proposed permits and offers an opportunity to provide written comments.

The purpose of this notification is to inform the public that the UIC Program is proposing the issuance of a renewal permit and has prepared a public notice that is available at the WDEQ’s website (https://deq.wyoming.gov/public-notices/) under the topic of interest entitled Water – Underground Injection Control. The public notice includes copies of currently proposed permits, relevant application material, and clearly defines the deadline and process for providing written comments. The public comment period begins January 25, 2022, and ends February 24, 2022. NOTICE OF PUBLIC HEARING

TAKE NOTICE that on the 11th day of January 2022, the governing body of the Town of Bear River, Uinta County, Wyoming, adopted a Resolution expressing its intent to annex a parcel of land located within the SW1/4 of Section 2, Township 16 North, Range 121 West, 6TH P.M., Uinta County, Wyoming. A location map showing the area to be annexed is set forth below. An Annexation Report has been prepared and is available for review at the Town Clerk’s office which, in summary, indicates there are no infrastructure improvements needed within the existing boundaries of the Town to accommodate the proposed annexation. Upon written request, the Town Clerk will provide a legal description of the area to be annexed and the names of the person owning property within the area.

On February 8, 2022, at 5:00 p.m., a public hearing will be held in the Council Chambers of the Town Hall, 81 Elk Drive, Bear River, Wyoming, to receive comments from members of the public, to determine if the proposed annexation meets the conditions of W.S. 15-1-402 and if the required procedures have been met.
